The Regular workshop meeting was called to order, March 24,
1975, at 7:30 P.M., by Mayor David C. Severance.
The City Clerk read the bills and accounts.
Mayor Severance asked for questions on the bills and accounts.
Councilman Dietz questioned Fairchild Products.
The City Clerk read the invoice to the Council.
Councilman Dietz questioned Sears, Roebuck & Co.
It was explained that this was for the fence for the recreation
complex.
Councilman Dietz asked if the bills for May, Zima is the final
billing on the audit.
The City Clerk stated th~~ ~+ was.
Councilman Dietz questioned Hughes Supply.
The City Clerk stated that this is for the fountains at the Park
and Pier.
Councilman Sikes questioned the bill from Phillips Feed Store.
The City Clerk stated that this is for fertilizer
Councilman Sikes questioned the bill from Inter Royal.
The City Clerk stated that this is for the book shelves.
Councilman Cairnie questioned the bill from Briley, Wild.
The City Clerk stated that this is on the Block Grant Program
that you gave them the go ahead with.
Councilman Cairnie questioned the bill from Foxboro.
The City Clerk stated that this is for a flow meter, and repairs.
Councilman Cairnie questioned the bill from Briley, Wild in
Federal Revenue.

The City Clerk stated that they have to bill the funds seperately
because there has to be a seperate audit on it.
The City Clerk stated that just for information the Farmers Home
Loan for $700,000.00 has been approved.
There was discussion about how much of this money will be for
Edgewater.
The City Clerk read a memo from the Merit Board to the Council,
in regard to pay increases.

Councilman Dietz questioned if all of these raises were contemplated
in the budget when it was first made up?
Mayor Severance stated that it was, and it works better with the
merit system by going by anniversary date, where you don't have
everyone in the same year.
The City Clerk read a letter from the Fire Department Treasurer,
in regard to the annual Fourth of July Festival, requesting a
donation for the purchase of the fireworks.
There was discussion about fire protection. It was discussed
that there should be an agreement worked out with the County
in regard to this.
Mayor Severance asked the City Manager to write a letter to this
effect to the County.
The City Clerk read another letter from the Mayor in Port Orange
in regard to the rescue helicopter proposal.
The City Clerk read a letter from a Mr. Rowe, which was attached
to the Mayor's letter.
There was some discussion about this.
The City Clerk read a letter from the Edgewater Library Board,
thanking the Council and Mr. Christy for the use of a movie
projector.
The City Clerk read a letter from the Board of Governors asking
the Council's opinion on locating a basketball court east of
the Shuffleboard court for the young people to use when it is
a tennis day on the recreational complex, also, if the handball
courts could be lined properly.
There was some discussion about the playground equipment.
The City Clerk read another letter from the Board of Governors
in regard to Vito Castelano receiving a $25.00 a month raise.
There was some discussion about this.
There was discussion about the Board of Governors, and how they
are using the Community Center.
The City Clerk read a letter from the residents of Alice Street
questioning why they have not received their street light.
Mayor Severance stated that he has spoke to this man and this
will be taken care of.
The City Clerk read a copy of a letter to the City Attorney
from Rick Fernandez in regard to Urban Development, and his
verbal proposal made to the Council at a previous workshop.
10 min. There was discussion about Florida Shores and whether we are
maintaining any roads that do not belong to us.
Councilman Cairnie questioned whether it is right to hold the
Council meeting on Wednesday rather than Thursday, which is
the stated night in the Charter.

There was some discussion about this.
Councilman Cairnie questioned the sewer report, and the City Clerk
stated that she would get the answer from the Water Department.
The City Clerk stated that everyone got a copy of the budget
report and the cash statements.
Councilman Cairnie questioned who made up the budget report.
The City Clerk stated that she did it with the help of a repre-
sentative from May Zima.

Councilman Cairnie questioned the amendment on the tax figure.
The City Clerk stated that this comes from the Homestead Exemption
that came in.
Councilman Cairnie questioned the miscellaneous income, where did
this money come from?
The City Clerk stated that $4,00G.00 came from the County,she
further explained the figure.
Councilman Cairnie State Revenue Sharing.
The City Clerk explained this.
City Attorney Weaver spoke to the Council about this briefly.

Councilman Dietz questioned the CETA II and CETA VI programs.
The City Clerk stated that this is money that we had not anti-
cipated at all.
Councilman Dietz stated that you can not use this program to
replace anybody it is as an addition to the help you now have,
and you are not showing that in your anticipated expenditures
so you are violating the law.
City Manager Bryant stated that the CETA money is all accounted
for and up to date.
10 min. Councilman Dietz stated that this should be added into the budget
for the purpose of the public interest.
Councilman Dietz stated that we should do what the auditor sug-
gested. We should not intermingle funds.
Councilman Sikes suggested that we get a letter from the auditors
stating how this should be handled.
15 min. The City Clerk stated that a representative from May Zima did
this budget report.
Mayor Severance stated that the salaries for the CETA people are
being paid out of the General Government Fund of which we have
had a turn over of personnel and have not refilled those slots.
Councilman Dietz stated that this is against the CETA program isn't
it?
City Manager Bryant stated that this is not true, he has specifically
cleared this with the Manpower office, prior to hiring.

