Review of By -Laws and Primary function
of LDRA
Mayor Hayman read the By -Laws of the Land Development and
Regulatory Agency by article.
Article I: Purpose and Intent
Council and Agency members agreed to leave as is.
Article II: Creation
Council and Agency members agreed to leave as is.
Article III: Memberships
After much discussion it was the consensus of the Council and
Agency member not limit terms and revise this section omitting the
Sentence" No agency member shall serve in office for more that two
consecutive three (3) year terms.
Article IV: Removal from Office, Vacancies
Council and Agency members after discussion, agreed to leave as is.

Article V: Officers, Employees
Consensus of Council and Agency members was under section C of this
article should be amended to read: Secretary -The City will provide
Clerical support for the agency.
Article VI: Rules and Procedure
Council and Agency members after discussion agreed to leave as is.
Article VII: Powers and Duties
Council and Agency members after discussion agreed to leave as is.
Article VIII: Agenda
Council and Agency members agreed to leave as is.
Article IX: Staff
Council and Agency members after discussion agreed to leave as is.
Article X: Amendments
Council and Agency members agreed to leave as is.
Review and consider roles of LDRA and Council
The Council and Agency members exchanged their feelings on what
they consider their roles to be, with the consensus being the City
Council sets policy and the agency members are to carry those
policies out.
There was a lengthy discussion on the appeals process and the five
criteria which are used for granting variances. The Council
concurred that the appeals process should not change and that the
agency should continue using the five criteria when making their
decision. The Council concurred that their process should remain
the same.
