Regular Meeting

CALL TO ORDER:
Chairman Bosse called to order the regular meeting of the Construction
Regulation Board (CRB) on Tuesday, May 29, 2001 at 5:35 p.m. in the Planning
Department Conference Room.
ROLL CALL:
Members present were Chairman Michael Bosse, John Gaffney, Andy Hunt Don
Slaney and Scott Waldroff. Charlie Cobb was excused. Also present were
Dennis I. Fischer, Building Official; and Tanya Elliott Board Coordinator.
APPROVAL OF MINUTES:
1) Chairman Bosse entertained a motion to approve the minutes of
September 25, 2000. Mr. Slaney so moved. Seconded by Mr. Hunt. Motion
CARRIED 5-0.
UNFINISHED BUSINESS:
None at this time.
NEW BUSINESS:
2) Florida Building Code Update - Chairman Bosse asked Mr. Fischer to
give a brief update on the status of the Florida Building Code. Mr. Fischer said
that the final print of the new code had just been received and is based on the
1997 edition of the Standard Building Code with amendments. He said there are
still items in the code that are under review. Implementation date for the Florida
Building Code was suppose to be July 1, 2001, however, due to arguments on
who would be printing the new code, and lack of education the
implementation date has been extended until January L 2002. Mr. Fischer said
education will cover the difference between the current code and the new
code. He said information is available on the Building Official Associations web
page. He said under the new code the wind speed zone in Volusia County is cut
in half between 100 mph (West Vol usia) and 120 mph (East Volusia). He said
discussion has come about with regards to the beachside and where the 130
mph zone would be, and has yet to be determined by the Unified Code
Committee.
Mr. Fischer explained the process on how revisions are made to the Florida
Building Code and how products that meet the code are approved. He said
any product with a Miami/Dade sticker can be used statewide. Mr. Fischer said
the Code only applies to new construction. Discussion followed.

3) Review applications for seat vacated by Woody Tindall - Chairman
Bosse said that the by-laws require a State Licensed Plumbing, Electrical or
Mechanical Contractor fill the position, and they must be a resident of the City of
Edgewater unless no qualified applicants live in the City. The applications
received were from Larry Lovingood, Mechanical Contractor; Kevin Seymour,
Electrician; and Russell H. Baugher III, Journeyman Plumber. Chairman Bosse
said that Mr. Baugher did not meet these requirements since he was not State
Licensed, and with an Electrician already on the board he suggested that Mr.
Seymour also be eliminated. After discussion, it was the consensus of the Board
to have the Board Coordinator solicit additional Mechanical and Plumbing
Contractors that meet these requirements. Ballots would then be sent to each
Board Member for their recommendation.
4) Election of Officers:
a) Chairman - Chairman Bosse opened the nominations for
Chairman. Mr. Hunt nominated Mr. Bosse. Seconded by Mr.
Gaffney. Since there were not other nominations, Chairman Bosse
closed the nominations. MOTION CARRIED 5-0.
b) Vice-Chairman - Chairman Bosse opened the nominations for
Vice-Chairman. Chairman Bosse nominated Mr. Hunt. Seconded
by Mr. Slaney. Since there were not other nominations, Chairman
Bosse closed the nominations. MOTION CARRIED 5-0.
c) 2nd Vice-Chairman - Chairman Bosse opened the nominations for
2nd Vice-Chairman. Mr. Hunt nominated Mr. Waldroff. Seconded
by Chairman Bosse. Since there were not other nominations,
Chairman Bosse closed the nominations. MOTION CARRIED 5-0.
ADJOURNMENT:
There being no further business to come before the board, a motion to adjourn
was made and seconded. Meeting adjourned at 6:05 p.m.
