08-11-1975 - Workshop --... ......, WORKSHOP AUGUST 11, 1975 Acting Mayor Jacob Lodico called the workshop meeting of August 11, 1975 to order at 7:30. Mayor David C. Katez Absent Present Present Present Present Present Present Present Present BILLS & ACCOUNTS City Clerk Sue Blackwell read the Bills and accounts. There was some discussion on the new pagers it was brought up that since we do have the pagers we will notneed a new siren. We will table this forfurther discussion. Mrs. Webber asked what happened to the eight pocket pagers that have no been assigned yet. City Manager stated that he is waiting to see how many police department can utilize. The remaining will go to the Civil Defense. Acting Mayor Lodico asked Mr. Bryant about the air conditioner in the Civil Defense office. Mr. Byrant stated that the airconditioner was taken to Browns Air Conditioning and they check it over it need a new fan moter and a control switch. the cost being $80.00. This airconditioner was given to the Civil Defense by Mr. Garthwaite. This will be placed on the agenda for Thursday night. for discussion. The subject of James Kardiz of Government Builders was brought up and discussed. Mr. Thompson, his report on the recreation program that was held in the City of Edgewater. Mr. Thompson stated that this program could have been more successful if there would have been more time to plan. The expense was very small for the amout of children that the program served. He went on to read the expense that the program had, and gave the rest of his report. Mr. Carnie complainted Mr. Thompson on his job. Acting Mayor Lodico stated that Mr. Westbury from the County Building Dept. thought that it would be a good idea for the City of Edgewater to adopt their own Building Code Ordinance, Councilman Deitz stated that we will have to have a meeting so that we can go through this line by line. Acting Mayor Lodico suggested that we discuss this at Thursday Nights meeting again. We have the first reading on this it was suggested that the second reading be placed on the agenda. There was more discussion on the Building Code Ordinacne. There was a question from one of the members of the Building Code. He asked why does the Council keep throwing them out in the dark the Building Code has done work on ordinance for a year and a half and every time it comes up for a reading the Council votes it down. Councilman Deitz stated that ie would be alot simpler for us to go by the COunty Code. 1st Tuesday of the month is the building code commette meeting. The Council should meet with the members of this board and discuss this ordinance with them. The meeting will be September 15, 1975 that is a Monday night. Mr. Carnie stated that it would be a good idea if Mr. Westbury should attend this meeting along with the City Attorney. Acting Mayor Lodicp stated that we will proceed with the recommendation of the Zoning Board. Two items one three lots in the Silver Ridge owned by Mr. Rotundo that he be allowed to build a home on each of his three lots in Silver Ridge they also recommened that Ordinance 880 be changed to reflect tha following. Where an established subdivision has 51% of the lots developed the remaining lot be developed in a like matter. If 51% are built on single lots the remaining owners should be allowed to build on single lots. 51% are built on double lots then the remaining should be built on two lots. ..... ..." City Attorney Weaver stated that all this was was a recommendation to have a Public Hearing. This should be placed on the agenda so that Mr. Rotundo can build on his lots. Gene Harris to utlize same lots on River Road of Boston Road where he plotted the lots by the other code. The Zoning Board recommended that Mr. Gene Harris be allowed to build on the old code. He will have to attone to all set backs. This will be placed on the Agenda for Thursday night. Mr. Bryant stated that he had a request from Mr. Cprbet Smith for a junk yard he would like to have a special permit to have a junk yard or a automoblie grave yard. On Marion Street where the Old Truss Plant use to be. He will fully comply with Ordinance 581 . The property is zoned 1-2. This will be discussed Thursday night. Also the City Attorney studied Ordiance 581 for Thursday night meeting. Mr. Bryant read a ordinance from the Volusia County this should be placed on the agenda for further talk Thursday night. There was also some discussion on having the voting books open on a Saturday this will cost the City $80.00. The Sewer Charge of $150.00 was discussed to lowering it to $75.00 this will be placed on the agenda for Thursday night. There was some more discussion on the voting registration the books will be open to the 20th. Do you want it put in the paper and have it open Saturday. Mrs. Blackwell stated. This will be placed