1. CALL TO ORDER,ROLL CALL,PLEDGE OF ALLEGIANCE,INVOCATION

2. PRESENTATION-THOMAS STREET
a. AR-2016-1483 Thomas St Septic Tank Elimination and Stormwater Improvement Project
Presentation
City Manager Barlow stated that the proceedings were a Workshop only; that City Council cannot
take any action in a Workshop; and provided an overview of the septic tank elimination stormwater
master plan; efforts to improve the water quality of the Indian River; reviewed the goals and
processes of the master plan; and the discussed the purpose of the workshop, of educating residents
and discussing funding mechanisms.
Environmental Services Director Brenda Dewees, staff, and representatives from Quentin Hampton
& Associates, gave a presentation; explaining how the lagoon got to where it is today; reasons and
goals of the project; focus areas and the City's established priority list; what the Thomas Street
Improvements project entails; project cost, grant funding, City funding, and property owner
assessment; benefits of the project; and where the project goes from here.
Ken Buhr, 108 Thomas Street discussed project grant funding.
Fred Nelson, 1401 2nd Street, discussed sewer being across the street from him; there possibly being
a tap already in the line for his property; and his costs if there is an existing tap. City Manager
Barlow replied that he would have staff check to see if a tap was previously put in place.
Daniel Cerami, 1406 S. 3rd Street, and staff, discussed sewage costs for apart-time resident.
Lucille Cerami, 1406 S. 3rd Street, and staff, discussed property improvement and the costs of the
project over 20 years.

Peter Wiggins, 14083rd Street, staff, discussed total project cost per parcel of property; a property
owners per year cost; and payment options.
Karl McDonnell, 1403 4th Street, and staff, discussed condominium owners on Ridgewood Avenue
using the area streets for parking, but not paying any project costs.
Elizabeth Wojtkowiak, 1315 3rd Street, and staff, discussed the mechanical and technical processes
involved with the project.
Mark Johnson, 1316 3rd Street, and staff, discussed swales; the project having to take out part of his
driveway; and the City replacing the driveway that is in the City right of way area.
Residents and staff, discussed the lateral hookup being placed as close as possible to residents
existing septic tank to help lower their sewer system hook-up cost.
Trisha Nelson, 1401 2nd Street, and staff, discussed the project not including sidewalks.
Council, staff and residents, discussed: the average total monthly costs; the process used for the
Florida Shores project, and residents not wanting to pay the additional costs for sidewalks;
stormwater utility fees not going away; drainage and the use of swales; width of the paved streets;
and that there will be a public hearing concerning the project on March 7, 2106.
Sandra Simonsen, 1401 South Ridgewood Avenue, and staff, discussed two laning Fourth Street; and
the City applying for other grants to assist with project costs.
Nicholas Szegda, 106 Orange Avenue, and staff, discussed the area covered by the current project;
future goals for mitigating some of the 1300 hundred plus septic tanks located in the City; and
priority of areas of the City's plan.
Council, staff and residents, discussed. the benefits of switching from septic tanks to a sewer system;
requesting an extension to the 90 day hook-up period,- residents talking to the project engineers;
taking care of area water problems, and the project correcting residential water problems; and
protecting the Mosquito Lagoon, and an upcoming lecture on the Mosquito lagoon.
The Council thanked residents for taking the time to come out and providing their input and
questions, instead of listening to rumors, and discussed: the septic tank mitigation problems across
Southeast Volusia County, the adverse effect on the Mosquito Lagoon, and competition for grant
funding; the grant is contingent on the streets being paved, residents working together with a
contractor or plumber to possibly get a group rate for a hook-up; the projected costs being estimates;
at last council meeting there were a few proposals & council went with the middle one, which saved
the residents some costs; unfortunately, it is not allowed by law to allow tax abatements, but it
overall shows how much the Council has tried to mitigate residents costs; and if anyone does think of
something else that could possibly defray some of the project costs, do not hesitate to let them know.

Mayor Ignasiak again, thanked residents for their input and for coming out; and stated the project
public hearing is scheduled for the March 7, 2016 Council meeting, at which time they will have
more concrete project costs and financial data.
3. ADJOURN
There being no further business to discuss, Mayor Ignasiak adjourned the meeting at 6:58 p.m.
