WORKSHOP
REGULAR MEETING HELD
FEBRUARY 24, 1975

The Regular Session of the Workshop Meeting was called to order,
Monday, February 24, 1975, at 7:30 P.M. by Mayor David C. Severance.
BILLS & ACCOUNTS
The bills were read by City Manager Bryant. (see attached)
Councilman Lodico questioned the bill from Edgewater Electric.
City Manager Bryant explained that this was for connecting the
generator to the back of City Hall.
Councilman Lodico Questioned the bill from Vito Castellano.
City Manager Bryani explained that this was for some painting
that he did in the Community Center.
Councilman Cairnie questioned the bill from Briley, Wild & Assoc.
City Manager Bryant explained that this was for operation and
construction for the sewer plant, as per the contract that we have
with them.
Councilman Cairnie questioned the bill from the Bank of New
Smyrna Beach. .
Coucnilman Dietz questioned the bill from Briley, Wild & Assoc.
also, as to why the hourly rates for engineers are differant.
Mayor Severance stated that one was a specialist and one was a
consultant.

Councilman Cairnie questioned some electrical work done at the
sewer plant. City Manager Bryant stated that this bill is for
the changing of some relays at the water plant.
Councilman Sikes Questioned the bill from J. E. Tumblin.
The City Clerk explained that this was for the package plan
in our insurance.
Councilman Sikes questioned the W. S. Darley & Co. bill.
City Manager Bryant explained that this was for a valve that
the Fire Department purchased that now gives the fire truck
capability to fill and pump at the same time.
Councilman Sikes questioned the bill for Conrad Yelvington.
City Manager Bryant stated that this was for a special kind
of sand that is required for the drying beds at the sewer plant.
Councilman Dietz questioned the bill for Daniel W. Cory. City
Manager Bryant explained that this was for some prints that
were ordered for the Planning Board and the Zoning Board.
COMMUNICATIONS
The City Clerk stated that Mr. Cunningham of May, Zima & Co.
has asked to be put on the agenda early for the auditors report.
10 Min. The City Clerk concerning the condition of the ball park and
making SIDme suggestions that might improve it, from the Board
of Governors.
Mayor Severance stated that we have been utilizing volunteered
help at no cost to the City, with the use of a dump truck and
a front end loaeer. The bulk of the Board of Governors has also

been out at the ball park helping with the clean up. We are
right in the middle now of completing everything.
City Manager Bryant stated that the in-field is complete, the
out-field is complete, the buildings have been torn down that
were delapitated. The dug-outs were built back up. All that
needs to be done is putting the chicken wire up.

Mayor Severance stated that he has asked City Manager Bryant
to purchase the snow-type fence for the ball park.
The City Clerk read a letter from Mr. Troutner of Edgewater
Electric requesting permission to operate an electrical
wholesale business at 808 Indian River Blvd, no manufacturing
will be done.
Mayor Severance asked the City Clerk or the City Manager if they
had looked up the zoning ordinance pertaining to this section to
see if it authorizes this, if not then he will have to get a
varience through the Board of Adjustments.
15 Min. City Manager Bryant stated that this particular zoning is B-2.
He then proceeded to read the permitted uses for this zoning.
The Council discussed this matter in full.
25 Min. Mayor Severance stated that he would like Mr. Weaver to have
something for the Council regarding this for Firday night so
that the Council can take some action.

The City Clerk read a letter from Russell Laboratories with
reference to chemical analysisfor water. She stated that the
State requires that we have an independent laboratory twice a
year take water samples from the two wells and one from a finished
product of our water. They will bill the city twice a year for $150.00.
Mayor Severance instructed Mr. Bryant to have the cover letter
for this letter with him Pirday night, then we will read this
letter with the cover letter.
The Council then discussed the Sod Waste Disposal sight check list
which is the sanitary land fills latest check up. This says sight
very good condition.
The City Clerk read a note from Dr. Kellv to City Manager Bryant
concerning the installation of safety rails (signals) on 30th and
Roberts Road. This letter has been made available to the Public
Works Department for recommendations.
The City Clerk read a letter to Mr. Kelly stating that we please
be advised that a work order has been issued for the appropriate
warning devices, from Mr. Lampleyof the Public Works Dept.
The City Clerk stated that for information the Volusia Council of
Governments wants to know if we are interested in ordering ariel
photos.
Mayor Severance stated that we have a set, and that we did not have
any need for them. ~
The City Clerk read a letter/the Department of Transporations,
C. A. Benidict, concerning the recent request for a crossover
at Rhode Island and U. S. #1. Due to the aqute angle of the
intersection of Fdgewater Drive with U. S.#l this does not
permit desirable operational characteristics for a crossover.

The Coucnil discussed this cross over in full. Mayor Severance
stated that at the Council Meeting we can give direction to the
City Manager concerning this cross over.
The City Clerk read a letter written by the City Manager and the
City Clerk to the Merit Board recommending Ruth K. Sedgwick for
Clerk III Step D she is presently employed at Clerk III Step C
they stated that they can not praise her work high enough.
The City Clerk read a reply letter from the Merit Board requesting
that the City Council accept the recommendation in regard to
Ruth Sedgwick.
Mayor Severance stated that this will be on the agenda for action
Friday night.

