City Manaqer Bryant answered yes it should. Councilman Dietz asked about the Huqhes Supply bill. He stated that it shouldn't come out of Renewal and replacement eitner. City Manager Bryant answered that the iteMs ~ouoht certainly were replacement items. ..,. """" Councilman Sikes questioned Dan's Boat House bill. rity ~ana~er Bryant explained that life preservers were bounht for the Sewer Dept. Councilman Sikes questioned the Pepsi Cola bill. City ~ana~er Bryant explained that he is tryinq to net a soft drink machine set up at the qaraqe. Councilman Cairnie asked what the Burns Janitor Service bill consist of. City Manager Bryant explained that this w~s the purchase of a towel dispenser and paper towels. Councilman Lodico stated that his questions have already been asked. At this time Mayor Severance asked for a discussion of the impact fees for the water and sewer. City Attorney Weaver spoke to the Council about the seminar he 10 min.went to on the State Impact Fee l.eqislation which has been adopted. Rick Fernandez from Briley. Wild & Associates made a statement at this time also. There was much discussion with the Council about this. There was also discussion about cuttinq off the water when people leave for a few months. Mr. Weaver stated that what he is really 15 min.interested in is a report from the engineers so that it would be clear that the City is charqing a reasonable impact fee for these days and times. Mayor Severance stated that he sllqpests that the engineers whemet with the auditors and came up with all the figures in the Ordinance ~O min.should write a seperate letter with documented information attached from the engineers stating that they have studied this and that the impact fees are in order. There was discussion about Mr. Cameron beinq allowed to hook up to the City's water. About when his initial request was made and under which Ordinance this falls under. Mr. Clark stated that it would appear that a deal was made and a contractual relationship was established and that at this point both parties are bound to consum ~e it in its entirety. Councilman Dietz questioned t1r. Clark as to whether this such deal was in violation of the City Charter. Mr. Weaver answered this that there were actually no deal made. just a motion made to give Mr. Cameron what he was entitled to under the Ordinance. which was one connectiog. 10 min.Councilman Cairnie stated that this was all based on the old Ordinance. The new Ordinance or the impact fee was not even considered at that time. therefore we are obligated to carryon with the Ordinance that was in effect at that time. Mayor Severance stated that Ordinance 878 does not specifically speak to mobile homes in regard to an impact fee therefore there will have to be amendments made for this to deal with mobile homes. -2- '-" ..., 15 min.Mr. Weaver stated that he would look into this. Councilman Dietz stated that he would like to have a report from the engineers pertaining to what this impact problem would do on the loan money. Mayor Severance asked Rick Fernandez if he would get this in writing to the City. At this time Mr. Hamel spoke to the Council about hooking up for 20 min.his trailer park also. City Manager Bryant read a letter from Mr. Hamel to the City, a check in the amount of $2.000.00 was enclosed with this letter. Mayor Severance at this time stated that the City of Edqewater has not had a proper impact fee assigned to it and this Council is attempting to come up with an impact fee so that the existi"o ~5 min.residents don't have to foot the bill as they have in the past. Mr. Robert Christy asked a few questions about this. There was much discussion about Mr. Hamel's connection with the rape 2 City's water. ; i de B i min. Mayor Severance asked Mr. Weaver to take care of this in his opinion. Mr. Gairthwaite spoke against securing this loan. if we are noin9 to loose all this Money on these two new trailer parks riqht now. Mr. Armstron~ spoke on the impact fee. 10 min. - 15 min. At this time there was much discussion about stopping a cut off when residents leave the city for a month or so. Mayor Severance stated that the next matter of business is dis- cussion about the board members. New members for discussion and vote will take place on the 16th of December. Mayor Severance read a letter from the Sec. of H*althin reoard to the bad water report on the City of Edgewater, in ~Ihich it ~5 min.was stated that the report was accurate. but the radio and tele- vision omitted the dates involved. This letter will be read at the next Council Meeting so that the news media