13ORDINANCE 13. To REGULATE TIM PROCEDURE OF THE TOWN COUNCIL OF REGULAR :MTINGS. Section 1. The Mayor of the Town of Edgewater, shall give bond in the sum of Dollars. The Clerk, Tax Assessor and tax collectors, of the town of Edgewater, shall give bond in the sum of One Thousand ($1000.00) Dollars. Section II. Tne Mayor, together with the Councilmen of the town of Edgewater, shall meet at the V. I. A. Hall, in the town of Edgewater, at 7:30 P. M., on the first and third Tuesdays nights of each month or oftener if necessary. Section III. The order of Business. 1. The order of business is as follows: the reading and approving minutes of the preceeding regular meeting, and of any intervening special meetings. 2. All communications. 3. Report of town officials. 4. Report of committees. 5. Final business. 6. Action upon ordinances and regulations 7. Miscellaneous business. Section IV. Rules of Procedure. 1. The Mayor shall call all meetings of the town Council to order and in the absence of the Mayor, the meeting may be calledto order by the President of the Council or any one of the councilmen. 2. In the absence of the President.ofthe Council, three of the councilmen will constitute a quorum. All reports of committees and town officials shall be in writing and shall be filed by the Clerk of said town. J A -2- \ 3. The town Clerk shall have at every regular meeting o� the town council, a list of the financial business which shall r be read when financial business is in order. 4. The Mayor shall decide all questions or order without debate. 5. Motion and resolutions may be withdrawn by the mover at any time before the same has been oomitted before put to vote. 6. In every instance when called for by the members, the 0ayes"and "nays" shall be taken. Section V. Regulation of the compensation of the officers. The Mayor of the town of Edgewater shall receive as full compensation for his services as Mayor the sum of Two (42.00) Dollars, for every case handled, whether convicted or acquitted; and the Chief of Police shall receive as full compensation for his services the sum of 'Pm ($:r,00) for each arrest; and the City Attorney of the town of Edgewater shall receive as compensation for his services, tiie sum of Three Hundred ($300.00) dollars per year, payable monthly, and in addition thereto, reasonable fees of actual services rendered and made in behalf of the town of Edgewater, pertaining to litigation in all courts in which tiie town of Edgewater is a party and such services as may be necess- ary pertaining to bond issues in any manner or form of the town of Edgewater, Florida. The Policeman, who shall be known as the Chief of Police, ehall be employed at a salary of Fifteen %15.00) dollars per month and said Policeman may be the Town Heahtl officer and shall receive as full compensation for his services the sum of Dollars per month. Section VI The Duties of the Town Health officer. The duties of the Town Health Officer of the town of Edge- water shall be to enforce rules and regulations of the State Board of Health and the Ordinances of the town ofEdgewater, Florida, r3lative to the preservation of the public health and to such action from time to time as he may deem necessary for the (:;, provision, Abatement and suppression of nuisance and for t:ee perservation of the life and health of the inhabitants of the town of Edgewater, Florida. 1 Section VII. Appointment of Policemen. The ;mayor of the town of Edgewater, bp ana he is hereby authorized by the town council of the town of Edgewater, Florida, to appoint one or more sub -ordinate police offier or officers for the town of Edgewater, Florida, any time that he may deem it necessary. Section VIII. Appointment of City Physician. The Mayor of the town of Edgewater, bp and he is rereby ordered by the town council of the town of Lagewater, Florida, to appoint a City Physician, if he deem it necessary for the town of ydgewater, r7orida. Section IX. Appointment of Committees. The President of the Council of the town of Edgevater, Florida, It and he is hereby ordered to appoint committees at any time it becomes necessary to investigate any matter that becomes necessary and report their finding to the town council at the next succeeding meeting. Section X. Preservation of Peace and Good Orcer of the Town of Edgewater and Penalties for Disturbing the same. Section XI. Assault and Battery. Any person convicted of assault or assault am battery upon any of the streets, squares or other .iublic place or places, of general resort within the town limits of the town of Edgewater, i or within any dwelling or other private place,-v:hen such assault or assault and battery therein committed shall tend to disturb any person or persons residing, or then bein /the.vicinity of r such private house, or building,, siiali be punished as provided in Section X. Section XII. Petty Pilfering. Who ever within the limits of the town of iudewater, blorida shall be guilty of Petty Pilfering, Faith or without violence, to another person, where the value of the property taken shall not be more then Ten Dollars, shall be liable to a fine not exceeding Fifty Dollars and to imprisonment not exceeding thirty days. In stating the offence in the complaint, it shall be sufficient to designate the same as"Petty Pilfering contrary to the ordinances of the town of Edgewater. Florida." Section XIII. Malicious Yisonief. Whoever within the town limits of the town of Edgewater, Florida, shall be guilty of Malicious mischief, when tine injury co public or private property snall not exceed Twenty Dollars, in actual damages, siiall be liable to the fine and imprisonment of Section X, of this ordinance for such violation. I Section XYI. Disturbing Public Worship and Public l,eeting. Whoever shall disturb any public r, orship or public meetings, secmlar or religious or disturb, the occupants of any hotel or private residence by imdortunate, solicitation or will— Y a, comfort shall be subject to a find according to Section X of this Ordinance. Section XV. S False rretense. 1 'Whoever shall obtain money or property within the town limits of the town of Edgewater, under any pretention of religious or charitable object or fraudulently obtain credit at any store by false representation or fraudulent promise oipayment shall be liable to the same punishment as stated in Section X of t-:is Ordinance. Section XVI. Conspiracy against the Laws of the Town of Edgewater, Florida. Where two or more persons shall band to^ether or mutually conspire to set -at, naught, one or more ordinances of the town of Edgewater, or unite ob break the same, or resist their enforcement, all shall be liable u;on convicition to be fined not exceeding one Hundred Dollars or imprisonment not exceeding sixty days. Section XVII. Fast Driving; Carrying Consealed '.eapons; Indecent Exposure of Person; Discharging Fire Arms; Throwing Stones, or other Yisels. Any person convicted of injuring or disturbing the public peLce or violating the laws by using any abusive., obsene or profane language or making:: any threats of violence to or by using profane, obsene or indecent language or by being drunk or by being noisy and disorderly in and upon any street,sgUare or other public place within the town limits of i�dgewater, or by racing or otherwise driving or riding in a furious manner, any horse or horses or fast driving of any automobile or automobiles, or vehicles, automobile, or any other machine propelled by gasoline, or driving the same faster t;u n ordinary gate or by carrying any arms, such us pistols, knives,(except pocket knives sword canes, razors or any other deadly weapon, consealed about their person or by bathing publicly within the town limits, during day light or by making any indecent exposure of his or her person in any street, square or, ti public place or by discharging any gun or pistol or other fire arms or uangermus use of sling snots within the town limits or by throwinE7 stone or other missglstendangering person or persons or property or kee,-:ing a disorderly house or by any noisy or riotous conduct to the disturbance of the ublic tranquility, si-:all be punished as provided by Section X, of these ordinances. 1 '`
