3. APPROVAL OF MINUTES: Regular meeting of April 2, 2014
Marcia Barnett moved to approve the minutes of the regular meeting of
April 2, 2014, second by Chip Selman.
MOTION CARRIED 6-0
4. CITY AND OTHER REPORTS:
A. Presentation - Keith A. Norden, CecD, President and CEO,
Team Volusia Economic Development Corporation.
Mr. Norden presented a powerpoint about Team Volusia and how
they support business growth and recruit new business .

B. City Manager Update
City Manager Barlow thanked Mr. Norden for his presentation. He
informed the Board that Council approved the Local Agency Program
Agreement between the City and the Florida Department of
Transportation to facilitate the design services necessary for the
Flagler Avenue Sidewalk Project from 12th Street to Park Avenue .
This will help to promote tourism as well as walkability between
businesses .
He also stated that the City has seen an increase in residential
development interest and has also generated more residential
permits than in the past.
C. Economic Development/Events Coordinator Update
Janet Shira reported on the following:
• The ground breaking ceremony for the new Dunkin Donuts
• Retail Strategies and the ICSC Expo in Las Vegas
• Approval of the Finding of Necessity for a CRA by City
Council at their May 5th meeting
• The tax abatement referendum
• Revamping of the City' s website
5. CONTINUED BUSINESS:
A. Ecotourism Sub-Committee Report
Mr. Berner reported on the following:
• Pedestrian bridge at 442
• The subcommittee compiled a list of groups that could
participate in ecotour activities
• CEDS issues pertaining to ecotourism
• Pedestrian and Bicycle Master Plan
• Group paddle held on April 23, 2014

B. Action Item 1 .2 : 1 .2 . 7 - Develop a specific plan to guide the
City in its efforts to recruit the targeted industries and
related businesses as identified in Objective 1 . 1
Ms . Jamison distributed a proposed plan to recruit target
industries to the Board for review and comment. There was
discussion in regards to the city website . There was also
discussion about the Retail Strategies Report and the need
for value added jobs .
