'w' ...., WORKSHOP REGULAR t.1FETING HFLD MA Y 5, 1 9 7 5 The Regular Session of the Workshop Meeting was called to order Monday, May 5, 1975 at 7:30 P.~1. by Mayor Severance. Mayor Severance then turned the floor over to Mr. Rick Fernandez for his recommendation for the Council in regards to the Water and Sewer Project that we are currently in the process. Mr. Fernandez stated that the City and Briley, Wild and Assoc. have been working on the Water Treatment Plant for 13 months. lIe then showed the complete specifications for this program. He showed the Council the plans for the new plant, and they were discussed in full. Mayor Severance questioned the taxes on this new Water and Sewer Plant. This discussion was carried on to side B. Mayor Severance rapped the gavel after a long discussion on the plans for the new plant, and stated that they would go on to the Bills & Accounts. BILLS & ACCOUNTS See attached list. No questions were asked on these Bills & Accounts. Mayor Severance stated that it was advertised that the Council wo~ld meet with the Planning Board on the 21st of May, since that time is already taken by the Library Board's Bicentennial ~1eeting on the 21st, they will have to make another meeting time for the Planning Board. He stated that a gentleman will be at the meeting to speak. He stated that he would like to have placed on the agenda that Mrs. Goodson he appointed as the Chairman of the Bicentennial Committee. The City Clerk stated that Councilman Dietz was in the hospital and that he came home yesterday and that he is doing a lot hetter. The City Clerk stated that if anyone would like to see the copy of the letter that Mr. Cory wrote concerning the photographs of Fdgewater, that they were in the vault. The City Clerk stated that she has a letter on the Insurance for the Juhior Civil Defense. The Council discussed this in full. Mayor Severance stated that if we do not have insurance coverage for those people that are volunteering their services in the Civil Defense, then we can not have a Civil Defense rrokram. He stated that we are not talking ahout the rescue , just Civil Defense. The Council discussed this in full, Mayor Severance asked Mr. Christy to submit for the next Council Meeting, a list of the 40 people hy name and their titles as to what they do in Civil Defense, and their ages. Hayor Severance stated that he would like the Council's opinion on a plaque that we could put out on July 4th and dedicate the recreation facilities, the Park and Pier including the play ground equipment and the Tennis Courts to former Mayor George Dimm. He stated that this was once his project to put more recreation facilities in the community. The Council discussed this matter in full, and expressed their feelings towards this. The Council did not agree on this dedication. Mayor Severance then stated that we should contact the Planning Board and the Recreation Board as to their suggestions for dedicating the Park Fr Pier area. Mayor Severance then read an ordinance regarding Civil Defense and the good samaritan act. Mr. Christy then stated that a young man from Fdgewater, Phillip Read, gave mouth to mouth recesitation to a man in Orlando and saved this mans life. The City Clerk read a letter from the Volusia Council of Governments to Mr. Bryant sending Pesolution No. 508. Mayor Severance stated that they want another Resolution on this, with just the words Mayor and Vice Mayor and Volusia Council of Governments. The City Clerk read a letter from the City of Deland that the represe~tative of the City Commission of ihe City of Deland on the Volusia Council of Governments shall he the Mayor Commissioner of the City of Deland. ~fayor Severance stated that the Proclamation on the "Be Kind to Animal s 1"ee k" wi 11 he on the agend a Thursday night. The City Clerk stated that she has the minutes from the April lath and the April 24th meetings coming up. The City Clerk read a letter to Mayor Severance from Mr. Stone regarding HUD application for funding. Mayor Severance stated that the City's were lead to heleive that there were monies availahle and the fact is that there never was money availahle. The City Clerk then read another letter regarding this funding. Mayor Severance then read a letter from the Planning Board regarding paving of streets in Fdgewater. Mayor Severance stated after a long discussion from the Council, th~t we should acknowledge this letter and we will discuss it with them at the joint meeting that is to be held. City Hanager Bryant stated that a couple of months ago he got a pli~inary' estim~te on all of the streets hehind the Ship Restaurant, (three streets and a conecter). This estimate was somewhere around. ~23,OOO.OO. The City Clerk read a letter from Mrs. Clinton concerning the rdgcwat~r School Patrol, stating that their trip to Ta11allassee has heen canseled and they are returning the City's contrihution. 2 'w' ....., ~1ayor Severance stated that it seems that there was a problem the Council discussed this and decided that the check should be sent to ~.fr. Logan, the principal of Fdgewater flementary School, for the school patrol. The City Clerk read a memo from the Herrit Board in reference to the 5% cost of living raise that the Council had tabled. 