COMMUNICATIONS
The City Clerk read a letter notifing the Council that the
the East Central Florida Regional Planning Council will hold
a meeting Wednesday, August 14th at 10:30 A.M. in the
Ambassador Room, Howard Johnsons Convention Center, Lee Road
and 14.
Mayor Severance stated that this is information purposes and
leave it for the Council to read.
Mayor Severance read a letter from the Humane Society regarding
funds for the Humane Society. He stated that this letter
should be on the agenda for the next council meeting to take
appropriate action.
The City Clerk read a letter from the Edgewater Business Mans
& Citizens Committee requesting an opportunity to be heard
at the next City Council meeting.
Mayor Severance stated that this committee will be granted
time at the next Coucnil Meeting and that there will be
a time limit on individuals, they may speak for three minutes.
The City Clerk read two letters. 1- from the Building Code
Committee regarding the lose of a secretary. They feel that
it is very important to have a secretary taking minutes.
2- from the Zoning & Planaing Board regarding the lose of
their secretary. They feel that it is necessary for a secretary
to be present to keep records of the minutes.
Councilman Bevel stated that it didn't seem necessary for a
secretary to have to go to the meetings when a member of the
boards could turn the tapes over and run the tape recorder.
The Council discussed the matter of a secretar, at these meetings
and Mayor Severance instructed the City Clerk to assign the
secretaries to the different boards.
The City Clerk read a letter from the Zoning & Planning Board
stating that at the July 9th meeting they zoned 8-1 to accept
the proposed new sign ordinance, with corrections noted in the
minutes. They recommended that the Council adopt this sign
ordinance.
Mayor Severance stated that the Edgewater Businessmens & Citizens
Committee will have some questions pertaining to the sign
Ordinance at the next meeting. He requested that a member of
the zoning & planning board be present at this meeting.
The City Clerk read a letter from the Zoning & Planning Board
regarding the squating off of the City Limits to the south,
the board members determined that it would be in the best interest

of all concerned parties that this property listed be incorporated
into the City of Edgewater. They requested the City Council to
proceed with plans for annexation of the properties east of U.S#l
south of Friendly Shores Mobile Home Park and North of Pyrmid
Mobile Home Park at your earliest convience.
Mayor Severance stated that the Council has received a petition
from the other property owners that they did not want to be
annexed into the City. He stated that the Council will have
to discuss this Monday night. The City Clerk then read the
petition, from the other property owners. The Council discussed
the allocation of water & sewer for this trailer park that
is proposed on said property. Mayor Severance stated that
Monday night he will ask Mr. Fernandez to clarify this letter
that he has written to the Council.
The City Clerk stated that when she put out the invitation
for bids on the barn, she had the dead line August 1, instead
of AUlust 5. She stated that no bids were returned. She
asked to put this on the agenda for Monday nights meeting to
have this extended to the next meeting.
The City Clerk stated that no bids had been returned on the
roller and asked if they wanted to extend the time. They
were out for three days, the 23rd, 25th, and 27th in the
Daytona Beach Journal.
Mayor Severance stated that we could possibly work with it
if we go to the garbage truck situation, possibly utilize it.
The City Clerk read a letter frem the Zoning & Planning Board
requesting the City Council to place the amount of $5,000.00
in the City Budget for the fiscal year October 1, 1974 through
September 30, 1975, to be used for the Zoning & Planning Board.
Mayor Severance stated that the Council needs to acknowledge
this and explain how much they are proposiBg.
The City Clerk stated that the Florida Shores and Beach Preservation
Assoc. is holding a meeting October 2,throagh the 4th,.-at Long
Beau Key. Mayor Severance stated that this is a matter of Information.
The City Clerk stated that the Indian River Baptist Church is
requesting permission to use a small trailer as a tool shed
at 1816 India Palm Drive, while Rev. Hollowell's house is under
construction.
Mayor Severance stated that this will have to be put on the
agenda for Monday night's meeting. The Council discussed this
matter further.
The City Clerk stated that she has written to the Volusia
Council of Governments, and there aren't any dues and they
have just requested that we be placed on their mailing list
and will be notified of their meetings.
The City Clerk read a letter regarding the designation of the
area wide planning agency to coordinate the Volusia Coastal
Area Transportation Study, they requested that a copy of our
resolution if approved be forwarded to the Governor's Office.
Mayor Severance stated that he will have the City Attorney
look it over. This resolution is to certify that we agree
to them being designated as this Volusia Coastal Area Study.
We need to attend some of their meetings to find out more about
this aatter.

