INDUSTRIAL DEVELOPMENT BOARD
SPECIAL MEETING
AUGUST 11, 1993
6:30 P.M.
Chairman Martin called to order a special meeting of the Industrial Development Board at
6:45 p.m., Wednesday, August 11, 1993 in the Community Center of City Hall.
ROLL CALL:
Members present were Mr. Byrd, Ms. Swiney and Chairman Martin. Also present were Mr.
Hellsten, ex-officio member and Sondra M. Pengov, Secretary. The following Board
members were recorded absent: Mr. Browning, Mr. Fong, Mr. Porta and Ms. Rymsza.
Representing their sign companies were Kurt Hayman of Hayman Signs and Kenneth
Cartisano of Impact Signs.
CONTINUED BUSINESS:
The Chairman stated he would like to prepare written comments for the Council to review at
their Council meeting. Chairman Martin had asked Kurt Hayman of Hayman Signs, to
provide written comments regarding the Sign Ordinance. Mr. Hayman has had many
concerns that he felt should be addressed in the ordinance.
Ms. Swiney asked the Chairman what purpose the Industrial Development Board has
regarding the Sign Ordinance. Chairman Martin stated that Mayor Hayman, with the
concurrence of the Council, requested the Industrial Development Board review the ordinance
and provide their comments.
The Board continued, from the August 5, 1993 meeting, to review the Draft Sign Ordinance.
After discussion the Board agreed that in order to understand pages 11 & 12 of the draft,
samples of signs need to be seen so as to visualize the intent, because a layman doesn't have
the ability to understand the sign sizes. The Board decided to recommend to Council to have
some of the sign makers provide samples of the signs described in the draft.
The Board agreed there is no flexibility allowed in the ordinance, nothing says you may
negotiate with Council and would like a statement indicating such.
After review of nearly every page of the ordinance, it was decided by the Board, because of
its complexity, the Sign Ordinance should be reviewed further.

Ms. Swiney moved to ask Council to table the Draft Sign Ordinance so the Board has
appropriate opportunity to review the draft further, in light of the complexity of the ordinance,
seconded by Mr. Byrd. Motion CARRIED 3-0.
ADJOURNMENT:
There being no additional business to come before the Board an motion was made and
approved to adjourn. The meeting adjourned at 9:00 p.m.
