CALL TO ORDER,ROLL CALL,PLEDGE OF ALLEGIANCE,INVOCATION Mayor Ignasiak called the meeting to order at 6:00 p.m. Present: 5- City Clerk Bonnie Brown,City Manager Tracey Barlow,Councilman Dan Blazi,Mayor Mike Ignasiak,and Councilwoman Christine Power Excused: 3- City Attorney Aaron Wolfe,Councilman Gary Conroy,and Councilwoman Gigi Bennington 2. PRESENTATIONS City Manager Barlow made a staff report, and discussed.- the purpose of the Whistle Stop Workshop being to discuss conceptual plans of the major renovations, before going to the ballot for residents to vote; the process, or steps, the meeting will follow; amenities to be considered as part of the renovation, however, looking at the flow, and theme of the renovations, but not getting into the weeds; and recommended Council to charge the Recreational and Cultural Services board with working on the renovation details, and developing a draft plan to bring back to Council. He also stated that other topics covered during the workshop would be: amenities that will stay in place; timelines, and steps taken during each phase; the bond, and projected maximum renovation costs; and what the costs would look like on a tax bill for the average household. a. AR-2015-125 Whistle Stop Park Redevelopment 2 Shailesh K Patel, Dredging & Marine Consultants, LLC, made a presentation, and stated they would discuss renovation concepts and options; and the City's resident survey, and resident's top five (5) renovation choices. Mr. Patel stated that the resident's top five choices were: an all-inclusive playground, with shade; improved restrooms; a family style splash park; new pavilions capable of hosting things like birthday parties; and walking trails. He discussed: amenity options, and possible placement of each of the amenities; parents wanting to maintain visibility of their children at all times; roads, parking requirements, stormwater requirements, and use of green space for parking; adding a dog park to the design plans; estimated costs of each option; park lighting options; additional parking (using more pavement), and the effect on costs; and design options, and possibly doing the renovations in phases. City of Edgewater Page I Printed on 111312015 City Council Meeting Minutes October 26, 2015 Council, staff, and Mr. Patel discussed. hybrid options of all the models; options to adding the dog park; traffic calming devices; traffic difficulties during school hours, and traffic planning/management; pavilion options at the retention pond area, and possible uses; location for the proposed splash park and dog park; senior citizen/adult exercise and fitness area options; options for keeping the open space for family use; shade trees and their affect on park use; racquet ball, tennis courts, and security lighting; turf options for the dog park; options and costs comparisons; switching the locations for the dog park and skate park; keeping the skate park location near the center of the park; a larger pavilion; a senior fitness area north of the tennis courts; using option number four, with a dog park added to it; sidewalk route options; and parking options, and the walking trail. Leisure Services Director, Jack Corder made a staff presentation. During his presentation, Council and staff discussed: various playground designs, equipment options, and costs; themes, such as keeping the playground as a natural design; using calming color schemes, and parents being able to easily spot their children; using the expertise of the Recreation and Cultural Services Board to make aesthetic design decisions, and Council sticking to the overall theme; the park theme being the guiding principle for what the park will look like; reasons not to rename Whistle Stop park; possibly designing the park theme around the Whistle Stop park name; and taking into consideration Florida's weather conditions, and using practical colors. After discussion, the Council concurred not to rename Whistle Stop park. Council and staff discussed: the parks entire theme being designed around the "Whistle Stop" name; types of playground surfaces, National standards, maintenance, and costs; splash park surface options, water bourne diseases, safety/risks, and using concrete with an acrylic surface; not charging for using the splash park; splash pad options; fencing options; developing a fenced hybrid children play ground area/splash pad,- concurring to use a solid surface for the splash pad,- and the positive aspects of having two (2) separate, but adjacent splash pads, with one being fenced in, and just for younger children. Councilwoman Power departed at 7:06 p.m. Walt Zakaluzny, 3022 Silver Palm Drive voiced concerns about the planned skate park being right next to the children area, older kids setting a bad example for children, and safety issues. The Council, and staff discussed the positive influences on kids behavior when a skate park is located close to areas with families and adults. City Manager Barlow distributed, reviewed, and discussed, a projected Whistle Stop Park renovation project timeline. Councilwoman Power rejoined the workshop at 7:14 p.m. Finance Director John McKinney discussed: the issuance of a three (3) million dollar general obligation (GO) bond, with an issuance date of June or July 2017; front ending costs, which would be reimbursed by the GO bond; based on what he believes to be the highest interest rate, a three (3) City of Edgewater Page 2 Printed on 111312015 City Council Meeting Minutes October 26, 2015 million dollar loan would be roughly a $200,000 annual debt service; that would translate to a .302 millage rate for home owners; using a homeowner with a home valued at $150,000, with a $50,000 exemption, that would bring the homeowners annual GO bond costs to somewhere around $28 to $29 a year; if the City were to go to the extreme high end of a $3.5 million dollar GO bond, the annual costs per household would be $32.21, for 25 years; and the City Manager's recommendation not to finance any park renovations for longer than 20 years. Mr. McKinney stated that based on the City Manager's recommendation not to finance any park renovations for longer than 20 years, he will have everything put together to discuss a $3 million dollar loan; and Mr. Barlow stated the numbers would be ready for Council's November meeting. The Council and staff discussed.- inflation costs; doing a numbers break out up to $3.5 million dollars; the loan issuance resolution; submitting for grant funds; and that unused loan revenue can be used to renovate other City parks. Councilman Blazi stated that he usually does not attend City board meetings; and asked everyone not to misconstrue his attendance at the Recreation and Cultural Services Board meetings as providing guidance; that he is just very excited about the park renovations the project. Mr. Corder stated that this is a very interesting project; and asked everyone to keep an open mind, because there are so many variables when it comes to designing parks; and if anyone wants to share their ideas, to send them to him so he can provide them to the board. Mr. Barlow discussed.- staff having their work cut out for them; hopefully, by the first part of the year, having a good realistic concept plan to showcase that people can relate to; providing residents with information so they can make a good informed decision; and getting direction from who we all work for, the residents of Edgewater. 3.