on the agenda. The Sewer Charge was brought up again the Sewer Connection and tap fee is $150.00 to be changed to $75.00. This will take care of the installation. This has been talked about before now we need to do something for this. Nothing was ever done about this. The cost to do the work does not come up to $150.00, it should be cut to $75.00. That is the impact and also $75.00 is the tap in fee. This will be placed on the agenda for Thursday night meeting. Mr. Bryant read a letter from mrs. Minton thanking the Council for the rebuilding of her home. The house burned she need a rezoning and she is now thanking the Council for making her home possible. Mr. Bryant read a letter from Paul B. Richards. This will be placed on the agenda. The F.H.A. was discussed for a bond resolution. Mr. Bill Eldrige of the F.H.A. He is sending some more information on this. Mr. Ferendez should be contacted to attend the meeting to answer some questions. Mrs. Webber asked that if we start selling water south of us this will improve our water. There was more discussion on this. There was some discussion on the Judge that the Council had in mind being of the age of 71. Mr. Weaver stated that he will look into this and report back to the Council by Thursday night. This will be placed on the agenda. There was some discussion on Ordinance 689 stating you can not hire anyone over 65. This will be placed on the agenda. There was some discussion on the Budget Workshop. This is for Monday, Wednesday, and Thursday the 18th, 20th abd the 21st at 7:00 P.M. A Proclaimation for Hibiscus week A Ordinance to change Ordinance 880 Mr. LaBonde was asked to speak. He stated that on June 14, 1974 Balmount Land Investments took out 10 permits also paid for water and sewer connections on June 17,1974 we deposited $1,043.00 for water lines and sewer connections. The City Manager gave them permission to go ahead and put the sewers in and he would inspect them. An Ordiance was passed elimating rhe rebate he believes that they are entitled to this rebate. City Attorney Weaver stated that he talked to Mrs. Sedgwich. This transaction was in June and the Ordiance was passed in July. Mrs. Blackwell stated that none of the connections wre made until after July 1. Mr. Labonde stated that he would like to have the final decision by letter. Mr. Christy would like to be placed on the agenda. The question was asked what the subject was. Councilman Deitz stated that we should go ahead and put him on the agenda. . ,. .. 'W """" Mr. Armstrong stated that he had a few things that he would like to mention to the Council. He was speaking of the Old Truss Company where there have been things dumped and this should be covered because you can smell it. The water plant he also brought up the use of the water, He stated that this should be discussed with Briley Wild. Mr. Deitl stated that last Monday he was at City Hall with Briley Wild, Dale BryaBt and the City Clerk working on the budget. What we have spent this year excluding the truck for garbage $4.75 per person per pick up. It should not take so much to get the garbage dump so that it can be used. This could be that the customers may have to pay over $7.00 for garbage pick up. Mr. Deitz asked if we should go ahead and raise the customers rates on go and have the garbage picked up by a privite owned garbage Co. There was more discussion on this. There was some discussion on when Mr. Ferendez came down and why he was here. Mrs. Blackwell stated that he was sent fo to fill out some forms to get money for the water and sewer. City Manager Bryant stated that on Thursday night we had a movie in the Community Center for our garbage and trash collectors and the people that are running our land fill showing them the proper way to operate the land fill. Mr. John McManhaou was here to show the movie. Mr. Bryant aked him the requirements he said he did not feel that it was necessary ti draw up the water. They would not need the sub pump to get rid if the water. There was more discussion on this. Mr. Bryant stated that Mr. Ferendez and Mr. McManhaou will go out and look at the land fill and then have a discussion on it. Councilman Carnie stated that we have changed our workshop meetings to Monday night so that the press may be able to publish the agenda and he stated that this was not working and he believed that the reason for it not working was because for example the way New Smyrna Beach does this the City Manager contacts the press. Mr. Bryant stated that the City Manager of New Smyrna has a receptionest that does nothing but receive people and he has a secertary that does nothing but secertarial work for him. This was discussed further. Mr. Deitz stated that we make up an agenda and have the partolman deliver them to the press as he takes the bank deposits. ADJOURN
