CITY OF EDGEWATER
ECONOMIC DEVELOPMENT BOARD
WORKSHOP
October 23, 2002
4:00 P.m.
CALL TO ORDER:
Chairman Thomas Alcorn called to order a workshop for the Economic Development Board
at 4: 00 p.m., Wednesday, October 23, 2002, in the Community Center.
ROLL CALL:
Roll was taken by sign in sheet. Members present were Chairman Thomas Alcorn,
Christopher Balmer, Thomas McKinley, Adelaide Carter, Nora Aly and Joe Martin. Michael
Wilson and Douglas McGinnis were excused. Also present were City Manager Ken Hooper,
Assist!ll1t City Manager Elizabeth McBride, Councilman James Brown, Director - V olusia
County Department of Economic Development Rick Michae~ Director- Business
Recruitment- V olusia County Department of Economic Development Bill Kyriakakis, and
Southeast V olusia Chamber of Commerce Executive Director Steve Dennis.
SUMMARY OF WORKSHOP:
Chairman Thomas Alcorn opened the meeting by introducing Bill, Director- Business
Recrilitment- V olusia County Department of Economic Development. Mr. Kyriakakis briefly
introduced himself to the workshop ~ttendees. Chairman Alcorn then read Mr. McGinnis's
comments into the record. Chairman Alcorn gave a brief overview of the purpose of the
workshop. He then introduced a report done by the City's Industrial Development Board in
1993 and read the recommendations in the Executive Summary of that report. The meeting
was turned over to Joe Martin.
Joe Martin handed out copies ofth~ Task Checklist for Development of Program of Work
and explained the purpose of this document. The ParkTowne Industrial Center Declaration of
Covenants, Conditions and Restrictions and Zoning Agreement Draft were handed out and
explained by Mr. Hooper. Steve Dennis asked ifit was feasible that pre-approved Site Plans
would be available. This was discussed to some extent.
The list of Permitted and Prohibited Uses were discussed, particularly the proln'bition of
childcare and restaurants. The consensus was that these would be allowed and accessory uses
to businesses if the uses were not open to the general public.
There was much discussion on front setback requirements as well as minimum lot size and
building size requirements. Rick Michael express some concerns with the possibility of a
"zig-zag" site line with the existing setbacks.

Discussion ensued concerning targeted industries. Steve Dennis discussed the targeted
industries of several area and state agencies. Joe Martin states that he feels that more
information is needed in order to weed down the existing list of permitted uses to develop a
list of targeted industries. He would like to see information regarding average wages, tangIble
taxes, and number of employees per area for the industries listed. It was decided to develop a
matrix with the desired data. Nora AIy stated she could work on developing a matrix. Steve
Dennis and Joe Martin will work with Nora AIy to get the necessary data.
There was much talk about the goals of the Board regarding the Program of Work. Nora Aly
wanted information concerning who keeps the documents and tracks the progress of the
Program of Work. This was discussed at length.
The schedule for the next workshop will be set at the regular scheduled meeting of the
Economic Development Board, November 6, 2002 at 8:00 a.rn. in the Community Center.
ADJOURNMENT:
The workshop was adjourned at 5:48 p.rn.
