1. CALL TO ORDER,ROLL CALL

Also Present- City Manager Tracey Barlow, and Deputy City Clerk Mitch Honaker
2. PRESENTATION-CAPITAL OUTLAY
City Manager Barlow stated that the goal of the budget workshop was to obtain guidance from the
Council on prioritizing capital outlay projects discussed during previous meetings.
Finance Director John McKinney gave a staff presentation on capital outlay projects for Council
review, consideration, and prioritization.
During the presentation Council and staff discussed capital outlay projects in the General, Internal
Service, and Enterprise funds; and under construction projects they discussed Building, Parks and
Streets.
After discussion, the Council concurred to following:
Projects that are most Favorable & Supported:
• Whistle Stop Park Renovations -$2,500,000(debt)
•Gateway Park Development- $200,000(general fund)
•Rotary Park Pavilions- $110,000($92,000 CDBG& $18,000 general fund)
•Entry Way Signage- $75,000(general fund)
• Ridgewood & S.R. 442 Irrigation and Landscape - $650,000($500,000 FDOT, $75,000 general
fund& $75,000 water/sewer fund)
•Flagler Sidewalk Extension- $370,000($333,000 TPO/LAP& $37,000 general fund)
•YMCA Renovations -$50,000(general fund)
•Turgot Ave. Turn Lane -$250,000($125,000 TPO& $62,500 general fund)
•ParkTowne Blvd. Road Extension- $250,000(road impact fees)

•City Hall Roof Repairs -$50,000(general fund)
•Road Resurfacing-$400,000($200,000 LOGT& $200,000 general fund)
•Trail from Dale Street to 10th Street-$755,000($679,500 grant& $75,500 general fund)
*Acquisition of 20 acre parcel next to Boston Whaler for Public Boat Facility - $2,000,000(only
acquisition with the$LOOK match)($1,900,000 grants & $100,000 general fund)
Projects that are least Favorable, but Supported:
•Acquisition of old Coronado Horse Farm for Future City Hall location -$2,000,000(debt)
•YMCA Pool Expansion -$2,500,000($1,000,000 grant& $250,000 general fund)
Projects that are not supported at this time:
- Development of 20 acre parcel next to Boston Whaler - $2,000,000($1,000,000 grants &
$1,000,000 debt)
-Mango Tree Lake Park Development-$1,500,000(grants)
-Park Ave Utility Relocation -$1,000,000(general fund)
