CITY COUNCIL-MOCK EMERGENCY MEETING
1. CALL TO ORDER,ROLL CALL,PLEDGE OF ALLEGIANCE,INVOCATION
Mayor Thomas called the special "Mock Emergency"meeting to order at 6:00 p.m.

Also Present - City Manager Tracey Barlow, City Clerk Bonnie Wenzel, and City Attorney Aaron
Wolfe
2. SITUATION REPORT
Mayor Thomas stated that he understood that a tornado went through Edgewater and asked for an
injury report.
City Manager Barlow stated that Fire Chief Steve Cousins would walk Council and staff through a
situation report on the scenario; that they would also walk through and review Chapter 8 of the
City's code of ordinances, which covers Emergency Management, and declaring a state of
emergency; the scenario being used for the mock event is a tornado that has gone through Edgewater
at 1:06p.m. on April 14, 2014; and that Council and staff would walk through the rules and
authorities of what would occur in response to a real emergency situation.
Council and staff reviewed Chapter 8 of the City's code of ordinances, discussing rules and
procedures and how they change during an emergency situation; needing to declare a state of
emergency before it happens, and the process in the absence of a quorum; reviewed some of the other
details in Chapter 8, and resolutions that are declared during an emergency; staff roles during an
emergency; the City implementing emergency management procedures so they can more effectively,
and quickly respond and address emergency situations; and discussed future recommendations for
changes to Chapter 8.

Council and staff discussed Council members calling in by phone to achieve a quorum for an
emergency situation; and City Attorney Wolfe replied he would have to research the question and get
back to Council.
Fire Chief Cousins gave a staff presentation on a mock emergency situation of a tornado passing
through Edgewater at 1:06 p.m, on April 14, 2014.
3. PROCLAMATIONS
City Manager Barlow stated that the next step would be for the City Manger to recommend the City
Council declare a local state of emergency for the City of Edgewater by proclamation.
Council and staff discussed the importance of communications during emergency situations; what
staff would man the Emergency Operations Center (EOC); damage assessment activities; the
importance of declaring a state of emergency to be eligible for State and Federal reimbursement
funds; the role of the Citizen Information Center (CIC); and the importance of, and reasons to keep
the CIC and the City's EOC set up as separate operating centers.
City Manager Barlow recommended the City Council declare a local state of emergency for the City
of Edgewater by proclamation.
Councilman Gene Emter moved to declare a State of Emergency in the City of Edgewater, second by
Councilman Mike Ignasiak. The MOTION was APPROVED by the following vote:

4. PUBLIC HEARINGS,ORDINANCES AND RESOLUTIONS
a. Resolution No. B: Police Chief Dave Arcieri
Chief Arcieri gave a staff presentation on the importance of a curfew during a state of emergency.
Council and staff reviewed and discussed curfew operations and policy; and the need to establish a
curfew by resolution.
b. Resolution No. E: Environmental Services Director Brenda Dewees
Environmental Services Director Brenda Dewees gave a staff presentation on damages to both
residential neighborhoods, and to the City's infrastructure by the tornado; and water restrictions
during emergency operations.
Council and staff discussed reasons for water restrictions; the importance of restricting the use of
water in Edgewater's utility use area during a state of emergency; enforcement of water restrictions;
and reasons to issue a boil water notice, notification procedures, and lifting a boil water notice.

e. Resolution No. H:Finance Director John McKinney
Finance Director John McKinney gave a staff presentation on authorizing emergency purchasing
and procurement procedures.
Council and staff discussed reasons to implement emergency purchasing and procurement
procedures, such as quickly getting signage out on the streets, and not slowing down support
operations by having to go through the bidding process; and that accounting to Council for
expenditures is accomplished after the purchase.
c. Resolution No.F: Development Services Director Darren Lear
Chief Building Official Dennis Fischer gave a staff presentation on suspending the permitting
process during a state of emergency.
d. Resolution No. L Development services Director Darren Lear
Council and staff discussed temporary housing for displaced residents during a state of emergency.
Council and staff discussed the functions and duties of departments and staff during a state of
emergency; 25 staff members from the City of Edgewater attending an Emergency Operations
training course; and Edgewater being prepared for when, not if, a State of Emergency occurs.
5. ADJOURN
There being no further business to discuss, Mayor Thomas adjourned the meeting at 6:59 p.m.
