Land Development Code Workshop

Chainnan Vopelak called to order the Land Development Code Workshop of the Planning and
Zoning Board at 5:00 p.m., ~ovember 13, 2002 in the Community Center, 102 N. Riverside
Drive, Edgewater, Florida.
ROLL CALL
Members present were Chainnan Edwin V opelak, Robert Garthwaite, Donald Masso, Anton
Heeb, Russell Mullen and Charlene Zeese. Kristine Pluscec was excused.
Also present were Ken Hooper City Manager, Chief Planner Darren Lear and Planning
Technician Bonnie Wenzel.
Mr. Lear gave an overview and history of the Land Development Code. He stated that the City
Council has seen several revisions of the Code and this is the final revision coming before them
for recommendation to Council.
Mr. Heeb spoke about the amendment to Table V-I and footnote 16. He felt that they were
taking too much from the property owners. Mr. Lear stated that the Code used to allow only a
single story east of Riverside Drive, but the height limit was 26-feet. He further stated they are
trying to keep new homes on the east side of Riverside Drive limited to single story.
Mr. Vopelak asked what the basis for this was. Mr. Lear stated that by limiting the height to 16-
feet only a single story house could be built. Mr. Hooper stated that property owners would still
have the right to build on their property.
Mr. Garthwaite stated he had a problem with the impervious surface definition. Mr. Lear stated
that if the 30% building coverage limit included impervious surface area you would not be able
to build much. Mr. Lear stated that staff looked into other areas and there were no requirements
on impervious surface area. Mr. Garthwaite stated his main concern was runoff into the river.
Chairman V opelak suggested adding some flexibility to the standard.
Mr. Garthwaite suggested that the site plan extension should go back to the board/committee that
granted approval in the first place.
Further discussion ensued regarding impervious surfaces.
There being no further discussion to come before the Board, the workshop adjourned at 6: 10
p.m.
