06-09-1975 - Workshop '-' ...., WORKSHOP JUNE 9, 1975 The regular workshop session of the City Council of the City of Edgewater, Florida was called to order by Mayor David C. Severance. City Manager Dale Bryant read the bills and accounts. Mr. Cunningham then made his presentation of the water and sewer project. Each Councilman had a copy of the projected revenues and animatidation schedule for the bonds. He stated that their recommen- dation to the Council would be that they consider 1% which would be a 10% increase. The Council discussed this in full. They then got into a discussion on the rates that would be necessary for water and sewer to go along with this proposed project. This discussion went on to Side B of Tape 1 and to Tape 2. MaJor Severance then went into communications. Mary Zadanis, pres~dent of the P.T.A. for Edgewater, stated that th~y would like to have the Council okay the resurfacing of Old County Road. She stated that this is a hazard for the children because of the potholes. She stated that they would also like to have it widened and bicycle paths put in. City Manager Bryant stated that Mr. Tucker the property manager, went out and measured the intersection at Old County Road and Ocean Avenue for considering the paving south on Old County Road. The total cost would come to the amount of $35,091.79. This includeS the resurfacing at the intersection of Old County Road and Ocean Avenue, providing a sub base on both sides. The Council discussed this in full. Mayor Severance asked the City Manager to check the records and find out if the City is responsible for this particular road. Mayor Severance stated that Mrs. Bockelman to attend this meeting to discuss this with the Council. Mayor Severance stated that due to the fact that she did not attend this item will not be on the agenda until further communications have been made. City Manager Bryant stated that we receive word from the insurance company that the replaceable value as we have insured for the water tower, City Hall, Community Center, and the Library is under insured. The Council discussed this matter. Mayor Severance stated that this will be on the agenda. The City Manager stated that we send 12 invitations to ~id on the pocket pager and the siren. He then read the bids. Mr. Duane then explained the procedure that goes along with a fire call. He stated that it is a very complicated thing and that the Fire Dept. does need these pagers badly. The COuncil discussed these pagers in full, with members of the Fire Dept. Mayor Severance stated that this item be plaaed on the agenda Thursday night for final action. ~ity Manager Bryant stated that the recommendations on the siren was that all bids be turned down due to the fact that tbere was some confusion in what the bidders ment by installation. ..... ..... Mayor Severance stated that the next item would for John Cory. City Manager Bryant stated that that we have on Pine Ave. THe account has been October, notices have gone out every month. The house is in the process of being sold to a woman, City Manager Bryant stated that he would talk with the City Attorney to get a legal opinion on this. be the water account this is an account overdue since last Mayor Severance stated that this matter should be on the agenda for Thursday night. Mayor Severance stated that we are going to have the second reading on the building code, mechanical, pump and well, electrical ,general contractors and plumbing. Mr. Diets then went on to discuss the subdivision ordinance and the duties of the Planning Board.. Mayor Severance discussed the Sign Ordinance with Mr. Wolfe. Mayor Severance stated that we have a letter from the Volusia County Manager regarding financial assistance for the Fire Dept. Mayor Severance stated that we have a letter from Mr. Jones in reference to insurance, Tumblin Insurance. Mayor Severance stated that we have a letter from the People of Edgewater concerning the summer recreation program. There was much discussion on this recreation program. Mr. Thompson explained the program in detail. Mr. Thompson answered questions from the Council concerning this program. This is to be placed on the agenda for Thursday Nights meeting. For action by the Council. Mr. Bryant read a litter from Mr. Conway bridge and resurfacing Indian River Blvd. concerning the proposed This was discussed at length. The Varance fee paid by Government Builders was discussed the fee being $75.00. Government Builders has as~ed that this money be refunded. THis will be placed on the agenda for Thursday night to be acted on. Water meter refunds for persons leaving the area were discussed. Mr. Bryant City Manager stated that people would say they are selling their homes and moving back up north. Mr. Bryant asked if it would be possible to go out and remove the meter box when these people moved out. He stated that people were saying that they were moving and sold the house just to get out of paying the minimum bill. There was much discussion on this matter. Mayor Severance stated that this be brought to City Attorney Weavers attention and see what his legal opinion is. The discussion on the Ordinance that a $5.00 service charge for all bad checks was discussed. This will be placed on the agenda. This should be brought to City Attorney Weavers attention for his legal opinion. The accustics in the Community Center were discussed. It was de&ided that this be put on the agenda for .~ursday night. Items of Information Dr. Tucker statted Monday June 2nd his office is located in Mr. Bryant's office. New Garbage truck was delivered Wednesday June 4th. Regular Meeting this Thursday June 12, 1975 Public Hearing concerning Sewer Connections. The New purchase orders were discussed. 2. . "'-" ...." Mr. Bryant stated that Mr. Briggs will be in his office to discuss the City's progress. He will see how far our planning board has progressed. He will explain how we can get assistence from the County. Office chairs for the City offices were discussed. Also for the Council table. Mayor Severance stated that htis will be on the agenda Thursday night. Glaucoma Check will be over at the Shuffle board court June 30, 1975 1:00 to 8:00 P.M. is free. last item on workshop agenda, annexing property City Atorney is not here Mayor Severance stated that it should be put on the next Workshop agenda when the City Attorney is here. Any item or items that were not brought uo tonight will not be heard at the Regular Council Meeting. Mayor Severance stated.
