Councilman Dietz questioned the bill for Oasis Car Wash $14.00
which was for washing Police Cars for one month.
15 Min. The Council discussed the bills & accounts in full.
Mayor Severance stated that there was some discussion at the
Special Meeting in regards to Mobile Horne Permits. He stated
that we did however take action on an ordinance for the first
reading on this. He then turned the floor over to Mr. Knock,
the County Building Inspector for questioning from the Council.
Mr. Knock stated that the prices that he will quote will be the
County prices. This pertaines to Parks and any land. It is called
a Mobile Horne Permit with a tie-down and foundation inspection.
The tie-down is a State<requirement. This means the length of the
home up to 40 foot it would be three (3) tie-downs over the roof.
Tkis is primarily the tie down inspection, to make sure that it
is tied down and blocked up properly.
Mr. Knock stated that from the factory the trailers corne with just
the stup out. Most trailers have two bathrooms so the plumber
connects these two bathrooms together with the correct fittings
over to the sewerage whether it is septic tank or public sewer.
This is a $10.00 fee. Then there is an electrical fee. He stated
that they do inspect where this cord in pluggediin and how the
pedistol is set up. Florida Power & Light hooks only 100 amps,
which must be inspected up to that point. The trailer park in
question tonight is going to be all 200 amp service. This will
be direct wire, no plug ins.
25 Min. Councilman Sikes stated that most of the Mobile Homes corne with
the Florida Seal to certify that it meets certain requirements.
He questioned the electrical connection to these trailers.

Councilman Dietz suggested that the man that builds the park pays
for the building of the park, setting the sewer lines and everything,
then when a man comes in and set his Mobile Horne there, he has
to make application to the City for a permit. Then they caarge on
the rate of 50~ a foot. This gives them a complete inspection.
They have already made the electrical inspection, the plumbing
inspection has been done, the sewers are there, you know the
proper size of wire and the tiedowns are built into the homes,
so it is a very simple thing, then the mobile home owner pays
for this final inspection. All the inspector has to do in look
at the plumbing and the electrical connection.
Mayor Severance stated that what we are talking about is a fee,
for the inspection for a Mobile Homm Park. The fee for the inspection
of a Mobile Horne Park and the initial mobile home resident that
hooks up to that new service, that this fee will be a,lone time
fee inthat regard. This money will be for the inspection of the
new park and the first mobile home that goes in there.
Mayor Severance asked Mr. Knock what the County's fees for inspecting
a Mobile Horne Park.
Mr. Knock explained that the way that they figure it is that we take
$5.00 for the first Mobile HOrne pad and then $2.50 for each one after.
This is for electrical and we do the same thing for plumbing.
20 Min. Mayor Severance staed that he would like to close the discussion
on the Mobile Horne Park unles any member of the Council has any additions
and instruct the Attorney to draw up an ordinance adopting the County's
fees for Mobile Horne Park.

Councilman Dietz stated that all that we have so far is a section
of utilities, but in these parks we have space that is to be allowed.
He questioned if this should also be in the ordinance.
Mayor Severance stated that he would like to move onto the fees for
the Mobile Horne Inspection. He stated that he felt that we should
set a permenant fee for all mobile homes.
Councilman Dietz suggested that this be made into two ordinances.
We will have to instruct the power company that any time that there
is a disconnect they will have to notify the City, and have a boot
put in.
City Attorney WEaver stated that a penalty clause should also be
put in this ordinance.

10 Min. Mayor Severance stated that he felt that taking Councilman Sikes
suggettion of taking this $48.00 and splitting everything in half
and corning up with $24.00 for a mobile home inspection would be
adequate. A mobile home inspectmon would consist of a tie-down,
electrical, plumbing and mechanical, without breaking them down.
The first reading of this ordinance will be Thursday night at
the regular Coucnil meeting.
The Council then discBssed the Ceta 2 and Ceta 6 Program.
Ctiy Manager Bryant stated that under the Ceta 2 Program city will
need in the neighborhood of $21,000 for labor of specific positions.
The City has already hired a sewer plant operator, a Police man,
and an automobile mechanic. This will fill all of the slots available
under the Ceta 2. The Federal Government will pay the salaries of
these individuals plus it will cover 5% of administrative costs.
All we have to do is put in a monthly bill for the salaries paid
in this program.
City Attorney Weaver stated that the Volusia County Legistative Deligation
will be at the Volusia County Court House Annexa and wanted x to
know if Edgewater had anything to bring up at this meeting.
20 Min. City Manager Bryant stated that he has been in contact with Briley,
wild and Assoc, our ~ngineers concerning the Block Grant Program
that was presented to the Coucnil.
Coucnilman Cairnie stated that the printers that printed our code
book had an overuun on the copies for our book. They have offered
them to us for $100.00. There are 12 complete sets. The Council
stated that if the City Manager feel that there is a need for these
copies then it will be up to him to obtain them, and the Council
will be of no objection to this.'
Councilman Cairnie asked the City Clerk if she received a letter
from the Library Board on shelving, which will be brought up in
communications.
Coucnilman Lodico asked whent the Florida Power & Light will be
replacing the street lights in the City.
25 MIn. Councilman Lodico question~d if a Vice Mayor can call a Special Meeting.
Councilman Cairnie stated that he would sa, that the Vice Mayor can
call a meeting if the Mayor is out of town.
City Attorney Weaver stated that he might write the Attorney
General and empose this question, sending him a copy of outr
Charter or particular relivant section where it says that three
members of the Coucnil may meet.

