3. APPROVAL OF MINUTES
AR-2015-1459 Regular meeting -December 2,2015
A motion was made by Vice Chair Barnett, second by Member Snow, to approve the
minutes of December 2,2015. The MOTION was APPROVED by the following vote:

a. Planning and Zoning Board-No Report
b. SEVCC
Economic Development Board Member Snow provided a report for the Southeast Volusia Chamber
of Commerce, and reported.- the SEVCC has several new officers and board members; January 16th
is the Canal Street Home Show and Business Expo, with over 200 businesses and vendors scheduled
to attend,- Friday, January 21, 2016 is the first SEVCC luncheon for 2016, with luncheon details on
the SEVCC website; and the SEVCC is looking forward to a future meeting, where the Edgewater
City Manager and Economic Development Coordinator will discuss the City's economic
development.

c. City Manager/Economic Development Coordinator
City Manager Tracey Barlow reported.- closing out the year as a very positive and productive year,
with a lot of growth in residential, and some in Commercial; the City established a Community
Redevelopment Area (CRA), and received the first check from the County for the CRA, which was put
in the CRA trust fund businesses are starting to market that they are in a CRA; there has been a lot
of residential annexations in the Interlocal Service Boundary Agreement (ISBA) area; they are
building new homes, and selling them as fast as they are built in Edgewater Lakes; and he discussed
other new residential subdivision construction in Edgewater.
Economic Development/Redevelopment Coordinator, Samantha Bishop reported: Cameron's Marina
was sold the group who purchased it "Noticed" boat owners to move their boats; the new owners
have exciting plans for a commercial marina and restaurant; there is a lot of interest (four different
groups) in the Coronado Paint buildings; the City just received a lead from TVEDC (Team Volusia
Economic Development Committee); TVEDC has hired a Site Selector Team out of Texas to look at
Volusia County and it's municipalities, and to provide feedback, discussing if cities in Volusia County
are targeting the right kinds of industries; perhaps scheduling a workshop to refine the focus of the
Edgewater Comprehensive Economic Development Strategy (CEDS); the changes suggested by the
EDB for the City's Ecotourism portion of the website were made; Northwest Lineman's College
(NWLC) is renting office space in Parktowne Industrial complex so they can get their certification
from the Florida Education Commission; discussed FAA coordination efforts; and the NWLC student
load and needs in local area housing.
7. CONTINUED BUSINESS
a. AR2015-1463 Comprehensive Economic Development Strategy (CEDS) Goals Review and
Update
Mrs. Bishop discussed the goals of the 2015 CEDS, and initiated a review of some of the goals in the
2016 updated CEDS.
EDB members and staff reviewed some of the slides from the Site Selection Team (SST) presentation
that was given at the last TVEDC meeting; discussed what sets Volusia County apart from the other
counties; what areas the SST looked at; not recruiting in the boat building industry, just make sure
the City assist the existing boat builders; targeting and refining what high growth industries (which
are easier to get) that Edgewater wants to recruit, such as: computer electronics, machine
manufacturing; professional and business services; distribution and warehouse; the State of Florida
not having competitive incentives; stringent requirements of "Green" industries, and not focusing or
targeting on them; 50% of site sectors are looking for existing buildings; having shovel ready sites,
and where the County stands against other areas; TVEDC getting more information from the next
SST presentation at a later TVEDC meeting; size of shovel ready sites; holding charges for keeping a
large shovel ready site; having infrastructure in place to make Edgewater sites more attractive to
prospects; moratorium on impact fees; manufacturing and the active rail spur in Parktowne, and the
inactive one at Coronado Paint; defining what shovel ready is; status of development at the SR442
property; and the land clearing at Volco Road.

