Severance, Thursday, August 15, 1974 at 7:30 P.M. Councilman Bevel asked if Mr. Yelvington has made a deposit towards his $437.58. The City Clerk stated that he has not made any deposit. Councilman Bevel stated that Monday night he will make a motion that no work be done until this bill is paid. Mayor Severance stated that he will talk to Mr. Yelvington and get something baak to the Council Monday night. Mayor Severance then gave the floor to Mr. JimKnowland, Regional Manager fromTrussmoore Insustries. Mr. Knowland presented his proposal on a new garbage truck. He stated that he would like to br'ng one of his trucks in and let the men work with it a couple of days to see how they like it. Instead of having a driver and two helpers, you have a driver and one helper. Mayor Severance stated that Workshops are strictly where we get together and people come in and present items to the council through correspondence and in person, then we discuss it and if it warrents it we set it up on the agenda for Monday night meetings. It is not for the Public to take the floor and discuss issues. However, if you have something to say, state you name. Mr. James Martin, garbageman in the street department gave his opinion on which way he felt that it would be easier to pick up garbage. Mayor Severance stated that we should ti. let the man demonstrate his truck. Then your recommendation to the department head and the way the department head feels, is the KZJ what will come back to this k Coumcil. We are going to be in the position to where we are going to be needing to purchase a garbage vehicle, and we have no idea as to what type. Mayor Severance then gave the floor to Mr. Daniel Cory. Mr. Cory wanted to present the intentions of the firm that he is involved with. He stated that it is presently a porposed location for a new bank for the City of Edgewater. Mayor Severance stated that if after the Public Hearings, if the Council and the Zoning & Planning board recommends that it be allowed to change the zoning for this bank, and if the Council approved it, then we can approve it with the understanding and have signatures on it stating that if in fact for any reason the project does not go throughx that the w zoning will revert back to its original zoning. Mayor Severance stated thatthe Council appreciated Mr. Cory coming down here and explaining the plans. COMMUNICATIONS Mayor Severance stated that he had a document that he has received from Mr. Kelly, and he would like for each Councilmmnber to read it. This letter is in regards to comprehensive employment and training progaam. Mayor Severance stated that he received a letter from Mr. O'Brian from the Volusia Council of Governments, regarding membership. He then turned this over to the Attorney for him to read the attached resolution. Mayor Severance stated that we also received a letter from Dr. Kell, in reference to a request that we had from Dr. Kelly in regards to the Edgewaters tax dollar and the return of same to the City of Edgewater. Mayor Severance gave it to Councilman Sikes to read over and to pass. to k. the other Councilmen. -2- '-' ....., ~ayor Severance stated that he got another letter from Dr. Kelly 1n regards of street paving. He did some checking regarding a boat ramp. He stated that he will write a letter back to Mr. Kelly telling that the County we would much ratherperfer cash because we don't get it any other way. Mayro Severance suggested that Monday night the Council instruct the Attorney to w send the County a resolution SBXX ~'~b~ -EHl l\lt- ~~i...1 -7 .~ Mayor Severance stated that we will have another resolution for Monday night eesignating number 1 priority, paving of the remaining portion of Riverside Drive, No.2 would be Park Ave., No.3 would be Roberts Road. The County has accepted %B,.1 responsibility of these roads so we automatically send in that we would like to have them paved. Mayor Severance announced as a matter of Public information The Board of Florida Department of Pollution Control will hold a rule adoption Public Hearing at 9:00 A.M. Spetember 18th, in Tallahassee. He stated that he would read this further and get back to the Council. Mayor Severance read a letter from the Building Code Committee, sxaxiK~ regarding the National Electrical Code for the Councils adoption. Mayor Severance turned this Code ofer to the City Attorney for him to look over and report back to us. We will take no action this Monday night until the Council member can read this. Mayor Severance stated that from the last meeting we tabled on what we were going to do on the Library as far as sod,labor and irrigation systems. Councilman Sikes suggested that it be best to have some sod put down and not do anything, and possibl, do something with the plants that are there, and then at a later date if we want to do any thin different with that, we will aave a place to put trees and plants for future. Mayor Severance suggested that this be put on the agenda for monday mights meeting to take final aciton on it. Ma1yor Severance stated that there is . request from the Hamane Society tabled, requesting that the City's donation of $100.00 a month to $225.00 a month. Mayor Severance said that he is totally against going to $225.00 a month, but does agree that they need an increase. We should increase it with l~ the understanding that the service would continue in the same matter that it has over the past 4 or 5 months. City Attorney Weaver suggested that the council send the Humane Society a letter if the Council passes a resolution or ordinance raising the fee, comending the service that they have given the City these past months. Mayor Severance stated that a motion will be intertained Monday night to increase the monthly payment of the Humane Society from $100.00 to $150.00. Mayor SEverance stated that we got a letter from Mr. Huskey, regarding j.unior lien water & sewer revenue certificates. He stated that this is not the real important factor in determining the interest rate, the importanit fXEaaBX factor is the ratio of net revenueto present and propose debt service requirement. Mayro Severance explained that this is interest on bond issu~, obtaining selling bonds to increase the water & sewer departmentexpansion, the cost and so forth. Mayor Severance explained that the new rates went into effect July 1, 1974. Mayor Severance read 2 letters from Mr. Hap Cameron stateing that he is ready and able to develope the mobile home park located in the City of Edgewater. He requested the Council to reyeview the answer in which they provided him regarding the water & sewer allocations. The second letter stat.. concerned the water & sewer allocations, from the engineers. They stated that since the park will not reach altimate capacity for approximately 2 