MINUTES
CALL TO ORDER
Mayor Schmidt called the Special Meeting to order at 7:12 p.m. in
the Community Center.

1. Hold public hearinqs (1st Readinqs) on Ord. No. 2003-0-22,
adoptinq final millaqe rate of 6.95 mills per $1,000 of assessed
taxable value and Ord. No. 2003-0-23, adoptinq final budqet for
fiscal year 2003/2004
City Manager Hooper made a staff presentation with regard to Ord.
2003-0-22. The millage rate has been advertised at a rate of
6.95 mills per $1,000 of assessed taxable value, which is
recommended by Staff.
Paralegal Matusick read Ord. 2003-0-22 into the record.
Councilwoman Lichter felt there might be a little confusion
between this budget and the Decade of Excellence. She clarified
the Decade of Excellence is a totally separate item that will be
on the November ballot as a referendum item for every citizen
that wishes to vote. Tonight they are voting on the yearly
budget and tax setting as they do every year.
Mayor Schmidt opened the public hearing.

Mayor Schmidt closed the public hearing.
Councilwoman Lichter moved to approve Ord. 2003-0-22, adoptinq
the final millaqe rate of 6.95 mills per $1,000 of assessed
taxable value, second bv Councilman Brown.
The motion CARRIED 5-0.
Paralegal Matusick read Ord. 2003-0-23 into the record.

2003-0-23.
Due to there being no comments, Mayor Schmidt opened and closed
the public hearing.
Councilman Brown moved to approve Ord. 2003-0-23, second bv
Councilwoman Rhodes.
The motion CARRIED 5-0.
ADJOURNMENT
There being no further business to discuss, Mayor Schmidt called
a ten-minute recess before the Regular Meeting.
