SPECIAL MEETING
JANUARY 22, 1998 7 PM CITY HALL
MINUTES
ROLL CALL/CALL TO ORDER
The Chairman, Tom Tipton called the meeting to order at 7:00 PM in the Edgewater City
Hall. Members present were: Tom Tipton, Shirley Pittman, Erwin Brown, and Hal
Jones. Also present was Jack Corder, Director of Parks and Recreation.
APPROVAL OF MINUTES
Mr. Brown moved to approve the minutes of the January 8, 1998 meeting and Mrs.
Pittman seconded the motion. Motion CARRIED 4-0.
OLD BUSINESS
Mr. Corder stated the purpose of this special meeting was for the Board to review the
proposals for the design of the 26 acre park and gymnasium. He asked that the Board
review each one and specifically look for experience in the firms and experience in the
type of work we are looking for, that being park design and construction of gymnasium
facility.
There were six proposals to review and the greatest majority of the meeting time was
spent by the Board, reading the proposals. The following is a brief synopsis of each
firm and the comments of the Board.
Bellomo and Herbert review: Some of the previous projects they have worked on
included the Inlet, Sea Villas condominiums, Eldora State House, V olusia Square Mall
and the Edgewater Gymnatorium for the Alliance church. It was noted they had a variety
of projects, both large and small, however only one example of a gymnasium project,
which is on a much smaller scale than what we are proposing. The Board did feel they
had a comprehensive group.
Marshall Provost review: Some of the projects included in this review were the new
Galaxy Middle School, with gymnasium, Embry Riddle Science building, Embry Riddle
Administration building, South Daytona City Hall complex, Seminole County Softball
complex, and several parks including Riverbreeze Park in Oak Hill, and several parks and
ballfield complexes in the Orlando area. It was noted that the firms had several years of
combined experience and expertise in many areas of design and construction and many
references
S.R.I. review: Some of the projects included in this review included Eastside YMCA in
Orange County, BCC Palm Bay Campus expansion, several libraries, gym facility for
Patrick Air Force Base, other County school with gymnasiums and also several sport
fields and softball complexes and tennis and racquetball facilities. This firm had good
experience and had done many projects also statewide, not just in central and east
Florida.
Hoyt/DSW review: Some of the projects included Colonial Oaks Park in Sarasota
County which included outdoor facilities as well as a gymnasium, Vineyards Park in
Naples, similar to Colonial Oaks and several other parks in the central Florida area..
They were also experienced in other ventures and their projects seemed cost effective and
they had many references.
Zev Cohen review: Some of the projects included the Spruce Creek Fly In, Plantation
Bay, Halifax Medical Center, and Daytona Speedway. Though the firm had several
impressive projects and showed years of experience and expertise, there were no
recreational facilities to compare to what the city is proposing. The proposal did not
contain any projects with gymnasiums, recreation centers, or ballfield complexes.

McKim & Creed review: Some of the projects included Embry Riddle University
Fieldhouse, Daytona Beach Sports complex, Nova Road Recreational Complex, Port
Orange Ampitheater and several water and sewer projects. There was a variety of sports
complexes and facilities and work with wetland areas.
Upon final review and discussion among the six proposals, Mr. Corder asked them to
shorten the list to four. The four which the Board selected were Hoyt/DSW, Marshall,
Provost, S.R.I, and McKim & Creed (not necessarily in that order.)
ADJOURNMENT
There being no further business, Mr. Jones moved to adjourn, seconded by Mr. Brown.
The meeting ended at 9:30 PM.
