1. CALL TO ORDER
Chair Penalta called the meeting to order at 6:35 p.in.
2. ROLL CALL
Present 4- Board Member Alexander Penalta,Board Member Jack Wrightington,Board Member
Mark Morse and Board Member Richard Petersen
Excused 1- Board Member Carl Gundrum
Also Present: 4-City Manager Tracey Barlow,Finance Director John McKinney,Interim City
Clerk Robin Matusick, and Assistant City Attorney Michael Ciocchetti
3. APPROVAL OF MINUTES
a. AR-2015-140 Regular Meeting -November 9,2015

A motion was made by Member Wrightington, second by Member Petersen, to approve
the meeting minutes of November 9, 2015, with the deletion of "; and the County", at the
end of the second paragraph on page five (5) of the minutes. The MOTION was
APPROVED by the following vote:
Yes: 4- Alexander Penalta,Jack Wrightington,Mark Morse,and Richard Petersen
Excused: 1- Carl Gundum
4. CHARTER REVIEW
CRC members and staff discussed finding no precedence, or authority to administratively move
sections of the charter to other locations within the Charter; and trying to keep the ballot questions
as clear as possible for voters.
CRC members concurred that they would discuss, and agree on their changes during the review of
the "Draft" Charter amendment ordinance; and then vote on them all at once, at the end of the
review.
The Charter Review Committee, and staff discussed changes, and additions, to the recommended
amendments in the draft ordinance, such as: Section 3.05, adding a proposed ballot question to
increase the Mayor and Council members compensation; Section 308, to remove the proposed
sub-section (b), and incorporate it with the existing sub-section (a), and add as a prefix to section
3.08. "No Council member shall be in employment of the City while in office"; Section 309(b),

remove the provision that the council member must be suspended by the office of the Governor; and
other non-substantive, administrative changes.
CRC members discussed, and concurred to have a CRC meeting on December 21, 2015, at 6:30 p.m.
CRC members and staff also discussed the City trying to use other methods of notifying residents
about CRC meetings, and other things happening in Edgewater.
A motion was made by Member Petersen, second by Member Wrightington, to approve
the changes and additions to the proposed Charter amendment ordinance, and for
Assistant City Attorney Ciocchetti to bring back a revised ordinance for CRC review and
approval at the next meeting.The MOTION was APPROVED by the following vote:

Excused: 1- Carl Gundum
5. ADJOURN
There being no further business to discuss, Chair Penalta adjourned the meeting at 8:32 p.m.