The Council discussed this subject on the calling of a Special
Meeting in full.

Mayor Severance instructed the City Attorney to research the
changing of the Charter under the Home Rule and give us a definate
answer on this by the next meeting. Mayor Severance stated that we
should wait for a two week period for a reply on this and if no
reply is received by then we should take action.
Councilman Sikes suggested that a crossover be put on the highway
at Rhode Island and Edgewater Drive. The Fire Department is located
there now and there are many homes in the Edgewater Drive area.
Mayor Severance instructed Mr. Bryant to make a not of this and
check with the State.
Councilman Dietz stated that on 30th Street there are no cross
bars at the railroad track. He suggested that the Council go on
record of writing directly to the County and request them to have
some signals put up there.
Councilman Lodico stated that there was a propane gas truck parked
on Neptune Drive.
Mayor Severance stated that this truck in parked on Mr. Browns
property and is SO feet from any structure which in in accordance
with the National Fire Prevention Code, and that there is nothing
that we can do about this.
Mayor Severance instructed the City Attorney to check with Holly
Hill on this and report back to the Council.
10 Min. Councilman Cairnie stated that he has had some complaints about
the lights on the Tennis Courts on Riverside Drive, shining in
pe~ples eyes while driving by.
City Manager Bryant stated that he has checked into this and stated that
it did not impare his vision, that in fact it helped him see.
Mayor Severance stated that there was one light that he would like
to have checked, and that is the light at the north end of the
north hand ball court.
City Manager Bryant stated that he would like to know what the
Council's pleasure is on the Building Code Review.
Councilman Dietz stated that first he would like to say that the
bulldozer is working fine. He stated that he would like to instruct
the City Manager' to get in touch with Mr. Troup to see if he has
a part that this will fit mounting on the fork, so that we can leave
the bulldozer there.
Mayor Severance stated that Mr. Bryant has gotten a machine here
that we can flash these pages of the Building Code up on the
screen for people to read, and question.
Mayor Severance stated that it was mentioned by the Council that
we wanted to notify contractors and so forth that might be interested
to attend Workshop sessions when we will be discussing the ordinances.
Councilman Dietz stated that we should just have one Special Meeting
and do two of them at a time instead of having so many workshops.
15 MIn. Mayor Severance stated that if we do it this way that at 10:30 lights
are going out, that we will do as much as we can until 10;30 P.M.

If the Council agrees on this then we will set up a series of
special meetings and advertise them in the paper for one a week.
Councilman Cairniesuggested that it be worked so that the
electricians in the area can read the electrical code and make
suggestions.
Mayor Severance stated that he would like to set up a Special
Meeting.

Councilman Sikes suggested that we make copies for the contractors
and send them copies and ask them to make comments and return them
to us.

Mayor Severance suggested that/copies be made and sent to these
businesses and request a reply by the second workshop in February
which is the 24th, then we will take appropriate action the.
Councilman Dietz stated that we should send these outside of the
area and not to the ones that were on this board.

