2. PRESENTATION-RETAIL STRATEGIES
City Manager Barlow made a staff presentation and discussed: the partnership agreement entered
into with Retail Strategies, and member groups of that partnership; the mission agreed to, that Retail
Strategies would go out and promote Edgewater in the retail market; the meeting was requested by
staff for Retail Strategies to provide a progress report of what their findings are concerning
Edgewater; and what they see for Edgewater and Retail Strategies going into the future, of the last
year, of their three (3)year contract.
Retail Strategies Executive Vice President Wade Robinett introduced his staff in attendance at the
meeting, and made a presentation. During his presentation he discussed.- Retail Strategies purpose
and goal being to make retail growth happen in Edgewater; the growth of Retail Strategies, number
of clients that each team member represents, team members supporting Edgewater, their duties, and
their years of experience; the importance of peer analysis; incentives and incentive packages; the
steps to expansion and the importance of having a three (3) year contract with Retail Strategies; the
retail recruitment process, and the process taking anywhere from 18-36 months; Retail Strategies
deliverables to date; reaching out to over 200 retailers about Edgewater; one (1) in four (4) jobs in
the United States are retail related,- the difficulty in lending in the banking industry, and it's effect on
expansion; Florida and fast casual restaurants; the need for community involvement, spending
dollars in the City's local market, and the effect on the City's retail growth; the importance of the
Deering Park project, and big box clients not being in the picture for Edgewater as of yet.
After the presentation, the Council and staff discussed.- looking into using Ecotourism as a good
target base for retail recruitment; engaging retailers for the 195 and SR442 area, and what is on the

horizon; Edgewater lacking in good restaurants, both small business, and chain restaurants; 70% of
Retail Strategies efforts being in the restaurant market; Retail Strategies needing to be familiar with
both Edgewater's capital improvement plan as it relates to downtown Edgewater, and the Community
Redevelopment Area (CRA), especially along the US] corridor; the number of cities that each of the
Retail Strategies managers represents, team representation, reaching out to retailers, and making
sure Retail Strategies is pushing Edgewater to perspective clients; going through the numbers to see
which City a retailers requirements fits in to; the 20 mile local area exclusivity portion of the City's
contract with Retail Strategies; 195 and SR442, and large box retailers, which are major market
movers, waiting to see what happens with future residential projects; restaurants and 195; retailers
that are opening in New Smyrna Beach and Port Orange are quality retailers that will have to
continue to grow and expand,- retailers development strategy and identifying the highest traffic
corridor; big box retailer's considering a City's demographics, and having people in place first,
before expanding their operations to that location; trying to attract businesses to Edgewater, the
difference in the recruitment target areas between Retail Strategies and Team Volusia Economic
Development Corporation (TVEDC), and the importance to Edgewater's economic development to
have both; Retail Strategies facts and snapshots pertaining to Edgewater, and what the City has done
to make improvements; how the City's improvements help stimulate economic growth; Retail
Strategies putting Edgewater on retailers radar, and balancing economic growth initiatives;
Southeast Volusia being one community; the City's parks improvements having a positive impact on
retailers and franchisees when they are choosing a site; making infrastructure and amenity
improvements to the community; what the Council and the Community can do to assist in bringing
more retailers to Edgewater; perspective retailers who are planning to conduct a drive through visit,
not wanting to meet with community leaders, but wanting that first impression to be of what is
actually already there in the community, and the importance of a City making improvements to their
infrastructure, amenities, and aesthetics; opportunities in Edgewater for chain restaurants and
people being willing to drive to a community; Retail Strategies providing void analysis to retailers to
demonstrate a synergy and to draw for the area; data and the science that retailers use to know
ahead of time what it takes to be successful in an area; economic growth moving towards Edgewater,
getting everything in Edgewater ready, and helping to manage the areas future growth; reviewing
past reports from Retail Strategies and patterns emerging; difficulty in obtaining bank loans, and
availability of money so small businesses can expand,- parent organizations trying to figure out how
francisees can obtain financing to enable them to expand,- population and traffic counts, adding more
rooftops, and trends that may impact economic development; the digital platforms affect on brick and
mortar retailers, and the trend for businesses to do both; pending legislation on taxing digital sales
still being vetted out; and whether or not the City is currently at a disadvantage due to zoning, and
lot sizes, as it relates to perspective businesses looking for certain lot sizes for their expansion plans.
Mr. Robinett, stated the City is not at a disadvantage; Retail Strategies would let the City know f
they saw a deal that was teetering because of something that could be corrected through a variance;
and stated that they will be very proactive in letting the City know.
City Manager Barlow thanked the Council; discussed upcoming City attribute workshops, and how
Retail Strategies initiatives tie in; being competitive in today's market; keeping a finger on the pulse
of economic development; the City being both attractive and competitive with their fees and taxes;
Retail Strategies not being in competition with what the City does with TVEDC; and the City needing
all venues and support industries to obtain economic growth in Edgewater.

Councilman Blazi discussed Retail Strategies communicating, and working with the Southeast
Volusia Chamber, Planning & Zoning board, and Economic Development board,- and identifying,
and focusing energy on the City's strengths.

There being no further business to discuss, Mayor Ignasiak adjourned the meeting at 5:17 p.m.

Budget Workshop

2. PRESENTATION-CAPITAL OUTLAY
City Manager Barlow stated that the goal of the budget workshop was to obtain guidance from the
Council on prioritizing capital outlay projects discussed during previous meetings.
Finance Director John McKinney gave a staff presentation on capital outlay projects for Council
review, consideration, and prioritization.
During the presentation Council and staff discussed capital outlay projects in the General, Internal
Service, and Enterprise funds; and under construction projects they discussed Building, Parks and
Streets.
After discussion, the Council concurred to following:
Projects that are most Favorable & Supported:
• Whistle Stop Park Renovations -$2,500,000(debt)
•Gateway Park Development- $200,000(general fund)
•Rotary Park Pavilions- $110,000($92,000 CDBG& $18,000 general fund)
•Entry Way Signage- $75,000(general fund)
• Ridgewood & S.R. 442 Irrigation and Landscape - $650,000($500,000 FDOT, $75,000 general
fund& $75,000 water/sewer fund)
•Flagler Sidewalk Extension- $370,000($333,000 TPO/LAP& $37,000 general fund)
•YMCA Renovations -$50,000(general fund)
•Turgot Ave. Turn Lane -$250,000($125,000 TPO& $62,500 general fund)
•ParkTowne Blvd. Road Extension- $250,000(road impact fees)
