2015-R-12 T r RESOLUTION NO.2015-R-12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA; ADVOCATING THAT THE LEGISLATURE ALLOCATE FLORIDA WATER AND LAND CONSERVATION INCENTIVE FUNDING TO PROVIDE INFRASTRUCTURE SUPPORTING WATER QUALITY PROJECTS WITHIN THE CITY OF EDGEWATER AND VOLUSIA COUNTY; REPEALING RESOLUTIONS IN CONFLICT HEREWITH AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the quality of our springs, rivers, estuaries and ocean is critical to the health, safety and welfare of the citizens of the City of Edgewater and Volusia County. WHEREAS, the County of Volusia has an extensive surface water quality monitoring program to track and respond to changes in nutrient and other pollution levels. WHEREAS,water quality is a multi jurisdictional issue of state significance. WHEREAS, it will require the cooperation of the county, municipalities and state and federal agencies to realize measureable and sustainable improvements in water quality. WHEREAS, the citizens of Volusia County have taxed themselves .2 mills for 20 years to purchase land to conserve the County's natural biodiversity, ensure water resource protection and provide public access and educational opportunities. WHEREAS, the Volusia Forever Program has acquired approximately 38.000 acres since the beginning of the program and Volusia County, its cities and partner agencies have worked for decades to acquire and restore key conservation lands of state significance. WHEREAS, in 2014 Volusia County voters overwhelmingly passed the Florida Water and Land Conservation Initiative (Amendment Ito the Florida Constitution). WHEREAS, Amendment 1 was created to protect environmental resources and identified water resources and drinking water sources as a priority and proponents represented it • as a funding source for infrastructure to improve water quality. 2015-R-12 1 NOW, THEREFORE,be it resolved by the City Council of Edgewater, Florida: Section 1. The City Council of the City of Edgewater hereby advocates that the legislature allocate Amendment 1 funding to provide for infrastructure supporting the water quality initiatives and local priorities of Volusia County as follows: a. that implementing legislation provide a long-term commitment of funding to water quality projects targeting 1st magnitude Florida springs, Mosquito Lagoon and Indian River Lagoon and their associated tributaries; • b. that implementation of Amendment 1 recognize a balance of interests and a range of community priorities by provision for equal allocation of funding to infrastructure and land acquisition; c. that the elimination of substandard septic systems is crucial to the restoration and protection of water bodies of critical state importance, including but not limited to the Mosquito Lagoon, Indian River Lagoon, Blue Spring, the St. Johns River and the Halifax River and outstanding waters of Spruce Creek and the Tomoka River; and d. that the provision for dedicated infrastructure funding recognize the burden of major infrastructure investments on properties below the median values for comparable development in the state by allowance for a higher percentage of project funding. Section 2. Conflicting Provisions. All resolutions or parts of resolutions in conflict herewith are hereby repealed. Section 3. Severability. If any portion of this resolution is for any reason held or declared to be unconstitutional, inoperative, or void, such holding shall not affect the remaining portions of this resolution. If this resolution or any provisions thereof shall be held to be 2015-R-12 2 inapplicable to any person, property, or circumstances, such holding shall not affect its • applicability to any other person, property or circumstance. Section 4. Adoption and Effective Date. This resolution shall take effect upon adoption.
