Mayor Severance stated that he would like to appoint Mr. Robert
Garthwaite to the Merit Board to fill Mrs. Cory's place. There
were no suggestions by the Council to fill for Mr. Kirby's seat.
A gentleman questioned the water and sewer rates as to the sewer
being 100% of the water. The Council discussed with this man
this matter.
Councilman Dietz stated that he did not like this whole ordinance
and thinks that the whole thing should be done over. It has
caused a lot of unhappiness.
Mayor Severance stated that the City Garage is the next item of
discussion. He stated that there were two separate plans delivered
to us by Mr. Lodico and Mr. Bryant in regards to information that
we have requested that they obtain for us on the altering of the
existing plans to the garage. Plan A-I was for a 60 x 125 ft.
building, 16 ft. high. Total cost of $38,850. Plan B-1 for a
60 x 120 ft. building for $38,224. The Mayor and Council discussed
more plans
Councilman Cairnie stated that he felt that the City does not need
this building so badly at this time when prices are so high.
Councilman Dietz stated that he felt that this is the greatest
rip-off that has happened to the tax payers of the City of Edgewater,
and that it is very foolish. We are worring about having water
and sewer and we are going to foolishly buildia building. We need
water and sewer to survive. He agreed with Mr. Cairnie that we
should wait a while.'
Mayor Severance stated that we can take it according to our auditors
on an assistance type operation, under an emergency condition.
Councilman Lodico stated that for the past 6 or 7 years all we have
been talking about is a garage. He stated that he has checked
over this money, the way that Mr. Dietz wants it built. Councilman
Dietz and Councilman Lodico discussed this matter.
Mayor Severance stated that he would like to express his opInIon
and that the Council was getting a little away from the issue.
He stated that the City of Edgewater has quite a bit of money
tied up in equipment, a large reason for the deploriable state
that the equipment is in, is because the equipment is left out
in the open and neglected maintenance wise. He thinks that we
need a facility to house all 6f the equipment and keep it out of
the weather. This would save the tax payers a lot of money.
Councilman Sikes stated that this seems like a lot of money, but
talking about the same type of building a year or two from now
you are taIling about even more money.
Councilman Lodico stated that in the bills there are always bills
for the Police Department that we could do away with by dmfng the
work in our own garage and save thousands of dollars.
Mayor Severance stated that this item will be on the agenda Monday
night for a vote for final action to be taken. There has been
$40,000 plus,that is available for this project.
Councilman Dietz asked a reporter to please put in the paper to the
people that if they are against this new garage for them to get in
here and do some talking.

Mayor Severance turned the floor over to the City Manager Dale
Bryant.
Mr. Bryant stated that the first item that he would like to talk
about would be the garbage franchize that was taken up at the last
regular meeting. He stated that this will be ready for consideration
Monday night.
Mr. Bryant stated that ia a situation like this you would want a
pretty healthy performance bond, so in case he didn't perform
you would have something to fall back on. It doesn't take long
to be covered up with garbage.
Mayor Severance stated that the reading of the agreement would be
on the agenda for Monady night.
Mr. Bryant stated that Monday night bids will be returned on the
Garbage Truck and the City's insurance. He also stated that he
had a call from Florida Power & Light in connection with the
Christmas lights. They need some authorization as to whether the
lights should be turned on and if so how many of them.
Mayor Severance stated that last year the lights were all turned
on but the hours of burniijg were shortened. He suggested that the
same be done this year. Turning them on at the 20th of December
and off January 2nd.
Mr. Bryant then discussed the roller that the City would like to
trade for a bulldozer. He stated that they have used this bulldozer
a little over a week, trying it out. It is a used piece of
equipment a 1972 model. It has more capability in some areas then
we need. He stated that he has negotiated with the people that awn
the dozer to trade the roller for it.
Mayor Severance stated this dozer will be on the agenda for Monday
night.
City Manager Bryant then discussed some federal insurance, he
suggested that this be on the agenda for Monday night. Mayor
Severance stated that this will be placed on the agenda as an
emergency item.
City Manager Bryant stated that in the past the employees have
received Christmas bonuses, he stated that he was simply bringing
it up for the Council's consideration. The Council discussed this
in full. They decided that the employees would have the day before
Christmas and Christmas day off. Mayor Severance stated that this
would also be on the agenda.
City Manager Bryant suggested that the authorization to agvertise
for the taking of bids for our old fire chiefs car be given. This
will also be on the agenda.
Mr. Bryant stated that he received a letter from Mrs. Baker concerning
the parking of a semi-truck in a residential area. He then read the
Board of Adjustments reaction to this letter, they then referred it
back to the Council.
Mayor Severance stated that she has requested a varience for her
property to allow her husband to aprk this vehicle there. The
varience would then go through the board of adjustments.
Councilman Dietz stated that this woman has an attorney, and personally
feels that if the neighbors don't care about the truck being parked
there that there should be no objections.

