1. CALL TO ORDER
Mayor Ignasiak called the meeting to order.
2. DISCUSSION OF THE COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY
(CEDS)FIVE-YEAR REVIEW AND UPDATE
City Manager Barlow made opening remarks; provided a brief back ground on the original
development of the Comprehensive Economic Development Strategy (CEDS); and discussed the
objective of the joint meeting was for the City Council, Economic Development Board, Planning &
Zoning Board, and staff to conduct a Five-Year review and update of the Comprehensive Economic
Development Strategy(CEDS).
City Manager Barlow introduced Economic Development Coordinator Samantha Bishop to make a
staff presentation on CEDS accomplishments.
City Manager Barlow apologized for not conducting introductions at the beginning of the meeting;
had everyone introduce themselves by name, title and what their relationship is to Edgewater
economic development; and discussed the talent and long term experience of the members in
attendance.
The City Council, Economic Development and Planning & Zoning Boards, and staff discussed where
the City is in relation to CEDS goals; reviewed goals to see if there were any that needed to be
amended,- and conducted a brainstorming session to develop ideas for new goals.
Some ideas that were mentioned included:
• Discuss coordinating a job fair with the Chamber of Commerce and local businesses for June
2015
• Include 12 18 months steps and goals in the new 5 year CEDS plan
• Include coordination with the BIZHub with the Edgewater Expo,Inc.
• Look into having the City of Edgewater Facebook page to "Like"the NSBJobs Facebook page
for area jobs availability
• Assess Transportation needs and services including rail, water, air and highway and public
transportation services for residents
• Recognize that there is a very low inventory of affordable housing that is nice in the area.

• The need for upper scale housing and nice apartments
• Attend the March 7 Southeast Volusia Transportation Summit
• Under the Communications Goal, inquire with Verizon for better signal in the southern area of
the City
Some ideas for new Goals included-
Technology Infrastructure for Communications
• Natural gas
• Reclaimed water county needs to add infrastructure
• Consider Incorporating Project Goals from Council members
• Work on a plan to focus on annexing enclaves (which is in the comprehensive plan)and relay
to residents that the taxes are more competitive
• Look at Comprehensive Land Use and Zoning especially in the CRA district for future
redevelopment
• Consider Design Standards for CRA District and SR 442, so that the City is ready for the influx
of land development and redevelopment.
These ideas will be vetted by the Economic Development Board who will come back to the Council
with a new S year CEDS plan for approval.
