WORKSHOP
The Workshop meeting was called to order May 19, 1975 at 7:30 P.M.
by Mayor David C. Severance.
Mr. Ferguson spoke to the Council about microfilm, showing three
different systems which can be used. He showed the Council the
camera. Various questions were asked of Mr. Ferguson which he
answered. Mayor Severance stated that they will look over the
material and discuss this fully at their next workshop.
There was much discussion as to whether the minutes of the Council
meetings should be typed verbatim.
Councilman Dietz asked the City Attorney if it is legal to do the
minutes the way we are doing them?
City Attorney Weaver stated thathe believes it is. He stated that
the tapes are actually public record also, and they are the detailed
record.

Councilman Dietz stated that he feels it should be a law that only
specific persons should be allowed to touch the tapes.
Councilman Sikes questioned Mr. Ferguson again about his microfilm.
Mr. Ferguson explained that it will cost approximately $678.00 if
you hired somebody and bought the film and had your own camera.
For less than 50,000 documents it is cheaper to go with the
service company, more than 50,000 documents it is better to have
your own equipment.
For the documents you have now, if you have a service company come
in and do it yourself cost will be approximately $1100.00.
The Council went on to the bills and accounts.
Councilman Lodico asked what the bill was from Vito Castellano?
Mayor Severance explained that this was painting work he did in
the Community Center.
Councilman Dietz questioned the bill from Biscayne Fire Equipment.
The City Clerk explained that this was for the fire hose that was
put out for bid.
Councilman Dietz questioned the bill from Rotundo Maintenance?
Mayor Severance stated that this was the work done on the back room.
Councilman Dietz questioned the bill from Shuffleboard Club.
City Manager Bryant stated that this is for the materials needed
for the improvements made on the courts and the building.
Mayor Severance asked what the National utility Products bill is.
City Manager Bryant stated that this is for the work done on man-
holes on Riverside Drive.
Councilman Dietz questioned the bill from A-I Rent All.
City Manager Bryant stated that the saw was rented again for
cutting the concrete at the City Garage.

Councilman Dietz asked the City Attorney if he would give a break
down of his bill to the City.
City Attorney Weaver stated that his bill is broken down and the
City Clerk has a copy of it.
The City Clerk stated that she only has one bill to add and that
is for half the notary fees for two dispatchers, so that the
Police Department will have a notary on each shift.
The City Clerk stated that she has two Resolutions coming up at
the next meeting, these will be presented to the individuals at
the m-eeting.
Mayor Severance read the Resolutions to the Council, one commending
Mrs. Ihnken, Librarian and one commending Phillip Read for the
saving of a human life.
The City Clerk read a letter from the Department of Community
Affairs in regard to allocations being authorized for a 50%
matching grant for the purchase of fire equipment. The City
Clerk explained that the City of Edgewater did meet the criteria
to request this 50% matching grant.
The City Clerk read a letter from Doris Roush, Secretary of the
Board of Governers in regard to a proposed summer six weeks
recreation program.
Mayor Severance spoke on this stating that there have been some
changes on the recommendations for this program, the starting
date will be June 16 and run through July 25. He read the list
of events.
Councilman Dietz asked if we are going to pay the supervisors?
Mayor Severance stated that we will be paying all the supervisors
in these functions.
Councilman Dietz asked why would the City pay for something like
this?
Councilman Lodico brought up the fact that the supervisor of this
program, Mr. Thompson is a member of the board, and are we allowed
to pay a board member money?
City Attorney Weaver stated that this man is providing a service
for you.
Councilman Dietz stated that he would like to go over the audit
report before we go into this any more.
Councilman Cairnie stated that he feels that it is about time
that the City of Edgewater have a planned recreational program,
if we have the money we should spend it on these children.
Councilman Sikes stated that he feels there could be an entry
fee for the entire six weeks.
There was some question as to how the insurance is handled in
the City of New Smyrna, as well as registration fees.
Mayor Severance stated that he would like this discussed at the
Council meeting, because some forms need to be typed up.
Councilman Sikes questioned whether there could be a dance or
something one night.

