Member Snow departed at 8:43 a.m. 3. PRESENTATION a. Jenny Stumbras,Business Services Representative for Career Source Flagler/Volusia. Ms. Stumbras made a presentation and spoke on the following: Their office being one (1) of 24 career source service entities in the state of Florida that is governed by a Legislative Act. Their primary mission is to get people back to work. She provided an overview of the two (2) services they provide; services to the job seeker, interfacing perspective employees with employers, and the business services side to educate and promote businesses. And she gave an overview of their training benefits, services available, skilled labor force services, and their website "employflorida.com". 4. APPROVAL OF MINUTES a. AR-2015-677 Regular meeting of February 4,2015 A motion was made by Board Member Wetherell, second by Board Member Berner, to approve the Minutes for February 4, 2015. CITY AND OTHER REPORTS a. City Manager Update Finance Director John McKinney gave a status report for the City Manager on the City Council's approval of Edgewater's Community Development Area (CRA) Needs Assessment, and stated the following: The Council conducted their first CRA Board meeting, at which time they confirmed the CRA Needs Assessment. Council approved the Trust Fund and all of the other CRA requirements. As the Council is assigned as the CRA Board, their meetings will be held quarterly, one (1) hour before the Council meeting(June, September&December). He also stated- The task developed during the last Comprehensive Economic Development Strategy (CEDS) meeting of adding the NSB jobs to the City's Facebook page has been completed. Staff is adding Career Source Flagler/Volusia to the City's website under the Hyperlink of "How to Find a Job" He also thanked the board for their review and input on the development of the City's new website. The board congratulated and thanked Mr. McKinney and his staff for all of their work on the new website and concurred that it is a much improved product. b. Economic Development Coordinator Update Economic Development Coordinator Samantha Bishop gave a staff report and spoke on the following: The next steps involved with the creation of Edgewater's CRA. Asked EDB members to go through and review the City's new website pages. Discussed the process and progress on updating the Comprehensive Economic Development Strategy. She was shooting for having a "draft"product ready for EDB member review by their April meeting. Discussed Team Volusia Economic Development Board's (TVEDB) upcoming Practitioner meeting and projects. She is conducting community business visits and stated that people seem very happy with Edgewater. Discussed Rails to Trails and stated that Tim Bailey, the County's Recreation Department Director said they will put Edgewater's paddling trail information and maps on their website, and they are going to put the Edgewater trails map at River Breeze Park. Stated that Volusia County is working on holding a Trail Summit towards the end ofMay. She met with Carl Watson from the Southeast Advertising Authority; they are working on adding a whole section to their website, and putting together a brochure for their October budget on sporting in Southeast Volusia. Discussed the upcoming RiverFest and selling tugboat race tickets. The upcoming EdgeFest and associated events and vendors. She was the guest speaker at Weichert Realty's last meeting where she made an Edgewater economic development presentation, with handouts; their were a lot of sign ordinance questions; and stated that Councilman Blazi accompanied her and did a fantastic job fielding their questions. Discussed the "open house"portion of the sign ordinance information on the City's new website. That the Council selected Monday, March 23, 2015, at 1:00 p.m. to hold the Edgewater Business seminar; stated she will distribute meeting information to the EDB; discussed the intent of the seminar; and encouraged EDB members to attend. c. Planning and Zoning Board Update Mr. Card spoke in regards to the March 11th Planning and Zoning(P&Z) board meeting. He stated Chairperson Ed Vopelak did not wish to be reappointed, and the Council appointed Paul Wright in his place. David Tyree was appointed in lieu of former member Agnes Witter. d. SEVCC Update Sue Williams from the Southeast Volusia Chamber of Commerce (SEVCC) stated she was glad to see someone from Career Source Flagler/Volusia (CSFV) presenting to the EDB, and that the SEVCC has always worked very closely with CSFV. She discussed: The Strength through Connections meeting coming up on Saturday in the Edgewater City HAll. City of Edgewater Page 3 Printed on 311 112 01 5 Economic Development Board Meeting Minutes March 4,2015 The UCF "Knight Bytes" Business Seminar Series, open to the public, sponsored by UCF, that was held Friday, February 20, 201 S in Edgewater City Hall, and results that have happened due to that meeting in the last two (2)weeks for some of the Edgewater businesses. Business sight visits made with Ms. Bishop and ones that are scheduled to occur. Boston Whaler partnering with New Smyrna Beach High School for interns to expedite training them to have the skilled labor. SEVCC working on bringing a job fair to the City of Edgewater. SEVCC is supporting, and will have a booth at the Edgewater Business EXPO and RiverFest. SEVCC is currently hosting a Business Boot Camp that is being held in New Smyrna Beach; topics covered at the Boot Camp; and stated that the SEVCC is looking at dates to bring a business boot camp to Edgewater. e. Volusia County Department of Econoomic Developement Update Edgewater Economic Development Coordinator Samantha Bishop gave a report for Leigh Shapely, Volusia County Economic Development Office, and spoke on: How involved Ms. Shapely is with the City of Edgewater. Her visits with the Edgewater manufacturer's business managers. Her business outreach activities. Stated that Edgewater is Ms. Shapely's assigned area. Chair Jamison asked what the purpose of the visits were, and if they were asking what skills the businesses need. Ms. Bishop replied that Ms. Shapely is reaching out to see what assistance they need, to include skills, and that the County coordinates those needed skills with CSFV. 6. CONTINUED BUSINESS a. Ecotourism Sub-Committee Report Ecotourism Subcommittee Chair Jeff Berner stated that there are very exciting things occurring in ecotourism; and spoke on: The upcoming EdgeFest and Community Paddle event. City of Edgewater Page 4 Printed on 311 112 01 5 Economic Development Board Meeting Minutes March 4,2015 Having multiple locations on the City's website, and other advertising venues where people can find out about paddling opportunities, as well as obtain information about the progress being made with Rails to Trails. The closing of the Park Avenue and Mission Road intersection on March 16, 201 S for widening the intersection in conjunction with the crossing of the trail, and that paving of the area should not be far behind the widening project. The County's resolution with property owners along Cow Creek Road to run the trail in front of their homes instead of through their backyards. Chair Jamison asked what the policy was concerning motorized vehicles on the Rails to Trails, and Mr. Berner replied that most of the trails are listed as "no motorized vehicles". She also asked if there was going to be a parking area at the bridge. Ms. Bishop replied that parking areas are only placed at Trail Heads, which for this area will be Rotary Park; stated there will be changes and additions to Rotary Park that are handled by Leisure Services; the Trail Head parking at Rotary Park will actually be the site where three (3) trails intersect; and that she could have Jack Corder, the Leisure Services Director come in to provide an overview to the board of the changes and amenities for Rotary Park. 7. On March 12, 2015 at 5:30 p.m., at the Edgewater/New Smyrna Beach DSC campus the selection committee will be holding an open forum for people in the area to come in to speak. He encouraged board attendance, so they can let the selection committee know what type of person they would like to see as the nextpresident of the college. Vice Chair Barnett stated that she was very excited to see all that was going on in the area. 9.
