MINUTES
ROLL CALL/CALL TO ORDER
The July 13, 1994 meeting of the Parks and Recreation Board was called to
order at 7:08 PM in the Edgewater City Hall Conference Room.
Members present were: Thomas Tipton, Paul Alvord, Martha Carden, Charlene
Dennis and Shirley Pittman. Board member Larry Ruggles was absent. Also
present was Jack Corder, Director of Parks and Recreation.
Mrs. Pittman was introduced as the new member, previous to the beginning of
the meeting.
APPROVAL OF MINUTES
Mr. Alvord moved to approve the minutes of the June 1, 1994 meeting and Mrs.
Carden seconded the motion. Motion CARRIED 3-0.
OLD BUSINESS
26 AcreslTour of Homes
Mr. Corder stated he would be taking the proposal for the Tour of Homes to
Council for approval at the meeting in August. He will be asking for approval to
go out for proposals on the marketing firm. He then proceeded to fill the newest
member in on the details of the Tour of Homes fund raiser for the 26 acres. He
explained the procedure of selling tickets to tour a house which the City would
have built. All proceeds from the sales of tickets would go to development of the
facilities planned at the 26 acres, and at the end of the ticket sales, one ticket
drawn would win the house free and clear. He stated the profit could be as high
as 100 to 400,000 dollars if the community gets behind the project and the
marketing firm does it s job well. He stated he still hopes to keep the time frame
of having the house ready to give away by Christmas time. He said the house
built will be a typical Florida Shores style home; 1500 sq. feet, 3 bedroom, 2
bath, garage and fully furnished. Mr. Tipton added that a good selling point for
this fund raiser is the taxpayers are not being asked to pay for the development
of the 26 acres. Mr. Corder noted with all the capital improvements going on in
the City right now, it would be very difficult to get money budgeted for this
development without a fund raiser such as this.
NEW BUSINESS
None at this time.
MISCELLANEOUS
Mr. Corder stated the Recreation Department presently is at a stand still, due to
the lack of facilities for indoor programs. He said we are presently renting the
Bob Carter gymnatorium for the basketball program. but we are forced to work
around their schedule of events. He also noted that in one year alone, the
elementary schools in Edgewater have added about 400 new students.
Mr. Tipton asked if the Recreation Department is planning anything for the
intercessions with the year round school program going into effect in a few days.

Mr. Corder said he spoke with school and County representatives the past week
and basically we would be co-sponsoring programs with the County. We would
do the sign ups and they would basically be running the actual programs. He
stated we have no funding now to do this in our own and have no idea what kind
of participation we would get out it. He noted participation in these programs in
the Deltona area where it was tried was very poor.
Mr. Alvord asked about the D.O. T. Enhancement Grant which was listed on the
Monthly Report. Mr. Corder explained he had received another grant to beautify
the first two medians in the northern end of Edgewater. Mr. Alvord questioned
how much beautifying medians really has to do with recreation. Mr. Corder
explained the only thing bad about it is it takes a lot of man power to keep them
maintained properly and manpower is one item that is already stretched pretty
thin in this department.
Mr. Corder informed the Board that Edgewater may finally see plans coming
together for a golf course. He stated the City has annexed a lot of property to
the west and a property owner wants to donate 160 acres of land and the City
is working right now on proposals for a feasibility study to be done. Mr. Alvord
asked how many acres it would take to build a course and Mr. Corder replied
150-200 acres.
