ANIMAL CONTROL BOARD
November 6, 2002

MINUTES
CALL TO ORDER
. The regular meeting was called to order by Chairperson, Donna Wagner, at
7: 10PM in the City Hall Conference Room.
ROLL CALL
Members present were: Donna Wagner, Liz Scarvarda, Debrah Brazzell, and Dr.
Vanis. Also present were: Legal Assistant Robin Matusick, Animal Control Officer
Brandi McNair, Councilman Jim Brown, and Board Secretary David Newell.
Members absent were: Kim Catalo
APPROVAL OF MINUTES
Motion made to approve the minutes of the July 17, 2002 meeting by Debbie
Brazzell, seconded by Liz Scavarda. Motion held unanimous.
NEW BUSINESS
Ordinance NO. 2002-0-21
Robin Matusick review the changes to the ordinance with the board.
l.The first changing from the Southeast Volusia Humane Society and such
other facility as designated by the city when holding or impounding (Sec.
5-2 definitions). ''The holding or impounding facility currently under
contract with the city for services or one that is designated from time to
time by the city", was the change. This would allow no changes in the
ordinance if a new holding or impounding facility were to change, Robin
stated.
2. The second was Sec 5.6 B-1 Membership: Appointment, Removal,
Terms, Vacancies and Qualifications. This took out the Southeast Volusia
Humane Society as a seat on the board and replaced its spot with a
"member from the holding or impounding facility currently under contract

with the city". Robin stated that if there was ever a change in a contract
there would not be any need to change the ordinace.
3. The third was Sec. 5-14 B-1, B-2 Running at large Prohibited. The
Southeast Vol usia Humane Society was taken out of the ordinance and
"designated holding or impounding facility" was put in its place.
4. In Sec 5-8, Animals Prohibited the addition of "A residential premises
shall not exceed a maximum number of five (5) dogs or cats, or a
combination thereof, and must provide proof from a licensed veterinarian
that each dog or cat has been spayed or neuted. Any premises that
harbors more that one (1) unaltered dog or cat bust obtain a breeders
permit". This was an addition to allow animals such as fish to not be
included as a pet, Donna stated.
5. In Sec 5-11, Wildlife Hybrids Prohibited. The change from Southeast
Vol usia Humane Society to "holding or impounding facility currently under
contract with the city for services or one that is designated from time to
time by the city".
Motion made by Deborah Brazzell to accept the Ordinance No. 2002-0-21 and
was seconded by Liz Scavarda. Motion passed unanimously.
Term Renewals
An application packet of all people interested in the animal control board was sent
out to all members prior to the meeting. This packet was reviewed to fill
vacancies on the board and each member submitted 3 names that they each
thought would be the best. Kimberly Catalo has missed 3 consecutive meeting
and per the ordinance she is terminated. Dr. Vanis and Elizabeth Scavarda's terms
will expire November 11.
Due to the Ordinance for the Animal Control Board a veterinarian is required and
Dr. Vanis wishes to continue on the board. Discussion was made and no other
veterinarians showed intrest so the board recommended Dr. Vanis for
reappointment.
Elizabeth Scavarda was the representative for the Southeast V olusia Humane
Society in which we will no longer have after the new ordinance is passed. A
letter was not submitted by Elizabeth for reappointment to the board but she stated
she would like to stay. After lengthly discussion it was said that Elizabeth will get
the Animal Control Board Secretary by Monday November 14.
Motion made by Dr. Vanis and seconded by Deborah Brazzell to submit the names
of Karen Mason and Elizabeth Dimascio for recommendations to the city council
for appointment. Barbara Everidge was an alternate if neither Karen Mason or
Elizabeth Dimascio are not interested. Motion passed Unanimously

Motion made by Deborah Brazzell and seconded by Dr. Vanis to terminate Kim
Catalo due to missing of 3 consecutive meetings. Motion passed unanimously.
OLD BUSINESS
Pet Society
Brandi gave an update on the new holding facility for the city and stated all is
doing well.
New Business
Councilman Jim Brown congratulated Brandi on dOing a great job and helping
him on 2 recent dog issues.
Dr Vanis would like to know when the universal county tag goes to council
because he would like to attend. He stated that there were many.pro's and
con's to it and wanted to be sure he was notified. Animal Control Board
Secretary is to let all Board members know of this when it goes to council.
Animal Neglect Case
Robin Matusick stated that the criminal case and the civil case have been closed.
The owner is only allowed to have one (1) dog or cat and must provide proof to
the City of Edgewater that it has been spade or neutered for the next 12 months.
The only item still pending is that all parties are responsible for all of the incurred
costs by the city.
ADJOURNMENT
Motion to adjourn the meeting was made by Debrah Brazzell, seconded by Liz
Scavarda. Motion carried unanimous. The meeting was adjourned at 8:24pm.
Next Meeting to be held on December 4th at 7pm.
