Special Meeting "Dangerous Dog"
MINUTES
CALL TO ORDER
The special meeting was called to order by chairperson, Robin Hendricks, at 7:07
P.M. in the City Hall Conference Room.
ROLL CALL
Members present were: Robin Hendricks, Donna Wagner, Liz Scarvarda, Dr. D.
Vanis, and Debrah Brazzell. Also present were: Legal Assistant Robin Matusick,
Animal Control Senior Officer Brandi McNair, Animal Control Officer David
Castetter, Chief Tracy Barlow, Officer D. Richardson, and Board Secretary Sue
Griffiths.
OLD BUSINESS

David Castetter advised the circumstances and outcome of his investigation to
the board and provided photos of the victims injuries. Mr. Castetter explained
that the dog owner is complying with requirements of the dangerous dog
classification at this time. After a brief discussion the following motion was
made.
Motion: Donna Wagner made a motion to uphold Animal Control Officers decision
to classify Mylow as a dangerous dog, seconded by Debrah Brazzell.
Motion held 4-0.
Note: Dr. David Vanis abstained due to a conflict in interest by Mylow being a
patient.

Animal Control Officer David Castetter explained that Lucky is a 9 month old pitt
bull/terrier mix that in a 3 week period bit two people while off of it's own
property. Mr. Castetter went on to explain that he has a letter from Dr.
Fryburger's office stating that Lucky was to be euthanized over the weekend.
Mr. Castetter stated that until he has verbal confirmation from Dr. Fryburger he
would like to have Lucky classified as a dangerous dog in case the euthania did
not take place. Mr. Castetter stated that he is trying to confirm the euthanization
and will advise the board of the outcome.
Motion: Motion was made by Donna Wagner and seconded by Debrah Brazzell
to deem Lucky as dangerous until confirmation of euthanization can be made.
Motion held unanimous.
Toraue
Mr. Castetter passed around victim photos to the board members to review as he
explained that Torque was commanded to attack his owner's girlfriend by the
owner himself. Mr. Tiedemann had stated that he would be at this meeting but
was not in attendance. At the time of incident, Mr. Tiedemann was arrested by
Officer Blazi of Edgewater Police Department and charged with felony-
aggravated battery. Donna Wagner questioned whether the dog was held due
to the bite or the fact that he was used as a weapon. Officer Richardson
explained that it was Officer Blazi's arrest but that he was working that night
also. Officer Richardson explained that the dog was held only for proof of
vaccination and for no other reason. After the Board discussed the
circumstances in detail the following motion was made.
Motion: Dr. D. Vanis made the motion to uphold the decision to declare Torque
as a dangerous dog, with notification to owner as such, seconded by Donna
Wagner.
Motion held unanimous.
ADJOURNMENT
Motion to adjourn the special meeting was made by Donna Wagner, seconded by
Debbie Brazzell. Motion carried unanimous.
The meeting was adjourned at 7:40 P.M.
