3. APPROVAL OF MINUTES

A motion was made by Mr. Selman, second by Ms. Snow, to approve the minutes of
October 7,2015. The MOTION was APPROVED by the following vote:

6. REPORTS
a. Planning and Zoning
Planning and Zoning board member Paul Wright stated he had no report to make.
b. SEVCC
Edgewater's Economic Development/Redevelopment Coordinator, Samantha Bishop, provided the
SEVCC report, and stated: the SEVCC has just finished their elections, with one of their goals to
equal out SEVCC board representation across the Southeast Volusia area, and she is proud to
announce that Rebecca Cruz from Boston Whaler has been elected to the SEVCC board.
The SEVCC continues to work with Tony Otte, from New Smyrna Beach, and Edgewater, on
developing a manufacturing technical training academy for the Southeast Volusia area; they are
working with the NSB High School on academy showcases, have asked them to change the showcases

to be more like a career day, stating that today's students, are today's employees, and discussed what
motivates and inspires students/new hires; and discussed the SEVCC Annual Installation Dinner and
Awards Banquet, being held on November 18, 2015, at the Sugar Mill Country Club.
c. City Manager/Economic Development/Redevelopment Coordinator
Ms. Bishop provided the City Manager's report, and stated: next City Council meeting is scheduled
for November 16, 2015, one of the things they have been working on is a City Resolution,
recommending that Volusia County amend their Charter, to eliminate the Volusia Growth
Management Commission (VGMC), she discussed the history of the VGMC, the VGMC being the
only one still in existence out of all of the 67 Counties in Florida, and reasons to do away with the
VGMC. She also discussed Edgewater's Charter Review Committee, and their next meeting being
scheduled for November 14, 2015; and some of staffs Charter changes that were approved by the
City Council, to be recommended for CRC review and consideration.
Ms. Bishop made an economic development report, and discussed. details of the East Coast Rail
Trail ribbon cutting and Community bike ride, which is scheduled for Saturday, November 7, 2015,
at 10:00 a.m.; and details of the upcoming Economic Development/Business Summit, being held on
Saturday, November 14, 2015,from 8:00 until noon.
EDB members, and Ms. Bishop discussed. the availability of bike helmets, and safety; Councilman
Conroy coordinating with the TPO to donate bike helmets; Finance Director John McKinney
coordinating to have additional helmets donated; Trunk or Treat; the Community bike ride, and who
was planning on participating; businesses that have agreed to set up along the trail, and at the Trail
Head; safety plans at the intersection of the Rail Trail and Old Mission Road, both for the event, and
once Edgewater accepts responsibility from the County for trail maintenance; and parking issues at
Park Avenue and Old Mission Road.
7. CONTINUED BUSINESS
Vice Chair Barnett discussed: her previous conversation with EDB members concerning developers
and builders not being happy with coming into Edgewater; a meeting she had with City Manager
Barlow to discuss the issue; the City going through the process of updating their development
process flowchart; staff getting with developers and builders to see how the process looks from their
point of view; getting their input on what the process would look like if it were better; and getting
their suggestions for resolving the problem.
8. NEW BUSINESS -None at this time.
9. BOARD REPORTS
Member Snow requested everyone to put Saturday, March 19, 2016 on their calendars, as the next
Riverfest Expo.
EDB members discussed. Riverfest Expo vendor locations/placement, and some of the event details;
the new owner of Chaps restaurant investing in, and annexing into Edgewater; his intent to make the
restaurant a destination; the owner also purchasing property next door to Chaps, to possibly develop
a Holiday Inn Express; and that he is also working on a 40 acre site along the river.
