JUNE 23, 1975
The regular workshop session of the City of Edgewater City Council
was called to order by Mayor David Severance.
City Manager Dale Bryant read the Bills and Accounts.
The Council asked Mrs. Blackwell City Clerk to call Briley Wild and
have them come down and explain and answer questions for the Council.
There is a notice of a meeting in the Court House Annex in Daytona
Beach, of the Volusia Council of Governments on June 25, 1975 at
4:00 P.M.
Mr. Carnie will represent the City of Edgewater at this Volusia
Council of Governments Meeting.
Mr. Bryant, City Manager read a letter from Mr. John Horton. He
requests that on June 26, 1975 he be heard at the Council Meeting
so that the City Council can answer his questions in reference to
the peice in the OrlandoVo1usia Sentinal on Tuesday June 17, 1975.
Mayor Severance stated that this be put on the agenda. Mr. Horton
feels that this article was directed to him. He wants to state his
opinon to the Council.
Mr. Bryant, City Manager read a letter from Mr. J.M. Roosh National
Chairman. Mr. Roosh is asking for a resolution to the fact that
we will not discrimate against those employees that are in the
National Gaurd when they have to report to Gaurd duty, and that we
will not force them to use their vacation time when they are called
for gaurd training, or that they will not loose any seniority if they
are called to duty. But be granted an leave of absence. Mayor
Severance stated that we need council action on this and that this
be brought up at Thursday nights Regular Meeting, he also asked
City Manager Bryant to get with the City Attorney on this matter.
Mr. Bryant, City Manager read a letter concerning the dail a ride
bus. This letter was signed by the Senior Citizens of Edgewater
with 10 signatures of citizens of Edgewater that use this service.
These citizens are very disappointed that this service will no
longer be offered. Mayor Severance stated that this be placed on
the agenda for Thursday nights meeting.
Mr. Byrant, City Manager read a letter from the Edgewater Merit
Board recommending that Mr. Sigurd Orhwall be considered a raise
from Step C. to Step D. There was much discussion on the duties of
the Merit Board. Mr. Bryant, City Manager also read that the Merit
Board requests changes in Ordinance 874. That the Merit Board be
allowed to look at the work review, also does Mr. Bryant City Manager
evaluate the department heads. The City Council will have to answer
the Merit Board correspondence at Thursday night meeting.
Mr. Dale Bryant City Manager, read the Police Report.
Mr. Bryant, City Manager read a request from the Board of Adjustments.
This request was concerning the parking spaces for business. There
was much discussion on this matter.
Mr. Bryant, City Manager read a request from the Board of Adjustments.
in reference to the Public Hearing held on June 18, 1975. The
Eugene Barns Varance was conc.red. the vote being 3-0,2 members being
absent. The varence was granted as long as the parking was adequate.
this is the wishes of the Board of Adjustments. There was some
discussion on this matter.,by the Council.

City Manager Dale Bryant read a letter to the Mayor and City Council.
From Dana Armstrong. This will be pJiced on the agenda for Thursday
night to be read.
Thursday night we will have the second reading of Ordiances 933,
to authorize the City Manager to sign checks. Action Thursday night
Reso1usion 580 comending Mrs. Inken for her services as 1ibrapian.
This will be read at the Thursday night Meeting.
There was some discussion on City Attorney Weavers conversation
with Mr, Knock concerning zoning,
There was some discussion on bad checks and the City charging a
service charge on this checks. It was discussed that an Ordinace
be passed on this matter.
There was the matter of a new City Judge being appointed to the
City. Now the Judge is John Bolt. the council discussed this'in
detail. The Council discussed the qualifications of a City Judge.
City Attorney Weaver was asked to check into the qualifications of
a City Judge and report at the Thursday nights meeting. The Council
will be asked to take some kind of action then. This will be put on
the agenda.
Mr. Cartee of Government Builders has a problem on a public easement.
Mr. Cartee has talked to Mr. Weaver on this. This is on a lot in
Florida Shores. There was much discussion on this.
Mrs. Goodson talked to Mr. Bryant, City Manager concerning the bicentina1
program. There is a Bicentina1 commitee meeting set for July 14, 1975
Mr. Bryant told Mrs. Goodson that he would be glad to help her in
filling out any forms that are necessary. Mr. Bryant is asking the
Council what is he suppose to do. Mayor Severance stated that they
are asking the City to become involved in this program. We must
know what they want to spend the money for before the City could give
any money. Mayor Severance stated that Mr. Bryant get in touch with
Mr. Vogel he can answer your questions.
Mr. Bryant stated that there was a caved in roof over on West Pine
Bluff, the other being on dogs Mr. Carnie is the one that wants to
bring this to the attention of the members of the City Council.
The caved in roof should be brought to the attention to the Health
Department Mayor Severance stated. The Police Department should
also be told about this. This was discussed a length. 125 W Pine
Bluff. is the address of this house with the garage. Mayor Severance
stated that a list be made up with thlSS house and other house of
this nature. The other subject of dogs the amout of dogs you can
have it does not say how many you can have. This was discussed.
Mayor Severance stated that if anyone has a problem with ones dog
he can come in and sign Bulsance complaint and the owners will be
made to take care of the animal. Mayor Severance stated that as
of now we do not have an Ordinance stating how many dogs a person
can have in the City of Edgewater.
Mr. Bryant wanted to bring it to the attention of the council the
Subdivision Ordinance and the Sign ordinance. That was tabled
Mayor Severance stated. We are going to meet with the Zoning &
Planning board at a later date. Must get a date from the Zoning
and Planning Board Members.
Mr. Bryant City Manager brought to the attention of the Council the
Budget Report for May. Mr. Carnie Councilman asked the City Clerk
about the Clerk's Cash statement. City Clerk Sue Blackwell stated
that she does not want to give the Statements to the Council until
they are right. These statements will be typed tomorrow. Mr. Carnie
stated that he insist that the Cash Statement be in.There was much
discussion on this matter.
Mr. Carnie will be asked to raport on the meeting that he will attend
tomorrow. Thursday night.

The discusion on paving roads was brought up. This was discussed
in leng'b. We wull have to start digging to see what it causing
it. the road that was being discussed is Indian River Blvd. See
if you can have something by Thursday night meeting on this.
