MINUTES
ROLL CALL/CALL TO ORDER
The April 26, 1995 meeting of the Parks and Recreation Board
was called to order by the Chairman, Tom Tipton.
Members present were: Tom Tipton, Shirley Pittman, Larry
Ruggles and Hal Jones. Also present was Jack Corder,
Director of Parks and Recreation.
APPROVAL OF MINUTES
Mr. Ruggles moved to approve the March 9, 1995 minutes and
Mr. Jones seconded. Motion CARRIED 4-0.
OLD BUSINESS
Tour of Home
The meeting began at 8:25 PM, after a field trip to Spruce
Creek Fly In, to tour a model home built by Mr. Roger
Addison of T&T Builders.
Mr. Corder handed out copies of pages from the T&T bid
package, in particular the one which included the final
costs of the home. The cost for the home only was $107,000,
minus aI, 000 dollar discount for publicity, for a final
total of $106,000. The option bid for the swimming pool and
vacuum with screen enclosure was $16,134.00. Total cost of
home and pool both would be $122, 134.00. Mr. Corder stated
he had checked out most of the prices on Mr. Addison's cost
estimate list, and they seemed reasonable; for example the
carpet, tile, sod, etc. Also, he added that the builder had
included many little extras, such as 10 ft. ceilings,
shelving, 6 panel doors, a fireplace which could be gas
operable, more square footage and all Kenmore appliances.
He stated that everything asked for in the bid was covered,
plus these many extras. Mr. Corder stated he was extremely
pleased with the bid and this was the type of home to
showcase for a proj ect such as this and the Board members
all agreed they were pleased with the design and floor plan
and Mr. Addison's construction abilities.
Mr. Corder asked the Board their input on the option bid for
a swimming pool. Mr. Ruggles stated he felt a pool would be
a liability of sorts; it would have to be maintained for the
months the home was being toured, someone could get in and
possibly drown if it weren't patrolled and anyone who won
the house may want to resell it, and many people do not want
swimming pools due to the cost and maintenance involved. He
suggested instead of the pool, that the porch be screened in
instead. Mr. Corder stated he had already asked the builder
that. Mrs. Pittman suggested including patio furniture in
the bid package for the decorating and the Board agreed that
was a good idea and also indoor/outdoor carpeting and
ceiling fans for the porch area. The Board discussed the
pool at great length and determined on this first house they
did not want to include the pool, but perhaps on a later
home. Mr. Jones moved to make their recommendation that
they did not want to include a pool in this home, but rather

indoor/outdoor carpeting and ceiling fans to the porch area.
Mrs. Pittman seconded the motion and it CARRIED 4-0.
The Board also discussed projecting starting date of
construction and ticket sales, and also the drawing day.
After all discussion, Mr. Ruggles moved to recommend that
T&T Builders be given the bid award to construct the home
called "The Edgewater" wi thout the pool and to make the
previously mentioned changes to the porch area. Mrs.
Pittman seconded the motion and it CARRIED 4-0.
Mr. Corder stated he also approved and felt we have a real
quality product here to give the public.
AD JOUNofMENT
There being no further business, Mr. Jones moved to adjourn,
seconded by Mr. Ruggles. The meeting ended at 9:15 PM.
