CALL TO ORDER The City of Edgewater hosted a Southeast Volusia Technical Training Committee meeting to discuss bringing a technical training program to the Daytona State College, South Campus; and to discuss with local manufacturing companies, the skill sets needed to be taught as a part of a manufacturing technical training program. The meeting was called to order at 08:00 a.m. Those in attendance were from: the City of Edgewater; New Smyrna Beach; Volusia County Council; Daytona State College; Career Source Volusia/Flagler County; and local area businesses. Their attendance and contact information is documented on the attached list. 2. DISCUSSION Edgewater City Manager Tracey Barlow conducted introductions; thanked everyone for attending; stated some of the topics he would like to see discussed by the group are: the possibility of establishing a manufacturing, technical skills training program, to be taught at Daytona State College, South; identifying the needed skill sets for training; identifying any limitations to courses being taught at DSC, South; and to explore ways to overcome those limitations. Mr. Barlow introduced Edgewater's Economic Development Coordinator Samantha Bishop to facilitate the meeting. Mrs. Bishop stated that the first part of the meeting would be a brainstorming session, with DSC and manufacturing representatives to identify: workforce technical skills needed for entry level employees; resources needed to teach those courses; and what support would be needed from the community. During the brainstorming session the committee discussed.- Entry level skills sets; the training needed by individuals applying for work in the manufacturing industry; and training designed for current manufacturing employees, as: sheet metal; CNC operations; a specialized AutoCAD course based on manufacturing and civil engineering, not residential; how to read blueprints; shop practices; precision measuring, and quality; shop safety classes; EPA training; basic skills, such as how to use a tape measurer, and showing up for work on time; understanding how to use basic tools; fiberglass finishing; basic electrical courses; and basic welding. City of Edgewater Page 1 Printed on 712 312 01 5 Technical Training Committee Meeting Minutes July 7,2015 Resources and Support: Instructors teaching at business locations; the biggest commitment to conducting courses being time by those involved in teaching and by those attending courses; customized training; funding resources available from various sources, like Career Source Volusia/Flagler County; identifying commonalities needed by the manufacturing industry for individuals graduating from high school to transition to employment; DSC's current Certified Production Technician (CPT) course, and customizing CPT modules to accommodate local manufacturer's needs; the difficult tasks of filling certain career paths; needing to identify ways to attract high school students; continuing workforce classes; organizing a focus group to identify critical training needs; needing an industrial type of space for training certain modules; the need to expand the facilities at DSC, South; the need for instructors to teach the manufacturing modules; prior and current, area education demographics; transportation needs for attending classes outside of Southeast Volusia County; the need to partner with local businesses for space and lab facilities for the non-academic portion of training (hands on); thinking outside the box when scheduling class times and days; being ahead of the curve in regards to training a better skilled workforce; struggling to find good entry level employees and partnering with high schools, like New Smyrna Beach HS; adding a training center to DSC, South; when to encourage, motivate, and identify high school students for a career in manufacturing; the history of career academies, high student demand, exclusivity, and kids not in career academies still being interested in a field of training; partnering with local manufacturers to use their equipment for labs, such as CNC operators; on the job training, job shadowing, internships, and various Career Source Volusia/Flagler funding resources; 60% of hurdles being out of the way if the committee can identify the space to conduct the lab training modules, and the subject matter experts, with industry credibility to teach the customized courses; marketing and getting people to attend training courses; making it work, and reasons to offer various course times and days to maximize attendance; having more variety to course schedules correlates to a need for additional instructors; needing to know the student base to focus on when developing the first customized CPT program of instruction and schedule; looking at similarity of needs between aircraft manufacturing, auto repair and finishing, and composite construction and repair; students not feeling like their career paths are limited,- employers providing part time jobs, or job sharing to provide industry exposure to students; customizing the CPT model to create a course that covers the similarities in industry sector knowledge classes, before attending their specific industry lab, then followed by an internship; developing an assessment course to try and peak high school student interest in the manufacturing career field marketing the course as a "manufacturing course" instead of a CPT course, so perspective students can easily identify with the course; making sure the training focuses on both new, and current employees who may want to switch to a career in manufacturing; ways to promote the program; needing sponsorships, especially with the first few courses; exploring what a new facility and course structure at DSC, South would look like to accommodate both current and future needs; and partnering with the Volusia Manufacturing Association (VMA) to showcase manufacturing, and Southeast Volusia County. Resources: •Daytona State College (DSC), South Campus for the academic portion of training •City Manager Barlow pledged the use of the Council chambers for classes •DSC CPT course, and the ability to customize modules •NSB High School staff to gain perspective on student strengths, weaknesses, and training needs •Career Source Volusia/Flagler funding sources • Volusia Manufacturing Association (VMA) City of Edgewater Page 2 Printed on 712 312 01 5 Technical Training Committee Meeting Minutes July 7,2015 Next Step: The committee concurred that Edgewater Economic Development/Redevelopment Coordinator Samantha Bishop would work with New Smyrna Beach, CRA/Economic Development Director Tony Otte, and Daytona State College, Center for Business & Industry Director Frank Mercer to: obtain feedback from NSB HS guidance counselors when developing the course of instruction; investigate needed and available lab resources; liaison and collaborate with manufacturers to determine what the specialized course would look like; what resources local manufacturers can provide; and then schedule a follow-up In progress Review (IPR) meeting before the end of the calendar year, to review project status and implementation plans. 3.