The City Clerk read a letter from the J. E. Tumblin Insurance
Agency stating that the claim of FebruazT 7, 1974 has been
settled and final payment made. This is the claim where one
of the City's employees pulled out in front of a man.
Mayor Severance stated that this is a matter of information
and las been taken care of.
The City Clerk read a letter from Edwirl H. Ragan, Mayor of
Brooksville Florida, concerning a small league of cities.
Mayor Severance stated that this should go on the agenda to
acknowledge it and see if the Council is interested.
The City Clerk stated that Mr. Harmon gave her some prices from
Green Acre Nursery, for the work at the Library. (1) $130.53 _
to remove everything, (2) $101.53 -moving the plants and leaving
the trees (3) $88.06 - sod & irrigation system, labor is included
on each.
Mayor Severance stated that the Council will have to
discuss this and decide Mondays meeting.
The City Clerk read a carbon copy of a letter that went to
Mr. Joseph Fransmathis, director of the Office of Water Programs
for the EPA, concerning the Edgewater Sewage Treatment Plant.
Mayor Severance did not feel that it was necessary to put
this on the agenda.
The City Clerk read a letter from D. C. Huskey from William
R. Howell & Co. concerning a financial consultant for the
water and sewer project.
Mayor. Severance stated that he would like to know what the
going interest rate right now would be.
The City Clerk stated that she has three letter from the Chief
of Police comending three different officers, that he would
like read at the Council Meeting Monday night.
Mayor Severance stated that this should go on the agenda also.
Mayor Severance introduced Mr. Cobbet on the recreation
facilities, he then turned the floor over to him.
Mr. Cobbet stated that on the property across the street, made
some sketches and put some packages together. He talked on
the multi-games court which would give us basketball, and wi~h
the pDrtable units that are available now would give us, volley-
ball, paddle tennis, badmitten, and two bther t;.pe of racket
games. He explained these courts in full to the Council.
After the Council and Mr. Cobbet discussed this multi-games
court in its entirity for 1 hour, Mayor Severance explained
that Monday night the Council will take action to go out and
advertise for bids, specifications can be picked up from the
City Clerk.
The Council then went to the applications for City Manager.
They will hold a p1iminary discussion to decide what number
of these gentlemens resume received that we want to come in
for a personal interview.
Mr. Stevens -
Councilman Clinton stated that from what he read he did not see
anything about City Manager.

Councilman Bevel stated that he has had military service.
Mayor Severance stated that the Council doesn't feel that Mr.
Stevens has the qualifications.
Mr. Corliss -
councilman Sikes stated that he has extensive Municipal training
institute, college, ~
Mayor Severance stated that he is currently employeed in Walen
Mass. as an executive sectetary.
Councilman Sikes stated that he is 48 years old and it looks like
he is wanting to find a good place to retire.
Mayor Severance stated that he looked at his education and he
doesn't really have a degree of any kind, he has 60 acapitable
credits in business administration and other formal education.
w. Basil Bulard
Mayor Severance stated that the only thing that they have
received was a application for employment, nO'resume at all.
He has a Masters Degree for Florida Tech University in Orlando
but it doesn't state a masters of what.
John Harris Kelly -
Mayor Severance stated that he is retired from the Military
Sl years old. He is the finance director for the City of
Maitland. He would like to move over here permenantly in
New Smyrna. He is primarily interested in a 2 or 3 day a
week job, but would take full time.
Donald G. Harris -
Mayor Severance stated that he must have been in school all
of his life.
Councilman Bevel stated thatmost of his fields are law enforcement.
Mayor Severance stated that the Council needs to consider that
he has had a lot of experience inFinanciig andmanaging. He
worked at the Space Center for a couple of years.
Norman Dale Bryant -
Mayo~ Severance stated