Mayor Severance then turned the floor over to~the City Clerk for
Communitations.
The City Clerk suggewted that the City Attorney draw up a resolution
on the postage that the Cmuncil voted on.
The City Clerk stated that the Police Chief would like one wora
changed in the junk automobile ordinance. Police Chief Katez
explained what he wanted. .
The City Clerk stated that there is a possibility that a gentleman
will be corning to the meeting on Thursday evening with a check for
fue City. He would like to be placed on the agenda so that his
organization can have a little publicity out of it. It is from the
Chamber of Commerce and it will be for the amount of $1,000.00 for
the fence on the recreation complex.
Min. The City Clerk then read a letter from the Edgewater Public School
P.T.A. concerning the possibility of bicycle paths along Ridgewood
Ave, from Ocean Ave. south to Indian River Blvd.
Mayor Severance stated that he thought at the time that it would
be a good idea to have this letter submitted and we can give it
to Mr. Bryant so that he might be able to use this inhis Ceta 6
program.
Mayor Severance stated that this will be on the agenda for Thursday
night.
The City Clerk read a letter from the Building Code Committee
requesting a written statis report on the building codes.
The City Clerk read a letter from the Building Code Committee
requesting the Council to make the codes into booklet form.
Mayor Severance stated that hopefully final action will be taken
place on the 27th of February, pending any suggestions that might
corne up. Both letters were tabled until this time.
10 Min. The City Clerk read a letter from the Edgewater Library Board requesting
stack shelves.
Councilman Cairnie stated that the Library does need some shelves.
Mayor Severance stated that he would like to take action Thursday
night to direct the City Manager to do what ever the Coucnil decides.

The City Clerk read a letter from Kenneth Janice who &wns the
Yelka Terrace Court, protesting the increasing the garbage pick-up
fee, from $5.50 and month to $16.00 with no increase. He then
asked the following questions: 1) Can we take out garbage to a
desposal out selves. 2)Can we procure other garbage service.
3) When is the next Coucnil meeting that he may attend.
15 Min. The Council discussed this matter in full.

Mayor Severance instructed the City Clerk to check the current
charges are per unit per can for the garbage rates, then action
will be taken on this Thursday night.
The City Clerk read a letter from the City Judge, Judson Woods,
requesting an increase in salary to $400.00 per month.
Mayor Severance stated that it was a justified request and that
it should be placed on the agenda. Councilman Dietz agreed with
him.
The City Clerk read a letter from Mr. & Mrs. Kemp requesting their
impact fee back. The City Clerk explained to the Council m that on
204 Flagler Avenue 9~ years ago when the water was put in, there was
a meter installed at a vacant lot. This meter was never connected
to anything, our crew found the meter, and Mrs. Kemp had paid all
of the fees to connect a home to the water and sewer system along
with the impact fee. When she found out that there was a meter
already there she requested her impact fee back. The City Clerk
stated that she told here that she could not give the money back
to her, because when the meter was installed the only thing that
was paid was a $10.00 meter deposit which was refunded when the
people moved out. This bill went on from 1964 up through 1966
there is a note that this was closed by the Council because the
people were unable to pay, we wrote off $174.25. She told her
that what ever the Council's decision was, that was what we would
abide by.
Mayor Severance explained that the house was built but was never
completed. The meter was put in when they run the water lines.
City Manager Bryant stated thatthis meter has never been used and
still belonged to the City and had never been paid for. This
couple as far as he can tell is a new comer; a new customer to the
system.
10 Min. Councilman Cairnie questioned the fact that ourordinance stated
that the impact fee will be paid when the building permit is taken
out for a new building.
Councilman Sikes suggested that they payoff what was accumilated
before in 1964 plus 6% interest.
Mayor Severance stated that this will be settled Thursday night.
Councilman Sikes questioned if this matter had to be brought up
again or could we just instruct the City Attorney and the City
Manager to look into this.
The City Clerk read a letter tonceriing Mr. Hamel's Mobile Home
Park. A check was inclosed for $2,000.00 for water lines being
run to his property.
City Attorney Weaver stated that this property has not been rezoned
at the peesent time, and that he has a notation for an ordinance
to rezone this property.

15 Min. Mayor Severance stated that he is going to request Mr. Weaver to
give us the legal guidence on this matter Thursday night.
20 Min. Coucnilman Dietz stated that he did not like the idea of Hamel
having to pay and Cameron not. He suggested that we take this
to court and let a Jury decide. We need an opinion from the
Jury whether this July 1st ordinance that was passed incorporates
Mr. Camerons property. He stated that it will cost the City
$2,000.00 if we don't do it.
25 Min.
Councilman Sikes stated that we have got to go all the way
back to the Zoning & Planning Board when they first presented
this to us, indicating to go ahead. He applied under the old
ordinance and our attorney said that we could not do it, to den,~
him this permit.
City Attorney Weaver stated that the letter from the engineer was
apparently according to the engineer misinterpreted by the Council.
It was read that night that we did have it passed.
City Attorney suggested that he get all of the communications and
minutes together in a package, and get all of the facts that he
can find in the public records, then present this to him even if
we have to call a special meeting, discuss this and then decide
what should be done.
