Ta pe 1 Side B o min. 5 min. ape 2 ;ide A I mi n. 5 min. 10 min. 15 min. y ...... ....", WORKSHOP MEETING REGULAR MEETING HELD JANUARY 6, 1975 Mayor Severance called the Workshop Meeting to order. The City Clerk read the bills and accounts. Councilman Dietz questioned the Briley, Wild bill for General Government. The City Clerk explained that that is work done on the Sanitary Landfill. Councilman Dietz questioned the Kirby bill. The City Clerk explained that this was for the meal for the men giving the instructions in safety and first aid. Councilman Sikes asked about the Copeland Bros. bill. The City Clerk read the invoice to him explaining the bill. Councilman Sikes asked several other questions about the bills. There is to be a correction on the IBM bill. This should be in the amount of $16.29. The City Clerk explained that the bill from Ward LaFrance Truck Co. is for work done on the old Fire Truck in March. At this time the floor was given to Rick Fernandez from Briley, Wild and he reported on the discussions with the County Council in regard to the FHA loan application. The sewer treatment plant is planned to serve 1.6 million instead of the original 1.5 million expansion. Gouncilman Dietz questioned the Board of Health's futureactions in regard to septic tanks in Edgewater and how this will effect the new plant now being planned. Mr. Fernandez explained his beliefs on this. Councilman Dietz questioned as to whether the City couldn't go out and made some needed repairs instead of spending all the mDney on these new plants, etc. Councilman Lodico stated that he didn't want to spend money needlessly, however this new plant, is also going to improve the City's water which has become necessary. Mayor Severance asked what the difference in money is since the plant ..wvice was dropped from 1.42 million to 1.0 million. Mr. Fernandez answered that he was not prepared to answer that at this time. There was discussion on this. among the Council. Mr. Armstrong made a few comments about a double meter system. Councilman Dietz questioned Mr. Fernandez about the garbage dump. Mr. Fernandez answered that his job was to report what he felt was economically feasible for the City of Edgewater as far as the landfill was concerned. There were questioBs about how a landfill area effects the City's water. Councilman B1~.z questioned whether some investigation can be made to see what kind of reparis can be made on the present sewer plant also. Tberewwas quite a bit of discussion about this among the Council and Rick Fernandez. Mayor Severance thanked Mr. Fernandez for coming and giving theCouncil his report. . , 18 min. 20 min. 25 min. Tape 3 Side A o min. .... ...., Mayor Severance at this time read a letter from Rick Fernandez in regard to Hamel Mobile Home Park's connection to the Edgewater Sewer System, stating that the Florida Department of Pollution Control will not grant approval for a connection of this type at this time. Mayor Severance described the contents of a second letter from Rick Fernandez: The figures in this letter all correspond with the figures in Ordinance No.878. The City's impact fee for water and sewer for new developments is under what the estimated cost is. At this time there was some discussion about this Ordinance and the amendments that there made in regards to defining a single family residence. Councilman Dietz questioned the Cameron Trailer Park connection with the City, and Mayor Severance explained in sequence how this developed. Mr. Armstrong spoke to the Council about the Cameron situation. Councilman Dietz stated that Mr. Cameron's check was given back to him because the engineer's statement was that they could not hook up. Mayor Severance explained that the letter from the engineer was interpreted wrong by the Council. Councilman Dietz stated that someone is not being hORest with the City and that someone is going to peofit tn'. this thing. They want to penalize these people, raise their rates, charge them when they are not here and yet you will turn around and give someone something for nothing, and it is not right. Councilman Lodico stated that we have an attorney and whatever we do must go by the law. A statement was made about Riverside Drive still not being paved. Mayor Severance stated that an Ordinance will be coming up at the regular meeting in regard to stopping the cut off fee. Discussion began about Trailer Park dwellers and their feelings in regard to this Ord4iance. Mayor Severance stated that when we adopted the new rate structure at that time prior to its adoption there was no cut off fee for mobile homes, only for single family residences. At this time it was felt at that time that mobile home dwellers should also be allowed a cut off fee. Since that time people have contacted people of the Council complaining that they (mobile home dwellers) when they went out of town and got back they somehow had been paying for water and sewer all the time. although they had requested a cut off and