EDB members and staff continued their review of the goals in the 2016 updated CEDS, and
discussed.- objectives that have been met,and on-going objectives; actions to implement objectives; an
upcoming job fair; working on getting the trades certificate programs to be eligible for Edgewater's
School Scholarship fund,- Edgewater's new marketing brochure; updates to the website being exactly
what the EDB was looking for; proposed plan to recruit targeted industries; the City has three (3)
leads from Retail Strategies; and establishing a date to hold a workshop to refine Edgewater's target
industries, after the Site Selection Team has provided their final report to TVEDC.
8. NEW BUSINESS
EDB members discussed.- the status of Daytona State College Manufacturing programs, like
composite training, and other types of manufacturing courses; the importance of having an educated
workforce to recruit from; investing money to make money; and trying to get a more technical
trainingprogram in Southeast Volusia County.
Councilwoman Deb Denys discussed.- the first eye opening manufacturers meeting that she attended,
the process to try to establish courses in Southeast Volusia County; some stumbling blocks that need
to be overcome; the importance of the Southeast Volusia Technical Committee (SEVTC); connecting
the Trustees of Daytona State College to the site, the need, and the demand, by taking them to the
jobs, like taking them to Boston Whaler to put a face to the issue; the need to strengthen our existing
businesses; priorities at the County level, and focusing on the high end jobs; and stated that
meetings, and efforts of the Edgewater EDB, and the SEVTC have her full support.
Member Berner discussed a Parks and Trails 'App" that is available for cell phones; and
coordinating the addition of Edgewater ecotourism information to the owners of the cellphone App.
Councilwoman Denys discussed the Trails cell phone application; users being able to provide 'App"
input directly to the site; and Edgewater and the EDB sending a strong message to Volusia County
by formally requesting to add Edgewater information to the App. Member Berner volunteered to be
the liaison to the County for the request.
A motion was made by Member Zeller, second by Vice Chair Barnett, to appoint Member
Jeff Berner to be the Economic Development Board liaison to coordinate with Volusia
County to add Edgewater ecotourism information to the Volusia County Parks and
Recreation,cell phone application. The MOTION was APPROVED by the following vote:

9. BOARD REPORTS
Chair Jamison asked if their was any status to report on when the Rail Trail would connect
Edgewater to Osteen. Mr. Barlow reported.- the County stated that the entire route is outlined,- the
County did a wonderful job working with local residents facilitating their needs; the project will be a
design build,- they are hoping to get the contract out on the street the first part of the year; with the
trail being all connected in 2019; they are finalizing the agreement for the trail to connect to New

Smyrna Beach, through the Southeast Daytona State College campus, on to 10th Street, and beyond,
the City of Edgewater will be the lead on the project; and they are hoping to also have it started by
the first part of this year with the design build. He also discussed the Edgewater Rail Trail that was
just recently opened the positive impact of the trail on local businesses; and the reorganization of
some of the City staffpositions.
Member Smith asked if their was an update on the SR 442 connector to SR 415. Mr. Barlow stated
that he recently received a pretty comprehensive study from the River to Sea Transportation Planning
organization; the study was sent to every organization that might have jurisdiction in that area; there
was a lot of concern, in that they did not feel there was enough justified need, and concerns with
wetland areas, and it was not a very glamorous report; the funds set aside by Congressman Mica for
the study have not been used negotiations are still in progress for Orange and Seminole County,
with Volusia County to come in and do the study; but he does not feel that the study is moving
forward any time in the near future.
Member Snow reported a new business opening in Edgewater, a gentleman by the name of Gary
Taylor and his wife, are opening a day spa called Coastal City Waxing in mid February. She also
discussed the EDB members having their pulse on economic development, and always wondering
how the larger businesses are doing, and reported that the Edgewater branch of Regents Bank, is
ranked 128th out just under 1600 branches, on achieving the four core categories that branches are
evaluated on; that the story really is about how much that rating reflects on what a great City
Edgewater is to live and work in; they were at 200% of their goal last year; and she thanked the City
of Edgewater for helping them achieve their goals.
EDB members and staff discussed the Princess Ball, which provides funding for the Edgewater
Scholarship program; and contributing give-away items for the Princess Ball drawing.
Vice Chair Barnett thanked Mr. Barlow for doing a good job; and stated she is glad the City Council
made a point to recognize Mr. Barlow for doing a such good job. Mr. Barlow replied that it was
definitely a team effort, and that having such a great team makes the difference. She discussed a
meeting that she and Mr. Barlow had with Ryan Homes, who originally did not want anything to do
with Volusia County; and that they were very impressed and happy with Edgewater, and the
direction the City is going with streamlining processes.
Chair Jamison congratulated Finance Director John McKinney for being selected as the Assistant
City Manager; and thanked the City Council; other City boards; and Councilwoman Deb Denys for
all they do for the City of Edgewater.

There being no further business to discuss, Chair Jamison adjourned the meeting at 09:12 a.m.