2 0 ~1i n . The City Clerk then stated that she has a letter from the Building Code Committee that was also tabled. They discussed this in full. ~fr. Brvant stated that they should not be allowed to build more than two homes in one year. City Attorney Weaver stated that he felt that the Building Code members were a bit confused as to their duties of this board. Mayor Severance stated that once their duties as this board are finished, they will become the Building Code Board of Adjustments. Tape 3 Siee A Mavor Severance stated that the Building Code Committee will loose th~ir idenity and then become the Building Code Board of Adjustments. Their job is' to handle the same sort of things that the Zoning Board of Adjustments, any grieviences or requests from a contractor or owner that feels that the contractor or the building inspector is not being fair, then they can go out and inspect and so forth. Mr. Taylor from the audience asked if the Building Code Board of Adjustments would be an autonomous. Mayor Severance stated that it will because the Southern Standard Building Code says that it will and we adopted the Southern Standard Building Code in Ordinance 19. The onlv wav that we could ~et out of it would be not to use the Souther~ St~ndard Building tode, to have our own. Mayor Severance stated that these codes will be placed on the agenda for Thursday night. 7 Min. The City Clerk stated that she has the General Revenue Sharing Report for the 6th entitlement period which begins July 1st, 1975 and runs through June 30th, 1976. We must have our budget set on this and this has to be published in the newspaper and into their office bv June 24, 1975. We should anticipate collecting ~ . ~SO,243.00 for that period. 10 \Hn. Mayor Severance stated that this will be placed on the agenda for Thursday night for action to be taken as to what workshop this will be taken up. Mayor Severance stated that the final action will be taken the 22nd of May. Mavor Severance stated that \1r. Cairnie has several questions of th~ ordinance amending Ordinance 148 that we instructed Mr. Weaver to prepare. The Council discussed this ordinance in full. 24 Min. Mayor Severance then explained to the audience the schedule of the meetings. He stated that the Workshop meetings are on the Mondays preceeding the second and fourth Thursdays of each month. The Thursday is the Council meeting. The Council then discussed the recall. Tape 3 Side B }'r. Brvant stated that we have two positions to consider brought up by the City Council, the other brought ahout by his own answers to the management letter. The first position was the nui lding inspector.' Mayor Severance stated that we had advertised for applications for this position. Counci~ma~ Cairnie stated that he had reviewed the applications for the BUIldIng Inspector and stated that he failed to see that there was anyone person aualified in all of the phases that we want him to be. Mayor Severance stated that he looked over the applications and found one possibly that could do the job of building inspector but there was no information that would lead him to beleive that he could handle the zoning end of the building permit. He stated that he felt that we should maintain the same course that we are takinD for I':' - the time being until we can find someone that would be aualified in all of the areas that we had advertised for. . Mayor Severance stated that we will place the building inspector position on the agenda for the appropriate action, Thursday night, for what ever the Council wants to do. City Manager Dale Bryant stated that there were 13 applications received for the Building Inspectors position. He stated that the next position was the property management and inventory clerk position. He stated that we have received 23 applications on this. The applications are well aualified persons. MIn. Mayor Severance stated that there was four out of all of the applications that he considered for the Property Management Clerk. o MIn. 'ape 4 :iee ^ I Hin. 7 Mim. City Manager Bryant stated that Mr. Woodrow Tucker, presently holds ~his position in New Smyrna Beach, he then read the Qualifications of this man. He has indicated that he will corne to work for the City of Fdgewater for $7,200 a year. This man comes highly recommended by Mr. Buck, the City Manager of New Smyrna. Mayor Severance stated that this item will be placed on the agenda for Thursday nights meeting. City Manager Bryant stated that he asked that after some of the inventory under way, would he be willing to share with the City Manager and help him out on some of these zoning problems, that come in on an individual basis, and he said that he would be more than happy to do it, as soon as he was able. Mayor Severance stated that he will be doing this in addition to the property management. Councilman Cairnie stated that he would like to inform the people that the City Manager and himself have a date every Wednesday afternoon, for conference. He stated that he wishes that it was possible for some of the other Councilman to corne and discuss with us. This is not a meeting it is a conference. The Council discussed this conference in full. The Council then discussed the impact fees, The City Clerk stated that it still costs $150.00 water connection fee, $200.00 impact fee for water and $150.00 impact fee for sewer. City Attorney Weaver stated that one thing that we do not have and that is a sewer connection fee, we have a sewer impact fee. He stated that this will require a Public Hearing. The City Clerk stated that the Council discussed earlier about the election of Councilmen every two years instead of having an election every year. Mayor Severance stated that he would like to sit on this until Councilman Dietz comes back, This matter was discussed in full by the Council.