The City Clerk read a letter from William A. Johnagen, Aqua Park
Swimming Club, requesting that the City of Edgewater provide
additional street lighting at Faton & Industrial Roads area.
15 Min. Mayor Severance stated that this would be placed on the agenda.
Mrs. Martha Robinson stated that she drives a school bus, and
parks it on commercial property where there is no lights, she
then requested permission to park the school bus at here residence
for 3 to 4 weeks. She stated that she parks it at Hanson & Mc Callister
and someone had opened it up and turned everything on.
20 Min. Mayor Severance stated that a motion for permitting Mrs. Robinson
to park this bus in her pro~erty for Friday nights meeting would
be appropriate.
Mayor Severance stated that he would like to go to the expense
of the City to paint the buildings that the Chamber of Commerce
put up for the school children, with an aluminous paint.
The Council instructed the City Manager to get with Mr. Brown
concerning the painting of these buildings.
The City Clerk stated that she has the minutes of the last meeting
of the Volusia League of Municipalities, and reading them found
out that Fdgewater and Oakhill will be hosts in March on the 20th
and it is Ladies night at Packwoods Oyster Camp.

10 MIn. The City clerk read a letter from Mrs. Strabb concerning the
property in Florida Shores, requesting a statement that in fact
the City of Edgewater does maintain the roads and lakes.
The Coucnil discussed this matter in full. Mayor Severance
stated that this should be placed on the agenda and action will
be taken on it Friday night.
lY Min. The City Clerk stated that there needs to be an ordinance drawn up
for Friday night reappointing Stephen Kelle~ to the merit board.
City Manager Bryant stated that the Fire Station needs to be painted
very badly, and also needs to be sand blasted.

Councilman Dietz suggested that we duracrete the Fire Station
so that it won't have to be done for 10 to 15 more years.
20 Min. The City Clerk stated that she will get a rough estimate
on this duracrete, and if it is going to be over $2,000.00
then a motion will be put on the agenda to advertise for
bids.
The City Manager explained to the council about the vandalism
at the City Barn. He then requested that the Council locate
one of our Police Officers,that owns a Mobile Home,on the sight
and make any other arangements that are necessary to provide
water and sewer for the mobile home sight and go part of the
light bill for the security of the sight.
25 Min. Councilman Dietz suggested that we pay the mans utilities
entirely, due to the fact that he is going to take iis time
to spend it there and it is an asset to us.
Mayor Severance stated that this would be placed on the
agenda for action Firday night.
The City Clerk stated that we need an ordinance to clarify the
ordinance that was just done away with on cut off privileges.

At this time the Coucnil discussed this needed ordinance in

The City Clerk questioned the floor mat of the agenda. Mayor
Severance stated that there was one change that he had in the
order of business. According to the Ordinance it is - roll call-
approval of minutes - bills & accounts - officers reports -
communications - ordinances, resolutions- unfinished business-
new business - misc. - adjournment.
For the benifit bf the public starting with the roll call,

this in full.
At this time the Mayor read what the Council had decided on
roll call, approval of minutes, bills & accounts, officers
reports, communications,(announcements), delegations, resolutions
& ordinances, unfinished business, new business, miscellaneous,
adjournment.
20 Min. Mayor Severance stated that this should be placed on the agenda
for a motion and further discussion. The Coucnil then suggested
thatMondaynight this be tabled again for more discussion.

Mayor Severance stated that this is the night that we were
go through these codes.
City Manager Bryant stated that 25 copies were sent out to
various trades, contractors, electricians, plumbing pumps,
and mechanical. He stated that he requested that these copies
be returned to Edgewater City Hall by February 24, 1975. Of
the 25 that were m sent out we have gotten 5 back.
City Attorney Weaver stated that he has not hau a chance to look
over these and would like to check these out if at all possible.
Mayor Severance stated that this should be placed on the agenda
for Friday night B so that the City Attorney can review the
ordinances and instruct him to do so. Then he can present
them to the Coucnil at the next Workshop for review. Final
approval will be March 13.

City Manager Bryant stated that 16 bids were sent out
to various trades. In connection with the opening of the
bids for the garage the architect has suggested that the
Council move for a bid tabulation. Due to the nature that
we are doing this thing, it could get into a complex situation.
Several people are going to bid on all aspects of it and some
seperately. We feel that the complexity of it will warrent
a detailed review of the bids prior to the awarding of the
bids, so he recommended that we table the xx awarding of the bids
until this is dmne.= The Council discussed this in full.
Mr. Fuller requested some action on the improving of the
animal control ordinance. He stated that on Edgewater drive
there are dogs that you have to chase off of your own property.
Mayor Severance stated that the next item that we have iB on
the Board of Adjustments authority. The Council discussed
this matter in full.
Mrs. Murphy stated that she felt that the Council whouls have
the last say in the board of adjustments decisions.
Mayor Severance stated that this will be on the agenda for
Friday night.
Councilman Cairnie suggested that the Workshop meetings be
held back in the Mayor's office instead of in the Community
Center.
Mayor Severance stated that we should have a motion on this
suggestion Fiiday night.
Councilman Lodico stated that the meetings should also stop
at a certain time.
Councilman Sikes suggested that everything that we tape be
put on microfilm.
Coucnilman Dietz agreed that if we are going to keep tapes,
that we should get a more sophisticated system. If we could
have one tape for each meeting it would be better.
At this time City Attorney Weaver asked to be excused.
Mayor SEverance turned the floor over to Mr. Christy. He stated
that he has ~~ young people that ate interested in becoming
coordinators, deputy coordinators. They have passed most of
the different f requirements needed by Civil Defense. They
range from ages 14 - 18. From 18 on will be the regular
Civil Defense. He requested a resolution creating a junior
Civil Defense.
The Council and Mr. Christy discussed Civil Defense.
Mayor Severance adjourned this meeting.
