SPECIAL MEETING - Utility.Revenue Note Series 2016 Refinancing
1. CALL TO ORDER, ROLL CALL, PLEDGE OF ALLEGIANCE, INVOCATION

Absent: 3- Councilwoman Gigi Bennington, Councilman Gary Conroy, and City Attorney Aaron
Wolfe
Also Present: 2- City Manager Tracey Barlow, and City Clerk/Paralegal Robin Matusick
2. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS
a. 2016-R-07 Approval of Resolution 2016-R-07 "First Supplemental Resolution Utility
Revenue Note Series 2016" with Branch Banking and Trust Company "BB&T"
City Clerk Matusick read Resolution No. 2016-R-07 in to the record.
Finance Director McKinney introduced Mark Galvin, from Hilltop Securities, and Joe Stanton, from Broad
and Cassel Attorneys Inc., who are representing the City on the refinancing.
Council and staff discussed: the minor changes that were made to the supplemental resolution and
attachments; getting all of the City's debt at a better interest rate; and assisting the City's rate payers
with the utility system.
A motion was made by Councilman Blazi, second by Councilwoman Power, to accept
Resolution No. 2016-R-07. The MOTION was APPROVED by the following vote:
Yes: 3 - Mayor Ignasiak, Councilwoman Power and Councilman Blazi
Absent: 2- Councilwoman Bennington and Councilman Conroy
City Manager Barlow made a staff presentation on the approximately 71 acres in the ParkTowne
Development that the City owns; and asked Council for consensus to move forward with negotiations
with Lineman's College to purchase a portion of the propertyfor $22,524 per acre.
During his presentation, Council and staff discussed: the City's previous purchase price for the
property, which is referred to as the Doctor Morgan property; a conceptual plan on what the City

could do with the property; selling a portion of the acreage to the Lineman's College for their
outdoor training facility; the conceptual overlay of the new Public Works facility; the pros and cons
of selling the property to Lineman's College, both for the City, and Lineman's College; the amount of
land needed for the Lineman's college outdoor training facility; commercial property not allowing
developers to create residential student housing; putting a portion of the property back on the tax
rolls; not going below $22,524 per acre; selling approximately 15 acres to Lineman's College; and
the sale timetable culminating in April, or May at the latest.
After discussion; the Council concurred to move forward with negotiations to sell a portion of the
City owned property at the ParkTowne development to Lineman's College.
3. ADJOURN
There being no further business to discuss, Mayor Ignasiak adjourned the meeting at 1:21 p.m.