Larry R. Merrit -
Mayor Severance stated that currently works for Monore County
Office for the agent of Assistant Director & Coordinator for the
area wide model program. He has a Masters in Public Administration.
with Metropolitan Study being his major.
John R. Windham -
Mayor Severance stated that he is cureently employed as the executive
director of the Alma Macon County Model Cities Commission.
Mr. Vanderslice -
Mayor Severance stated that he is cureently pr~paring to graduate
from the Peen State University with a Masters Degree in Public
Administration. He is 24 years old.
Joe Grammer -
Mayor Severance stated that he has had 10 years experience as a
disjockey.
The Council then discussed which ones that they would like to have
interviiws with.
Councilman Bevel stated that he would like to talk with Mr.
Vanderslice., and Windham, and Bryant.
Councilman Sikes stated that he would like to talk to three of them,
Bryant , Harris and Vanderslice

Mayor Severance stated that he picked more than two, based on the
fact that he.felt that a couple f of them, we should contact them
anyway, ~e mlght get ~ responce. Mr. Harris, Mr. Bryant, and
Mr. Merrlt, and Mr. Wlndham, Mr. Vanderslice.
Mayro Severance stated that we all ~% agree on Mr. Vanderslice,
so we can take him out. The other one that everyone was unanimous
was Mr. Bryant.
Mayor Severance stated thet we need to enclose in the letters that
we send these men the starting salary and what our intentions are.
If we could agree on a date for the interviews we could call the
individuals and talk to them. Then if they ar~ interested tha~
we can agree on a date.
Mayor Severance stated that the City Clerks salary is going to have
to be adjusted, because she is not going to have the job to do.
There was much discussion on the City Clerks salary.
Mayor Severance ~tated that the third applicant that the Council
a~reed on is Mr. Harris, then Mr. Windham, and Mr. Merritt. So
there are three that was actually unanimous, Mr. Harris, Mr. Bryant,
and Mr. Vanderslice.
Mayor Severance asked Mr. Harris if he could be at the August 15th
Workshop for his interview with the Council. Mr. Harris stated
that that would be fine, and talked with the Council. The Council
then interviewed Mr. Harris and cancelled out his appointment
for the Workshop meeting. Mayor Severance stated that the Council
now understands that Mr. Harris is agreeable to~the starting salary
with the understand'ng that increases will become available. He
told Mr. Harris that the Council will be contacting some other
people and that they would get back with him, by the end of August.
Mayor Severance stated that on the 15th Workshop he would like to
discuss Street Lights. He would also like the Councils approval
to contact a gentleman in regards to xk. becoming an agent of
record for insurance purposes. We will sit down at a meeting and
tell this gentleman what the City wants.
Mayor Severance stated that the City has $130,000 that we are going
to have to designate in to 6 prioities.
I - Park & Pier $17,000
2 - City Barn $30,000
3 - Recreation $15,000
4- Paving $25,000
5- Land Fill $13,000
6 - Police Cep~. $ 5,000
Mayor Severance instructed the. City Clerk to put on the agenda
for Monday night to advettise for bids for two new RifE Police
Cars. With the bids to be returned September 2nd.
Councilman Clinton requested that the Community Center be painted
from the windows down in blue enama1.
The City Clerk stated that the forman at the City Barn, Joe Martine
is having a little trouble with the mena at the Barn. They don't
understand the Merit System and they understand how xk it is going
to work. She said that she would go over there and talk to them,
explaining to them how it would work and how it would be grades.
Mayor Seveance told the City Clerk to give Willard Kirby a call and
he might help her talk to the men at the barn.

The City Clerk then asked the Council when they were going to
implement the raises.
Mayro Severance stated that Monday night he would like to have
the Ordinance to implement this recommendation 1 of the Merit
Board. We can declare it an emergency, prior to the reading of
the Ordinance, then read the ordinance and have it rect~oactive
to the beginning of the August pay period.
Mayor Severance requested Chief Kates to put a letter in the
agenda recommending that the Sgt. be promoted to the position of
Leuit. and the Council will take the appropriate action on it.
Councilman Bevel asked about the contractors tearing up the roads
with their big trucks. Mayor Severance stated that we can't
do any thing to them unless we catch them in actton. He stated
that Monday night we will ask the attorney to stop everything
else that he is doing and find out if there is anything on the
books that we can inforce this problem and what do we have to do
to bring out the substancial amount on everybod; that comes in
to the City to work, and if in fact they are caught doing something
of this na~ure they forfit that bond.
Mayor Seveaance adjourned this meeting.