years, it is requested that Mr. Cameron be given a commitment to connect his Mobile Home Community to the City of Edgewater's water & sewer system. Mayos Severance stated that he thinks that Mr. Cameron understands the sitaation that the City is Ki in as far as readhing a capacity is our water & sewer department. He then gave the floor to Mr. Hap Cameron to explain in detail what his plans are. Mr. Cameron then presented himself to the Council and explained his situation. Mayor Severance stated that the Council would like to hols off any rereview.f for that 2 weeks and see how things turn out in Gainesville. Then from that point if the loan goes through there will be no problem. This will be held until the next Workhsop meeting and will be on ~. the agenda Monday night to acknowledge it, Mayro Severance stated that as a matter of information, November the 16th, Edgewater, Florida's second annual Folk Art Festival in the Community Center sponceor~ by the Friends of the Edgewater Library. Mayor Severance read a letter from the American Legion regarding Bingo Games, Tu~sday nights, use of the Comminuty Center. Mayor Severance stated that they are concerned with the fact that Tuesday night's the Community Center is being used on 8ccasion by the City Council for Public Hearings and Special Council Meetings. He stated that once we get a City Manager we won't have to have all of these meetings. He stated that he hoped that this year outside of election, that we will possibl, even hault the Tuesday night meetings of the City Council, but he could not guarentee tnat they would be, because there are times when we have to call Special Emergency Meetings. The Council discussed this matter in full. Mayor Severance read a letter form the Board of Governors of the Community Center, regarding the Community Center, and the American Legion, Bingo Games, Tuesday night. The requested a meeting with the Mayor & Councilmen on the Community Center situation. Mayor Severance stated that we should set up a time when we can meet briefly to discuss this problem. Mayor Severance stated that he would like to discuss the City Barn with the Council. Councilman Bevel stated that you can go to any of the larger companies that produce these steel buildings and they have on their staff people of engineering and architect who can draw the plans, and bid the job. Councilman Lodico passed out a set of blue-prints for the City Barn, and explained to the other Council members what they would like for the City Barn. Mayor Severance stated that the Council will get to gether Saturday and go to the City Barn and look at the old building to see if it will be uaable. Councilamn Clinton stated that Mr. Bowser from Marrimac Street, has a house that he had moved in t..%. to the City of Edgewater, from Lake County. Coucnilman Clinton then gave the floor to Mr. Boweer to expalin his situation. Mayro Severance stated that according to the Building Code the bracing is not what it is suppose to be on this modualr home. -4- , ~ ~ ~ The fact that they were not constructed according to code. Ctiy Attorney Weaver stated that Mr. Bowser has been in his office a couple of times. This particualr home is older than the state law requires these things to be certified at the factory level. There is only one phase of the Code that he doesn't comply with. Mayor Severance stated that the Council should request Mr. Knock the Building Inspector to send us a letter in regards to this particualr problem that this gentleman has and explain to us whether or not in fact he must remove the panneling from 4 cornors to comply with the Code. Mayor Severance also ~uggested that Mr. Bowser write a letter to the Ctiy Clerk, addressed to the Board of Adjustments, requesting that he be allowed to present himself before them, zKttkat the earliest possible date. Mayor Severance then gave the floor to Mr. Orhwa11 conceriing the sewer tank at Silver Ridge. Mayor Severance stated that he can go ahead and dismantel it, as Mr. Weaver has povved that it is the City's property. He stated that Monday night that a motion will be made to sell the package treatment plant sewer waste, salvage item. Mayor Severance stated that City Attorney Weaver would like to hold a meeting with the Council to discuss the items that the council has given him to research that he would like to report on all at once. There will also be an Ordinance, annexing the Hamel property for Monday nights meeting. The Council then discussed the filling of swimming pools. Mayor Severance instructed the Water Superintendent, Allan Thomas to order another meter to check water going into the pool, due to the fact that it soes not go through the sewer. A section will have to be added to the water & sewer ordinance excluding and setting the conditions for the filling of swimming pools. This will be a one time fill up. Councilman Clinton asked if they were going to promote a seargent into the Police Department. Mayor Severance answered that no, it might create a ruffeling of feathers when the selection is made of one of the two that is makeing the same salary as seargent. Councilman Bevel suggested that the City adopt a dress code so that the men will have to wear a decent pair of pants and a shirt. Mayor Severance said that the appropriate thing to do is to route this through the Merit Board and have them corne up with a dress code for City employees. Councilamn Bevel stated thatthe lightes at the ball park are not fixed yet. Mayor Severance stated that he talked with Mr. Broddle 6 weeks ago and he assured him that the light would be fixed. He then stated that it will be a cold day before the City does any thing to pay Florida Power & Light until he does what he promises. Mayor Severance stated that he has contacted an individual about the lights and he will have them fixed by the weeken~ and he will then send the City a bill. Mayor Severance stated that on the Board of Zoning & Planning Board of Adjustments, we have I members appointed. Mrs. Murphy, Mrs. Woodard, and Mr. Denton, Mrs. Nichols. A resolution will be prepared for this for Monday night. The Council discussed the garbage & trash at Winn Dixie and the pay- ment for it. Mayor Severance suggested that a motion and a second Mond~y night that the City will set the fee at $100.00 a week for pick up. -5- , ..... ~ Mayor Severance stated that the first reading on the garbage rates will also be Monday night. ~fk~or Severance announced that the Public Hearing that was sebhduled for Monday at 6:30 P.~. is cancelled. This will be rescheduled the 3rd of September prior to that meeting, at 7:P.M. Mayor Seve.ance announced that there will be a meeting with Oak Hill Wednesday at 7:00 P.M. the 21st of August to discuss the land fill. in Oak Hill and the rates and so forth.