can oet the in- formation. ape 3 Councilman Cairnie suggested that the monthly reports from the ;ide A State Board of Health should be read to the public. The Council looked over the Franchise Anreement and it was rlecided to bring this up at the next workshop after the Council has had time to read it. min. t4ayor Severance spoke to the Council about the R1lildinq Code Board. Councilman Dietz suggeste~ that this be taken care after the first of the year. Mayor Severance read a letter from the Buildino Code Roard requestino 10 min. that the Council adopt 1969 Gas Code for the City of Edqewater. The Council a~reed that they should take a look at the code before they adopt it. -3- "WI' ..." Mayor Severance read a letter from Mr. Weaver pert~inin~ to the Attorney's fee on the F.H.A. loan. Councilman Dietz asked Mr. Weaver if he could oet the actual cost 15 min.of the plant. excluding all the administrative"costs. etc. There was some discussion about this. Mr. Weaver stated that he would get with the engineer and get this information for the Council. Mr. Armstrong spoke to the Council on this. and there was more 25 Min.di~cussion. City Manager Bryant spoke on his experience with loans of this type. Mr. Armstron0 spoke again. and there was more discussion about Tape 3 the F.H.A. loan. Side B 5 min. City Manaqer Bryant read a vacation recommendation from the r1erit Board. Mayor Severance explained what the current vacation schedule is. The Council went through the schedule making changes as they went 15 min.along. There was Much discussion as to what is fair for the employees. There was discussion as to whether this schedule will he retro- active to their anniversary dates or hire date. etc. 25 min. fape 3 Chief Katez questioned whether this new schedule includes thp. Side A Police Department. Mayor Severance SUQ0ested that the Police ) min. Department be included in this Ordinance. City Manager Bryant read recommendations for employee advancements. from the Merit Board. The recommendations from Joe Martin~ are as follows: Mr. Cocoran laborer 1. Step B. to laborer 2. Step R Mr. Harvey Laborer 1. Step A to Equipment Operator 1. Step A. The recommendation from the City Clerk and City Manager was: Elizabeth Crouser from Clerk 2. Step C from Clerk 2. Step n. \0 min.This is to be placed on the aoenda for the Council MeetinQ. Mr. Lodico asked the question about what power the City r~anaQer has. There was discussion among the Council about this. Mayor Severance explained that the Ordinance setting out the City Manager's duties and powers is very general and probably will \5 min.have amendments. There was discussion as to whether the City Manaqer should be hired under a contract basis. City Manager Bryant spoke to the Council about this from his point of view. W mi n. Mayor Severance stated that there is second reading coming up on an Ordinance in regard to dismissinq department heads. Councilman Sikes questioned Mr. Bryant as to his feelings in regard to 4 out of 5 votes to dismiss a department head being fair to the employee. Councilman Dietz questioned Mr. Weaver as to whether this type ~5 min.of Ordinance is le~al. -4- ,..,., ..."", Tape 4 Councilman Dietz stated that he feels that only under the Home Rule Side B can this part of the Charter be changed. except by referendum. o min. Mayor Severance asked Mr. Weaver to have an opinion ready prior to voting on this at the Council Meeting. City- Mana~er Bryant told the Council that in regard to the steel buildings he and Mr. Lodico were asked to look into. he talked to two manufacturers in the area. He stated that he got some ballpark figures to work with. These were passed out for the Council to look at while Mr. Bryant talked on it. There was much discussion about the different buildings which could be built. Mr. Bryant stated that he has been in contact with the Insurange 15 min.Agent in regard to an open or closed building. He read a letter from Mr. J.E. Tumblin in answer to the insurance rates for these buildings. 20 min.Mayor Severance stated that he would like to have the final dis- cussion on this at the next workshop meeting. City Manager Bryant explained the CETA II pro~ram to the Council. One employee has been hired at the Sewer plant under this prooram. Mr. Weaver made the announcement that as of January 2 he will be located at 302 Canal Street. New Smyrna Reach. Councilman Cairnie made the statement that a few people have com- ~5 min.plained to him about the Fire Department in reoard to the fires on the beachside. Mr. Bryant spoke on this in regard to the Forrestry Division.
