MINUTES
ROLL CALL/CALL TO ORDER
The January 9th, 1997 meeting was called to order by the Chairman, Tom
Tipton. Members present were: Tom Tipton, Larry Ruggles, Erwin Brown,
Shirley Pittman and Hal Jones. Also present was Jack Corder, Director of Parks
and Recreation.
APPROVAL OF MINUTES
Mr. Ruggles moved to approve the minutes of the March 14th, 1996 meeting and
Mr. Brown seconded. Motion CARRIED 5-0.
OLD BUSINESS
Mr. Tipton asked to bring up an item discussed earlier the past year, that being
the possibility of having a "Day with the Race Drivers". He noted he worked with
a lot of race drivers in the area who would be willing to put their vehicles on
display, sign autographs, etc. either for the Summer Recreation Program or a
day set aside in the park for the public to come out and enjoy a family day and
meet the drivers. Mr. Corder asked if there was a time frame when it had to be
and Mr. Tipton replied no, just not in the coming February. Mr. Corder felt this
could be accomplished in the future months, noting he would need time to
advertise.
NEW BUSINESS
Discussion of Manao Lake
Mr. Corder stated that a few months back the City Council discussed this
property and would like the Park Board to come up with a plan for possible
development. He said development would depend on funding and basically this
would just be the start of a Master Plan for the future.
Mr. Corder stated he would like to see paddle boats in there and whoever was
the rental agent for the boats would be on site while the boats were in use. He
stated there would be no swimming in the lake, due to the possibility of gators
and the average depth of the lake is about 26 feet. Mr. Tipton stated he had a
friend who agreed to help stock the lake with bass if there was a fountain
installed Other ideas for the property included a picnic area with tables, grills,
maybe a gazebo. Also discussed were floating docks as opposed to the
stationary docks. Mr. Corder also noted this lake has been used the past few
years by the Propwalkers of Daytona Beach for remote control boat races over
Labor Day weekend, and we would probably continue with this event. Mr.
Corder said he needed to work on getting a good survey of the property so we'd
know exactly what there was to work with. He stated there should be plenty of
room for tables, gazebo, parking. and possible even a fitness trail around the
lake. He asked the Board to come back to the next meeting with any more ideas
and to be ready to put some of the ideas to paper for the Master Plan.
Ideas for 1997
Mr. Ruggles stated he would really like to see more family events sponsored in
the City parks. Possibilities could be a picnic day, or combine a picnic with a

craft show, or local bands, or maybe even a horseshoe tournament. All agreed
the Concerts in the Park were a big hit and anything that would bring the people
in the city together with a family oriented theme would be a good idea. Mr.
Ruggles suggested ~ncorporating the Race Driver Day into a family outing day
for city residents. Mr. Tipton noted with the future development of Mango Lake,
we could also have fishing tournaments, small sailboat events, etc. Mr. Corder
stated he attended an interesting race in Jacksonville, sponsored by the
American Cancer Society, in which plastic ducks were dropped into the river,
and the first duck to cross the finish line won a new car for the owner of the lucky
number on the duck and this could maybe be done at Mango Lake with proceeds
going toward the 26 acres. Selling tickets for a Harley Davidson motorcycle was
also discussed as a possibility for raising some funds.
It was asked how the progress for the 26 acre project was coming along and Mr.
Corder stated the land has been cleared and fill dirt added and soon he would
be able to go out for bids on the maintenance building, which will also be the
temporary location of the new Parks and Recreation offices. Mr. Corder stated
after the building that the first thing he would like to complete is the ampitheater.
With an ampitheater and the possibility to draw big name bands, we could put on
a huge festival, similar to the old Oak Hill Seafoof Festival to help raise funds for
the rest of the 26 acre complex.

Mr. Jones moved to adjourn, seconded by Mr. Ruggles. The meeting ended at
8:30 PM.
