10-09-1991 ... ...", PARKS AND RECREATION BOARD OCTOBER 9, 1991 7:00 P.M. CITY HALL MINUTES ROLL CALLI CALL TO ORDER The Chairman, Harry Montgomery, called the October 9, 1991 meeting of the Parks and Recreation Board to order at 7:10 P.M. in the Edgewater City Hall Conference Room. Members present were: Harry Montgomery, Lawrence Lanchoney and Thomas Tipton. Board member John Cory was excused and Sharon Mooney was absent. Also present was Jack Corder, Director of Parks and Recreation, and Mr. Ben Berman from the Senior Citizen Advisory Ad Hoc Committee. APPROVAL OF MINUTES Mr. Lanchoney moved to approve the minutes of the September 4, 1991 meeting and Mr. Tipton seconded. Motion CARRIED 3-0. OLD BUSINESS There were no Old Business items on the agenda, however, Mr. Lanchoney wanted to inquire the status of the possible "Adopt-A-Park" program that was discussed at the previous meeting. Mr. Corder replied he had not had enough time the past month to even get the packets ready to mail out to businesses and clubs. Mr. Montgomery noted maybe the upcoming spring would be a good time to begin this as many people may be more receptive than they would be during the winter months. Mr. Lanchoney stated the Board could help by getting a list for Mr. Corder of those businesses and clubs who may be interested in a project of this kind and noted that some of the area businessmen are already involved in an "Adopt-A-Highway" program. Mr. Lanchoney asked if Mr. Corder had gotten the final word on the second grant for the Riverwalk and Mr. Corder replied he did get the additional $65,000.00. He stated the survey was completed and he and the City Engineer were still working on the final design. He added there will be a public meeting held for all the residents on Riverside Drive who will have their property directly affected. NEW BUSINESS Haunted House Plans Mr. Corder stated the Haunted House would be held on October 31st, Halloween night, from 7:00 P.M. to 9:30 P.M. He said the Costume Contest will start at 5:00 P.M. and have five age divisions. He noted it will be held for one night only as it gets harder and harder each year to get volunteers and there will be no admission charge. He said the purpose of the Haunted House is to help keep the kids off the streets and out of trouble and he feels we should give something back to the community. He noted there will also be a Halloween Fun House for the little children who might be afraid to go through the Haunted House. Discussion To Meet On Bi-Monthly Basis Mr. Montgomery stated the Board had hashed this over the previous year and felt every Board member should be present for a final discussion. He said the reason for bringing this up again was the recent lack of agenda items, impact fee money is presently earmarked for a few years, and not too much was really going on. He recommended to meet bi-monthly, if the Board was in agreement, and revert back to a monthly basis if it became necessary. Mr. Montgomery asked if there was a City ord- inance or such that would need to be changed and Mr. Corder stated it would have to go before Council and the by-laws amended. Mr. Lanchoney suggested not amending the by-laws and by agreement of all members, to meet monthly or bi-monthly as the agenda dictates. The Board agreed this may be the easiest way to handle it; continuing to meet monthly unless otherwise advised that there was a lack of agenda items to discuss. - , "w( Parks And Recreation Monthly Report Mr. Corder noted a big portion of his time in September was spent on the budget and in various meetings. He said the crew spent the majority of time mowing with all the rain we've had lately and the ballfields were invaded by mole crickets, army worms and other insects that had to be taken care of. He stated the Attorney has the title for the e6acres and it's a done deal. MISCELLANEOUS Mr. Tipton asked if a date had been set for the Christmas Parade and Mr. Corder replied it will be on December 14th at 10:00 A.M. Mr. Tipton asked if it could be possible to combine New Smyrna and Edgewater into one parade, as it is difficult for the students in the performing bands, cheerleaders and majorettes to get two separate Saturdays off in a row to participate in both parades. Mr. Corder said with the size of both cities and the fact that each city wants their own parade, he felt it would be doubtful that they could be combined. Senior Citizen Advisory Ad Hoc Committee Report Mr. Lanchoney said the Committee discussed the Senior Games that New Smyrna is having now and they wondered if Edgewater could co-sponsor these events, as many people from Edgewater are participating. Mr. Corder said unless we were involved in the activities themselves, it would be doubtful they would want to co-sponsor. He said Edgewater would be getting involved in their own senior games program in the future. Mr. Lanchoney asked if there was any progress made on the storage shed for the bocci ball equipment and Mr. Corder stated it would get underway at the end of this month or the beginning of November. Mr. Lanchoney stated the third thing discussed was the progress on the design of the Riverwalk and Mr. Corder stated he is still working with the City Engineer and unfortunately right now, Mr. Castle is pretty tied up with the Capital Improvements Program. ADJOURNMENT There being no further business, Mr. Lanchoney moved to adjourn, seconded by Mr. Tipton. The meeting ended at 8:20 P.M.