Mayor Severance stated that Mrs. Baker could get a petition of all
of here neighbors in the area that this tnuck did not bother
them and that they had no objections.
Mayor Severance stated that if there is everyanything else that
comes up of this same nature, if there is anyone objection
he stated that he would have to go against it.
City Manager Bryant stated that he had a recommendation from the Merit
Board to recommend raises for three patrolman and one dispatcher.
The patrolman in question are Steve Kelly, Larry Westfall, and Bob
Jones, and the dispatcher is Sandi Davis. These recommendations
will be put on the agenda for Monday night. The Council discussed
this matter 'in full.
City Manager stated that an application for a business occupational,
professional license concerning the renting of the apartments on
Hardin Place. This place was built as condominiums to be sold
seperately, individual residential units.
Mayor Severance stated that the Council will take a vote Monday
night and then he will sign this occupational license at that
time as to the Council's desire. The Council discussed this
license in full.
Mr. Bryant stated that he had a petition sent to the Mayor and the
council requesting Hardin Place Rd. to extend east to Indian River,
If this can not be done at this time they requested the City of
Edgewater to remove the weeds and the under brush so that the
river can be seen, and provide a pathway so that they can walk to
the river.
Councilman Dietz suggested that this be put on the agenda and have
a vote on it. Action will be taken on this matter Monday night.
Mr. Bryant then asked for approval for the City Clerk and himself
to attend a two day seminar in Orlando concerning the new guide
lines for the fair labor standards act.
Councilman Cairnie stated that due to the werk that this City has
been in, he suggested that the City Manager and the City Clerk
stay home through the month of January, with all of the things that
they have lines up.
Mayor Severance stated that he personally would rather that the
City Clerk and the City Manager stay here and use the money for
this for something more important.
The Council then discussed seminars.
The Council discussed the new bank with the public. He stated that
he hopes to have someone fromrthe zoning and planning board here
at the Public Hearing to answer any questions that the Council might
have. They discussed further the vacating of the streets.
The council discussed the new bank fn full throughout the whole
side of Tape 4 side A.
Mayor Severance stated that Monday night at 7:00 P.M. is when the
Public Hearing on this bank will be held. and the Council will
discuss this in depth then.
The Shuffle Board Club would like to add on to their existing building.
The concrete block was donated free. They have also requested an
additional two shuffle board courts. The estimated total cost of
the additionand the two courts would be $1,500.00. Mayor Severance
stated that we have money in the park and recreation that is adequate

to cover this. Any expenses over that,shuffle board club will
pay it. He then gave the City Manager the okay to get with Mr
Schell and go ahead and make plasn for the improvements in
that area.
City Attorney Weaver stated that the budget this year has an
extra hundred dollars per month for retainer for the City Attorney
based on the number of hours put in. This retainer of $100.00
started 8 years ago. He asked that since the Council has already
okayed this increase that he start collecting it. Mayor Severance
stated that since there are no objections on this that it will be
on the agenda for Monday night.
Mr. Schell stated that on behalf of all of the members of the
Edgewater Shuffle Board Club he would like to thank the Mayor
and the Council for okaying this new addition and courts.