The City Clerk read a letter from Mrs. Ihnken in regard to her
retirement.
The City Clerk read a letter from Mr. J9sephs, Secretary of the
Volusia League in reply to our City Clerk's letter stating that
the Council will not be at the meeting scheduled for the 22nd
day of May.
The City Clerk stated that she ordered the new payroll system,
and the entire system was $270.10 and she stated that we have
been paying this alone for checks.
The City Clerk stated that we have looked into a check writer,
the first one being a check writer which accumulates the totals,
counts each check and it has signature plates. The other one
is nearly the same without signature plates.
Councilman Dietz stated that if we are going to buy a system,
let's buy a good one.
The City Clerk explained that with this new payroll system,
half of the work will be saved.
The City Clerk stated that she personally woudl prefer the
check writer without the signature plates.
The City Clerk stated that the next item is a water well and
pump maintenance agreement from Singer Lane Atlantic Company.
She stated that Mr. Fernandez's thoughts on this was that this
looked like a good program and he recommended acceptance of
their proposal.
Mayor Severance stated that due to trouble in the past with this
company, he suggests that if we go into this agreement with them
we keep a close look on it. He stated that he would like Mr.
Weaver to look at this agreement.
The City Clerk stated that Ordinances 923, 924, 925 and 926 will
be coming up at the meeting for second reading.
City Attorney Weaver stated that the Ordinances on the signs and
subdivisions will come up for first reading.
Councilman Dietz questioned why Ordinance 925 is word for word
the same as Ordinance 922.
It was explained that Ordinance 922 Died, because the motion to
pass it was contingent upon adding some to it, and this is why
it was done again as Ordinance 925.
'ape 2 The City Clerk stated that she still has the recommendation of
the 5% cost of living increase which was tabled. She stated that
Mr. Cunningham had planned to be here tonight, and he was called
out of the office and will not be able to attend. However, he
will be down here one day this week to discuss these things.
Mayor Severance stated that Wednesday would be a good time to do
this.
The City Clerk read a letter from Mr. Shambora, Chairman of the
Planning Board in regard to certain changes to the Cameron Trailer
Park.
Mr. Cameron showed the Council the plans of his park and there was
discussion in regard to these changes recommended by the Planning
Board.

The set up of the mobile homes in the parks was explained by
Mr. Cameron and he answered various questions from the Council.
Mayor Severance stated that this should be placed on the agenda
for the meeting.
The City Clerk stated that the letter fDom the Building Code
Committee was tabled, which had a building permit attached.
Mayor Severance stated that this would be a big expense just
to change one item.
The City Clerk read a letter from the Edgewater Volunteer
Emergency Rescue Corporation stating that the purpose of this
corporation is to provide rescue service for the City of
Edgewater.
Mr. Christy spoke to the Council in regard to this, stating
that this corporation is ready to be put on the road, and he
questioned whether this is the City ot are they on their own?
Mayor Severance stated that he believes they are just like
the Fire Department.
Mr. Christy explained that they are asking for contributions
and are planning to put on dinners, etc. to raise the money
to buy equipment. He stated that he would like some informa-
tion in regard to insurance.
Mayor Severance stated that until the time that they have some
equipment they really do not need the insurance, and we will
have to speak of this when the time comes.
Mr. Christy stated that what he wants to know is is the City
going to support them insurance wise.
There was much discussion in regard to this matter.

Mayor Severance stated that he will need to instruct the City
Manager to draft a Resolution for the next meeting.
This will be put on the agenda for the meeting Thursday.
The City Clerk stated that Mrs. Odum was at\ City Hall and dis-
cussed several things about elections; in regard to moving
elections, this is on the calendar to be considered by the
Senate.
The City Clerk stated that in regard to the figures for sewer
connections, which Mr. Dietz requested, after much research,
this can be done ~or approximately $75.00 without any materials.
The cost of materials will vary from job to job.
Councilman Dietz spoke on this, stating that $100.00 for a
sewer connection should be an appropriate amount.
Mayor Severance stated that the only problem here is that using
an approximate amount for everyone to pay, means that some
people are paying for others connection fee.
City Man~ger Bryant spoke that if an approximate amount is not
used, you will run into problems as to where to lay the pipe, etc.

The City Clerk stated that if there are any questions about
the figures she got, please come into City Hall and she will
explain them to you.

Councilman Cairnie stated that what bothers him is that a
sewer connection is more complicated than water connection
and it will cost less.
The City Clerk stated that the last item is for the platform
and table for the Council.
The City Clerk stated that Thursday night at 7:00 is the Public
Hearing on the Revenue Sharing.
Mayor Severance stated that Wednesday at 7:30 the advisory board
would like the Community Center.
The City Clerk stated that she would like to be excused from
the June 12th meeting, because she hopes that her son will
graduate that night.
The Council discussed the drawing of the platform by Mr. Rotundo.
Mr. Rotundo answered some questions about the platform.
City Manager Bryant spoke to the Council in regard to the
accoustical problem in the building.
Mayor Severance stated that this will be put on the agenda for
the meeting.

City Manager stated that he would like to be excused from the
meeting this Thursday due to the fact that his father in law
is critically ill and he would like to drive his wife to
Kentucky to see him.
Councilman Dietz suggested that we look into it and find out
if it is a law that we must have a Class C operater in the
Sewer Department.
Councilman Cairnie made a motion to adjourn being seconded
by Councilman Lodico. Upon roll call vote said motion
CARRIED.
