08-17-1974 - Workshop ....... """"" ."... SPECIAL MEETING - MR. WINDHAM MEETING HELD AUGUST 17, 1974 Mayor Severance explained that the reason for this Special Meeting was to interview Mr. Windham for the position of City Manager of the City of Edgewater. He stated that each Councilman will have a chance to ask him questions, and Mr. Windham will have a chance to ask the Council questions also. Councilman Sikes asked why he would be interested in corning to a smaller City when he has been working with larger cities. Mr. Windham explained that his experience is not really in larger cities. He did all of these things in Alma, Georgia which is about $42,000 people. He has been in the Georgia area since 1957. He is originally from North Carolina. Councilman Lodico asked about the wages, and how they will effect him. Mr. Windham stated that his present salary is $19,857 a year. He said that he is aware of what Edgewater is initially projecting this position to be salaried at, and he would perfer to put off or defer discussion of salaries until after we have had an interview. He stated that he could not work for $12,000. Councilman Clinton asked if he worked with the Police Department. Mr. Windahm stated that no he did not. Mayor Severance stated that he felt that Mr. Windhams main duty was working with the Commission in regards to the Model Cities. He wasn't in direct contact with any municipalit' as we are talking of. Mayor Severance stated that half of the items and half of the time that we spend in our workshop agenda meetings and our regullr meetings is with items that are very important and have to be taken care of but fall under the category of day to day business that the City Man~8er could take care of. Mr. Windham stated that he did not feel that the Council has the time to mount the effort,but he does feel that they would have the time to participate if such carne about, direct involvement with the Citizen groups of the community. He stated that there whould be an appeals mechanism. Mr. Windham asked if the State has any grant programs for land fill assistance. Mayro Severance stated that Mr. Me Mahanony stated that there was Federal and State level assistance and monies available for pollution control purposes. Mayor Severance explained the land fill situation, Mr. Windham stated that with the City of Edgewater going. into a City Management type operation for the first time, he stated that any City going.. into this should give a good bit of thought to who they are going to hire and what sort of experience and backg~ound he hast There are going to be a copple of problems that are going to crop up with putting a City Manager in. He stated that he is a strong beleiver in balanced budgets and if after you have interviewed a few people and would like to make me an offer he stated that he would certainl~ appreciate it. Mayor Severance stated that the Council will be making their decision this Monday evening, and would let him know. This meeting was adjourned.