had beeeived credit for it. Councilman Dietz stated that if thie Ordinance goes through, all the rates in the City of Edgewater are going to go up. Mayor Severance stated that this Ordinance will come up at the regular meeting. Councilman Dietz questioned that there was not going to be a Public Hearing? Mayor Severance stated that he would ask the attorney for his opinion on this. -2- 5 min. 10 min. 15 min. 25 min. Tape 3 Side B o min. 5 min. 10 min. 15 min. . ~ ~ At this time Mr. Armstrong spoke on this situation. His stated that he realizes how hard it is to be fair to trailer parks be- cause they don't have meters. Councilman Sikes stated that he feels that noone objects to the cut offs, as long as the mobile home park residents were getting it as well. There are some of these residents that have been away for the whole summer and have not got credit for not being a user of the water and sewer. Mr. Armstrong stated that he knows that some park owners have raised their rates because the water rates, etc. went up. Mayor Severance stated that these park residents who are not getting credit for their cut offs is a matter between the resi- dents and the park owners on the other hand is it legal for the City to enter into a problem like this? Councilman Cairnie stated that originally everyone paid so much for the sewer per pad, and this continues and charge for the water and sewer as it goes through the meter. If they use less water they dont pay as much. Mr. Armstrong spoke to Mr. Cairnie about this. Councilman Dietz stated that he feels that it is ridiculous for anyone to pay for sewer for the water they use to water their grass. There was much discussion on this matter. Mayor Severance stated that the Chief of Police has requestid to go to the Chief of Police Mid-Winter Conference in Miami. This is for the Council members to be thinking about before the next meeting. The City Clerk reminded the members of the Public Hearing on the Hamel property Thursday. The Budget reports were passed out and all the City Clerk is going to read at the meeting is the total. Second reading of the Ordinance on Vacation schedule will come up, and second reading of the Ordinance establishing the Zoning Board and the Planning Board. The City Clerk explained the situation concerning Mrs. Baker's request to park her husband's semi truck on their residential property. This request went from the Council to the Zoning and Planning Board, from them to the Board of Adjustments, and back to the Council. Mrs. Baker has sent a second request which has been tabled until tonight. The City Attorney explained that there are no parking permits as such at this time, but something could be instituted . There was discussion at this time as to whether there have been any complaints by neighbors, etc. City Attorney suggested that the Recreational Vehicle Ordinance be amended to add semi trucks, etc, instead of the Zoning Ordinance. The City Clerk stated that she needs an appointment to the Merit Board, and the Board of Governors. Mr. Wiaver is going to find about the disc~osure law in regard to the Merit Board appointment. Mayor Severance stated that he plans to attend the first meeting of the Board of Governors and help explain their duties in regard to the new tennis courts, etc. -3- 20 min. 25 min. Tape I Side A o min. 5 min. 10 min. . ~ ...... ......, The City Clerk stated that bids are suppose to return on the crawler. Two rejections and one bid has been received so far. The City Clerk explained that $200.00 does not run the postage meter very long anymore. It is requested that a motion be made to raise this to $300.00. The City Clerk read a letter from Mr. and Mrs. James Murphy requesting that Riverside Drive be designated as a btc;c1e route. The City Clerk read a letter from the residents of Pyramid Trailer Park asking for advice for zoning requirements for their trailer park, especially setback restrictions. The park is being sold and the new owner wants to keep it as a trailer park. There was little discussion with the City Attorney about this. The City Clerk suggested that the council memhers look over the minutes and if there are any changes to be made please notify her before the meeting so that they can be made. The last matter for discussion is Atlantic Machine and Protro Mo1e1s business license is invalid. City Attorney Weaver was asked to 100kinto this and write the appropriate correspondence. Mayor Severance introduced Mr. Osborne, of Triangle Service, Inc. There was some discussion with the City Attorney about the worM "exclusive" being taken out of the agreement. Mayor Severance explained that this agreement is good for four (4) years. Mr. Weaver is to write an opinion in regard to this for the next meeting. Councilman Sikes stated that the City Clerk get on the other businesses who have not renewed their licenses. A list should be turned over tbethe police department and they are to handle the matter of checking them out. Meeting adjourned.
