02-02-1994 '-' ..."", CITY OF EDGEWATER PARKS AND RECREATION BOARD FEBRUARY 2, 1994 7:00 PM CITY HALL MINUTES ROLL CALL/CALL TO ORDER The Chairman, Tom Tipton, called the meeting to order at 7:00 PM in the Edgewater City Hall. Members present were Charlene Dennis, Tom Tipton, Paul Alvord and Larry Lamb. Board member Betty Rindone was absent. Also present was Jack Corder, Director of Parks and Recreation. APPROVAL OF MINUTES Mr. Alvord moved to approve the minutes of the November 3, 1994 meeting and Mrs. Dennis seconded. The motion CARRIED 4-0. OLD BUSIRESS Beautification Project Mr. Corder stated the beautification project on the median strips was finally completed with around 11,000 plants now in the ground. He said in spring it will look even better when the iris and day lilies begin to bloom and there should be lots of color. The lantana are already blooming and should stay in bloom pretty much year round. The Board members agreed the project really turned out well and does a lot to improve the looks of Edgewater. Mr. Corder stated he has applied for another grant to do 2 medians in the north end of town, but won't hear a response on that for about 6 or 7 months. Mr. Alvord asked the exact location of these 2 medians and Mr. Corder said the one in front of Neptune Restaurant and the one directly south of that. He said it would be basically the same concept as the ones that were just completed. Mr. Tipton asked about maintenance and Mr. Corder replied that he had spoken to Jodi Geiger at the high school and they were working out a plan for the FFA to do the maintenance. Mr. Corder also noted the City was re-negotiating with D.O.T. on the highway maintenance agreement to cut down on highway maintenance and retain the mowing and picking up of trash. Miscellaneous Old Business Mr. Tipton asked about the possibility of starting a program in which the Recreation baseball teams could help in maintaining the fields. He said other places have tried it and it works because the kids take better care of things that they take pride in and help to maintain. Mr. Lamb agreed, saying it works with his Boy Scout troops. Mr. Corder said it was a good idea and would check into it. Mr. Alvord stated he had gotten the information on the exercise trail he had seen at the Veterans hospital in Bay Pines and he hoped maybe it could somehow be incorporated into Riverwalk, or some other location in the city. He said the contact was called the National Fitness Campaign Grant Committee and the project was called the Game Field Walking and Fitness Course. He gave this information to Mr. Corder and he said he would check into it. 'W' ..." HEW BUS I1IE55 Review/26 Acres Mr. Corder stated the proposed site plan for the 26 acres, which he presented to the Board, has already been approved by the previous Council. He reviewed the items to be included in the complex which were; ballfields, racquetball courts, tennis courts, gymnasium/activities center. This complex site is already incorporated into the State Comprehensive Plan. Possible Fundino/26 Acres The problem, Mr. Corder stated, is the funds to develop the site. He stated he is applying for a FRDAP grant to develop the ballfield area, but there is no guarantee the city will get these funds, and he has found no grants to date that can be applied for the funding of the gymnasium/activities center. He said the total price to build the gym could be $750,000.00 or more. He stated he has run across one possibility that is a big money maker and it has been used several times in Stuart, with a lot of success. It is a contest, not a raffle, in which a house is given away. They sell tickets to tour the house and when the goal of profit is met, the house is given away free and clear. He said the amount of profit on one house could go as high as $400,000.00. He said the City could use the two buildable lots that make up Umbrella Tree Park, which has always been a problem park, and use this site to construct two houses. The tickets to "tour" the houses could be sold for $50.00 or $100.00 and at the end of a designated time period, someone will own a home free and clear. It was asked how large of a demographic area it was for selling tickets and Mr. Corder replied that Stuart does it state wide. A marketing firm handles all the ticket sales and advertisement. He said he was getting the information from Stuart and would be presenting the idea to Council after reviewing it with the City Attorney. He added, if successful, this is a way to get our gymnasium built at no cost to the taxpayers. The Board members agreed this was a really good idea and hoped it would be approved by Council. Mrs. Dennis stated she would also get as much information as she could from the Chamber of Commerce concerning possible ideas for fund raisers. Parks and Recreation Monthlv Report Mr. Corder said the month of December was mainly spent on the decorating for Christmas: the trees on the Boulevard, the Christmas Parade, Santa House and Christmas In The Park at Rotary. The other project which took up most of the month was the completing of the beautification on the medians.
