The regular workshop session of the City Council of theCity of Edgewater
Florida was called to order by Mayor David C. Severance.
There was much discussion about the animal control ordinance, due to
complaints from thepublic in regards to a citizen who is breeding
animals and selling them.
Councilman Cairnie stated that there is an ordinance which the parking
and disturbing caused by a dog falls under, and the Police Department
should enforce this ordinance.
There was a complaint about a speeding ticket which a lady received
from an Edgewater patrolman (Mrs. Daly)
Councilman Cairnie stated that he would like to suggest that the
Mayor, City Manager and the Chief of Police have a complete investi-
gation on this matter and report to the Council.
Chief Katez stated that he will have a report on this matter and one
other matter which Councilman Cairnie brought to the City Manager's
attention, for the next meeting.
Mayor Severance read a letter from Jehovah1s Witnesses in regard
to Ordinance No. 735. He also read the ordinance.
City Manager Bryant spoke to the Council that a man came to him
about this andhe advised that this would have to be written to the
Council for approval.
Mr. Armstrong spoke to the Council about this.
Mayor Severance stated that this will be placed on the agenda for
the regular meeting.
Mayor Severance stated that the City of Edgewater Police Officers
were presented with certificates, and he himself was presented with
a trphey for the excellent service which the police give the drive-in.
City Manager Bryant read the recommendations from the r1erit Board
in regard to sick leave, workmenscompensation and retirement pay.
Councilman Cairnie asked why the Merit Board meets every month, the
Ordinance states that they should meet quarterly.
Mayor Severance stated that as he sees it, the board should meet
at least quarterly, however if they wish to meet once a month he
sees no reason why they shouldn't/
There was much discussion about each one of these recommendations.
Mr. Garthwaite spoke to the Council about the recommendations.
City Manager Bryant read reccommendation from the Merit Board in
regard to severance pay for the City employees.
The Council discussed this matter.
City Manager Bryant read a letter from Mr. Lyle B. Quick, who is
applying for the position of Municipal Judge, in which Mr. Quick
listed references.

Mayor Severance stated that he would suggest that the City Manager
get in touch with these references prior to the 21st workshop
meeting.
City Manager Bryant read a letter from the Dept. of Transportation
in regard to safety inspectioR of public bridges.
Mayor Severance stated that this should be put on the agenda.
City Manager Bryant spoke to the Council in regard to the County
Building Inpsectors fees, which were mentioned in the auditor's
report. He read a letter from Mr. Knock to the Council explaining
the fees in question.
City Manager Bryant spoke to the Council in regards to Mr. Tucker$'
Property Manager, findings in regard to the streets in the City of
Edgewater. He spoke particularly about Garage? Street, which runs
from U.S. 1 to Fernald.
City Attorney Weaver spoke on this also.
Mr. Armstrong spoke on this, about this street being vacated.
Mayor Severance stated that this should be researched, and action
should be taken at the regular meeting.
City Manager Bryant stated that the next item is a request from
Mr. Christy to have the air conditioner removed from the southeast
room of the Civic Center to his Civil Defense room.
Councilman Cairnie stated that he suggests that Mr. Christy use the
other room for his meetings.
Mr. Christy spoke to the Council about this.
Mayor Severance stated that this will be put on the agenda.
Councilman Lodico asked about the generator which the City pupchased.
Mr. Christy stated that he is waiting for the estimate from the people
who are going to fix it.
Mr. Bryant stated that Mr. Barnett, who is the operator of Pappy's
had a complaint that he 1S not being allowed to display his mer-
chandise outside of his store. This was placed on the agenda for
a Zoning Board meeting, and as a result, the Zoning Board recom-
mended that Mr. Barnett be given thepermission to display his mer-
chandise. Mr. Brynat stated that it is his opinion that the Zoning
Board does not have the right to give anyone the permission which
is contrary to an Ordinance; the corrective action to make the
Ordinance more 1ienant in such a matter, this should be a change
in the Ordinance.
Mrs. Webber explained to the Council that the ledge which is attached
to this man's building is where he is being allowed to display.
Mayor Severance read a recommendation from the City Manager in regard
to this certain matter, requesting that there be a change made to the
Ordinance, rather than just granting this one man such permissioc.
This was discussed among the members, and it was decided to put this
on the agenda.
The City Clerk stated that she has the C1erk's Cash Statement and the
budget report, however they are not signed because the books are not
posted as of yet.

Councilman Cairnie spoke to the Council in regard to the agreement
with Florida Power & Light Co. and the rebate tax
City Attorney Weaver spoke to the Council about this
Mayor Severance asked Attorney Weaver about the expense of filing
a brief on this, and whether any other larger cities plan to do this.
City Attorney Weaver stated that he will get in touch with Attorney
Chu and he will have some information for the Council at the meeting.
City Attorney Weaver spo~e to the Council in regards to hiring an
assistant attorney, which was brought up a few meetings ago. I
There was a complaint about the drainage on Harden Place.
Mayor Severance instructed the City Manager to look into this.
There was more discussioR about the drainage in the Florida Shores
area.
Mr. Taylor asked about the meeting with the Council and the Zoning
Board.
Mayor Severance explained that this is waiting on Mr. Briggs from
the County, because we are going to have his guidance in deciding
the responsibilities of the Zoning Board.
There were some compliments about the nice work done by the Fire
Dept. in regards to the fourth of July celebration.
