CITY HALL CONFERENCE ROOM MINUTES CALL TO ORDER Chairwoman Donna Wagner called the regular meeting to order at 7:00 p.m. in the City Hall Conference Room. ROLL CALL Members present were: Chairwoman Donna Wagner, Karen Mason, Debrah Brazzell, Elizabeth Dimascio and Dr. David Vanis. Also present were: Community Service Supervisor Angela DeSue and Board Secretary Shontella Jackson. APPROVAL OF MINUTES MOTION bv Karen Mason. SECOND bv Dr. David Vanis to aDDrove the minutes of the November 17. 2004 meetinG. MOTION CARRIED UNANIMOUSLY. NEW BUSINESS Chairwoman Donna Wagner had the Board review the State Statues for any changes. Below are the recommended changes to the Animal Control Ordinance to be given to City Council for approval. The first passage is the original ordinance as written and the second passage in Bold print with strike through is the Board recommended changes. Page 364 See. 5-2. Definitions Animal under restraint: An animal secured by a leash or lead and under the control of a person physically capable of restraining the animal and obedient to that person's commands or securely enclosed within the real property limits of the owner's premises. Article V. Dangerous Dogs Section 5-60 Dangerous dogs Page 396 Item H. (h) Hunting dogs are exempt from the provisions of this section when engaged in any legal hunt or training procedure. Dogs engaged in training or exhibiting in legal sports such as obedience trails, conformation shows, field trails, hunting/retrieving trails, and herding trials are exempt from the provisions of this section when engaged in any legal procedures. However, such dogs at all other times and in all other respects shall be subject to the provisions of this chapter. Dogs that have been classified as dangerous shall not be used for hunting purpose. Board agreed to leave as written. OLD BUSINESS The Board had a brief discussion in regarding Section 5-36 Breeding and kennels Subsection (a) Residential areas (1) Last sentence: The license fee and breeder permit fee shall be established by resolution of the city council The Board thought that a spay/neuter program existed regarding license and breeder permit fees.
