MINUTES
ROLL CALUCALL TO ORDER
The August 27, 1998 Park and Recreation Board meeting was called to order by the
Chairman, Tom Tipton at 7:04 pm in the Edgewater City Hall Conference Room.
Members present were: Tom Tipton, Shirley Pittman, and Maurice Remillard. Also
present was Jack Corder, Director of Parks and Recreation/Maintenance.
APPROVAL OF MINUTES
Mrs. Pittman moved to approve the minutes of the June 11, 1998 meeting and Mr.
Remillard seconded. Motion CARRIED 3-0.
OLD BUSINESS
Status of Recreation Complex
Mr. Corder stated officially this week, the engineering firm, McKim & Creed, has notice
to proceed on the design of the recreation complex, excluding the gymnasium. He said
the past few weeks, the Council has been looking into the joint venture with the YMCA
and should be making some sort of decision at the September 10th Council meeting. He
stated two of the biggest concerns of these preliminary negotiations with the YMCA
would be who would be operating the facility and the cost of the membership fees. Mr.
Corder stated the preliminary proposed fees looked pretty good. He stated the City
would be putting up a million dollars for the facility and the YMCA would be matching
that; which would actually give us a much larger facility than we had proposed. He
stated Fish Memorial Hospital is interested in putting a staffed WeIlness Center in the
facility.
Mr. Corder stated he didn't have the proposed fee list in front of him, but for example, a
teenager under 18 years old would have a fee of $10.00 per month, and that would cover
using anything in the building, (racquetball courts, swimming pool, gymnasium, wellness
center, weight rooms, sauna, etc.). Mr. Tipton asked if the City goes along with the
YMCA, and the YMCA runs it, how would that affect the city residents and the
recreation department, in reference to city sponsored ball games and programs. Who
would get scheduling priority? Mr. Corder stated the only program affected would be the
basketball program and that would be negotiated to have the YMCA run that program for
us. Mr. Tipton asked if the recreation office would still be put there if the Y goes
through, and Mr. Corder replied no. He stated it would work like Port Orange, and the
YMCA would be working in conjunction with the city, and the recreation department
would not have to bring in additional staff Mr. Tipton asked if this would go before the

voters, or does Council have to decide. Mr. Corder replied it is up to the Council's
decision.
Mr. Tipton asked if any of the fees charged would come back to the city, if we go with
the YMCA, and Mr. Corder replied no. He said the YMCA would provide child care
also and Mrs. Pittman asked if these people would have to be State Certified and Mr.
Corder said yes.
Mrs. Pittman asked if the city would retain title to the land the facility will be built on and
Mr. Corder said yes. He noted that two of the most important things about the facility
would be that it is located in the city and that it will be affordable to the residents, both
which are more important than who is running it
MISCELLANEOUS
Mr. Corder informed the Board of the recent combining of departments within the City,
noting the Recreation Department is now also in charge of the streets, the mowing of the
swales and the buildings and maintenance division. He stated we are still in the
orientation and adjustment process, but things are so far working out well.
Mr. Corder stated we are in the middle of soccer signups and there is a free soccer clinic
set for Saturday, the 5th. He noted there will be a Veteran's Day Parade this year on
November 11th and will run from Kennedy Park, down Riverside Drive, to Veterans Park.
He also added that this year's Christmas Parade will be Saturday, December 12th.
ADJOURNMENT
The Board agreed to hold the next meeting on October 8th, at the new Maintenance
Building on Turgot Avenue. There being no further business, Mrs. Pittman moved to
adjourn, seconded by Mr. Remillard.