Councilman Cairnie stated that this should be covered under the
title Capital Projects.
Councilman Dietz stated that if we are using the money to replace
people, then our anticipated expenditures should have gone down.
There was more discussion about this.
The City Clerk stated that the auditors gave her this figure:
There will be $52,294.88 transferred from the General Fund that
will reflect the expenditure for the Park and Pier, the Handball
Courts and the bulldozer.
The City Clerk stated that you are transferring this from the
General Fund, and she tried to explain this.
Mayor Severance spoke in regard to this, explaining further that
the CETA people are paid first by the General Fund, then the City
is reimbursei by Manpower.
There was more discussion about the Trust Fund to be set up.
Councilman Dietz asked the City Attorney if there is a law that
sets forth the amount of surplus that you can have before you
can lower or raise taxes?
City Attorney Weaver stated that he doesn't recall such a law.
Councilman Lodico questioned how we got this Federal money.
Mayor Severance stated that this was done through the City
Manager.
Councilman Sikes asked if we could get a letter from the
auditors in regard to this so to end this discussion and
continue.
City Manager Bryant spoke to the Council in regard to the
paperwork involved in any Federal money received, etc.
Mayor Severance askedthe City Clerk to get a letter from the
auditors.
Councilman Cairnie stated that he would like a breakdown of
the Capital Projects.
There was discussion about the articles in the paper, and how
much it would cost to get larger ads.
10 min. City Manager Bryant read a letter stating that HUD can not
expect to make any SMSA grants for the year 1975.
There was more discussion about capital projects.
15 min. Councilman Cairnie stated that dump maintenance has already
been over expended.

There was some discussion about whether the City owns different
lots around the area.
Mr. Armstrong talked to the Council about this.
There was much discussion about the City's boundaries.
The City Clerk questioned what the initial fill up on a swimming
pool is. It is the first one every year, or the first one period.
It was explained that this meant the first time only.
The City Clerk explained that she needs a Resolution from the Council
to take $50,000.00 in the Renewal and Replacement Fund and invest it.

There was some discussion about the interest involved in this.
There was discussion about publishing of Resolutions and Ordinances.
The City Clerk explained that when the Council adopted the
Ordinance establishing the impact fee for water and sewer
the $150.00 connection fee was made an impact fee and this
was anticipated in revenue, therefore theoretically someone
10 min. can hook up to the sewer for nothing.
The City Clerk questioned whether it is still a feeling that
the entire Council, including the Mayor should be elected every
two years. If this is so, the City Clerk stated that the
Council should be thinking about this very soon because of
all the paperwork necessary to get this on the referendum.

There was much discussion about this.
The City Clerk stated that there is still some problem in
regards to the recall question which Mr. Taylor brought up,
and there should be some work done on this.
City Attorney Weaver stated that the real problem lies in
the zoning boundaries.

There was discussion about the zones in the City, and the
population growth in certain areas.
There was more discussion about the recall procedure.

Mr. Armstrong explained this to the Council.
The City Council asked Mr. Weaver to have something on this
for the next meeting.
City Manager Bryant spoke on this, stating that when he was
on the Council in Cocoa, they ran into this same ~ituation,
and they simply wrote to the County asking for 5 prescints,
and the County took care of it for them. He explained that
the elections and running for elections was all City wide,
not a certain representative for a certain zone.
Councilman Dietz stated that he thinks this is the way to do
it, and there will probably be more interest.

Mr. Bryant spoke on the terms which the Councilmen held in
Cocoa.
The City Clerk reminded the Council that they have a Public
Hearing on the budget, Wednesday at 7:00 P.M., and that there
is a Public Hearing with the Zoning Boards on April 1st.
Councilman Cairnie stated that there is a house at 1015 Fernald
Street where the people have a slab poured which has been poured
for some time, they want to screen this in, and the building
Inspector said that they would have to go to the Board of
Adjustment for a variance because the setback is now 10 feet
and they are out to 5 feet. He stated that he didn't think
it was right for these people to have to pay a $50.00 fee for
a variance since this slab has been poured some time ago.
City Attorney Weaver stated that there could be a motion to
let them waive the fee when they apply for the variance.
Councilman Cairnie stated also that this lady was charged $8.00
for her building permit, and she should only have been charged
$lj.OO.

Mayor Severance stated that this should be looked into and
corrected

Councilman Cairnie stated that this brings one question to
mind - Why don't we get our own building inspector?
Councilman Sikes stated that if we are going to continue to
have the meetings in here please let's have no smoking.
Mayor Severance stated that he feels that the smoking can
be cut out
Councilman Dietz asked City Attorney Weaver if the rulings
made by the Judges on the annexation are going to effect us
in any way?
City Attorney Weaver stated that he has only read the headlines
at this time, but he doesnt think it will.
Mr. Garthwaite asked about the Merit Board recommendations
for salary increases.
The City Clerk explained this to him.
There was some discussion about the lights at the recreation
complex.

Mayor Severance stated that this problem is going to be taken
care of.
