A RESOLUTION OF INTENT OF THE CITY COUNCIL OF
THE CITY OF EDGEW ATER, FLORIDA; AUTHORIZING
SUBMISSION OF A PONCE DE LEON INLET AND PORT
DISTRICT JOINT P ARTICIP ATION PROGRAM!DREDGING
ASSISTANCE PROGRAM GRANT APPLICATION TO THE
COUNTY OF VOLUSIA; ASSURING DEDICATION AND
AVAILABILITY OF THE REQIDRED) MATCHING FUNDS;
AUTHORIZING EXECUTION OF THE GRANT
APPLICATION AND AWARD DOCUMENTS; PROVIDING
FOR TRANSMITTAL OF THE GRANT APPLICATION AND
CERTIFICATION TO THE PONCE DE LEON INLET AND
PORT DISTRICT; PROVIDING FOR CONFLICTING
PROVISIONS, SEVERABILITY AND APPLICABILITY; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Edgewater, Florida, has made the following
determinations:
1. The George R. Kennedy Memorial Park is a 2.70 acre recreational facility and is
located at 103 North Riverside Drive, Edgewater, Florida.
2. The City ofEdgewater wishes to continue development of Kennedy Park and initiate
the Phase III improvements.
3. City Council and Staff have reviewed the Joint Participation Program (JJP) and
Dredging Assistance Program (DAP) Grant Application and Staff recommends submission of the
application.
NOW, THEREFORE, be it resolved by the City Council ofthe City of Edge water, Florida:
Section 1.
Authorization.
The City Council hereby authorizes submission of the
Ponce de Leon Inlet and Port District Joint Participation Program and Dredging Assistance Program
Grant Application to the V olusia County's Ponce de Leon Inlet and Port District Department, which

is attached hereto and incorporated as Exhibit "A".
Section 2. The Project for which the Grant is requested, will be known as Kennedy Park,
Phase III.
Section 3.
The total cost ofthe Project is estimated to be two hundred twenty thousand
three hundred thirty and no/lOO dollars ($220,330.00).
Section 4. The City of Edge water is hereby requesting a grant of fifty percent (50%) for
an amount of one hundred ten thousand one hundred sixty-five and no/lOO dollars ($110,165.00).
Section 5.
The City hereby assures dedication and availability of the matching funds in
an amount of one hundred ten thousand one hundred sixty-five and no/lOO dollars ($110,165.00)
within ninety (90) days of the Grant Award Funding Notification.
Section 6. The City Council hereby authorizes the Mayor or City Manager to enter into
and execute all documents relating to the grant application and award.
Section 7. City Council hereby acknowledges that the City is fiscally and legally
responsible to satisfactorily develop, operate and maintain the project.
Section 8. Authorization for Transmittal. City Council hereby designates the City
Clerk to transmit a Certified copy ofthis Resolution and the original Grant Application with ten (10)
additional copies to the County of Vol usia's, Ponce de Leon Inlet and Port District Department.
Section 9. Conflicting Provisions. All resolutions or parts of resolutions in conflict
herewith be and same are hereby repealed.
Section 10. Severability and Applicability.
If any portion of this resolution is for
any reason held or declared to be unconstitutional, inoperative, or void, such holding shall not affect
the remaining portions of this resolution. If this resolution or any provisions thereof shall be held

to be inapplicable to any person, property, or circumstances, such holding shall not affect its
applicability to any other person, property, or circumstance.
Section 11. Adoption and Effective Date. This resolution shall take effect on
January 26, 2004.

Tile City is experiencing an increase in public utilization of thelaunchirig
facilities. The additional usage is causing recurrent washouts, creating
sedimentation deposits and sandbanks. These areas become hazardous to crafts
due to lower water depths. . I I
The boating community includes local, county and some regional viSitors. They
capitalize on the facility for recreation, pleasure, sports fishing and
professional fishing guides.

The City of Edgewater owns, operates and is responsible for the long-term
maintenance of the facility through it's Leisure Services Department. The
funding sources come from the Leisure Services budget as part of the City's
General Fund.
6. Briefly describe any economic benefits related to the project and how this project
compliments and/or duplicates other existing efforts/projects.
The gredging will ensure safer publieaccess to and from the boat docks, ramps,
and the Channel. Removal includes approximately 500 feet in length, 65 feet in
wi~th and 6 feet in depth. An existing 90 acre spoil site, less than two miles
from the Park, is where disposal will occur.
The public purchases gas, bait, tackle, food and other supplies locally. There
are no other boat dock or ramp facilities owned by the City.
The Public Safety boat house and dock areas also serve the public by saving
time and expense for boater and public emergency related needs.
