Motion by Mr. McIntosh, second by Mr. Kennedy, to approve the minutes of the regular
meeting of August 12,2015.The MOTION was APPROVED by the following vote:

a. AN-1503 Charlie Faulkner, applicant, requesting annexation of .60f acres of land located
east of U.S. Highway 1 and west of Edgewater Landings.
Chairman Card opened the public hearing. Mr. Barlow provided background information and staffs
recommendation.

Linda Walsh- 731 Navigators Way, spoke in regards to the request.

Motion by Mr. Wright, Second by Mr. McIntosh, to send a favorable recommendation to
City Council to annex .60t acres of land located east of U.S. Highway 1 and west of
Edgewater Landings.

b. CPA-1504 Charlie Faulkner, applicant, requesting an amendment to the Comprehensive
Plan Future Land Use Map (FLUM) to designate property located east of U.S.
Highway 1 and west of Edgewater Landings as High Density Residential with
Conservation Overlay
Chairman Card opened the public hearing. Mr. Barlow provided background information and staffs
recommendation.
Charlie Faulkner - 139 Palmetto Ave., Flagler Beach, applicant, spoke in regards to the request and
offered to answer any questions from the Board.
Virginia Herrick-301 Portside Lane, spoke against the request.
Carol Braverman-507 Sea Anchor Circle, spoke against the request.
Linda Walsh- 731 Navigators Way, spoke against the request.
Bob Davenport- 602 Mooring Lane, spoke against the request.
Motion by Mr. McIntosh, second by Mr. Kennedy, to send a favorable recommendation
to City Council for the amendment to the Comprehensive Plan Future Land Use Map to

Motion by Mr. Kennedy, Second by Mr. McIntosh to send a favorable recommendation to
City Council for the amendment to the Official Zoning Map to include property located
east of U.S. Highway 1 and west of Edgewater Landing as R-5(Multi-Family Residential).

There was discussion between Mr. Barlow and the Board members regarding the difference between
Medium Density Residential and High Density Residential.

Mary Hood-410 Schooner Ave., spoke against the request.
Barbara Root-304 Portside Lane, spoke against the request.
Nancy Mallory-828 Navigators Way, spoke against the request.
Mary Conseza-508 Topside Circle, spoke against the request.
Motion by Mr. Andrejkovics, Second by Mr. McIntosh, to send a favorable
recommendation to City Council for the amendment to the Comprehensive Plan Future
Land Use Map to designate 13t acres of property located cast of U.S. Highway 1 and west
of Edgewater Landing as High Density Residential with Conservation Overlay. The
MOTION was APPROVED by the following vote:

City Manager Barlow reported on the following:
The increase in residential building activity.

East Central Florida Rail Trail
The Southeast Volusia Economic Development Summit scheduled for November 14, 2015.

Mr. Wright spoke in regards to the September Economic Development Board meeting.
