FLORIDA, APPROVING A WASTEWATER SYSTEM
FACILITY PLAN UPDATE (2015) RELATING TO THE
FLORIDA DEPARTMENT OF ENVIRONMENTAL
PROTECTION (FDEP) STATE REVOLVING FUND LOAN
PROGRAM; PROVIDING FOR THE IMPLEMENTATION
OF WASTEWATER SYSTEM PROJECTS INCLUDING
RECLAIMED WATER MAIN EXTENSIONS PHASES 1, 2 &
3; REPEALING RESOLUTIONS IN CONFLICT HEREWITH;
PROVIDING FOR SEVERABILITY AND APPLICABILITY
AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS,the City of Edgewater, Florida, has made the following determinations:
WHEREAS, local government agencies are allowed under the general laws of Florida to
apply for public loans though the State of Florida in order to finance the construction of
wastewater facilities, and
WHEREAS, the administrative regulations of the Florida Department of Environmental
Protection ("FDEP"), the state agency that oversees the State Revolving Fund Loan Program,
requires the City Council, as the local governing body of the City of Edgewater, to formally
approve a Wastewater Facility Plan Update describing the necessary wastewater improvement
projects in order to comply with the funding requirements of the State of Florida; and
WHEREAS, formal approval of a Wastewater Facility Plan Update is required in order
for the City of Edgewater to participate in the State Revolving Fund Loan Program; and
WHEREAS, the City Council desires to formally approve the Wastewater Facility Plan
Update (2015), a copy of which is attached hereto and incorporated herein as Exhibit "A", and
desires to make certain improvements to its wastewater system as more fully described in the
Plan Update; and
WHEREAS, the City Council has been�4briefed on the Facility Plan Update and concurs
with the recommendations contained in the Plan.

NOW, THEREFORE, be it resolved by the City Council of the City of
Edgewater, Florida:
Section 1. The foregoing recitals are incorporated herein by reference.
Section 2. The City Council of the City of Edgewater, Florida, is authorized to
approve, and does hereby approve, the Wastewater Facility Plan Update (2015), a copy of which
is attached hereto and incorporated herein as Exhibit "A". The said Facility Plan Update is
approved pursuant to the State Revolving Fund Loan Program for the purpose of making
improvements to the City's wastewater facilities, including wastewater improvement projects. A
copy of the City's Facility Plan Update shall be maintained by the City Clerk.
Section 3. The Mayor and City Manager are hereby authorized and directed to
execute the said Facility Plan Update, including any and all papers and documents necessary and
incidental thereto.
Section 4. The City Manager is further designated to be the City's representative who
is authorized to provide the assurance and commitments that will be required by the said Facility
Plan Update; and to represent the City in carrying out the City's responsibilities under the Plan
Update, including the authority to delegate responsibility to appropriate City staff members to
carry out the various technical, financial, and administrative activities associated with
implementing the Plan Update.
Section 5. Conflicting Provisions. All resolutions or parts of resolutions in conflict
herewith are hereby repealed.
Section 6. Severability. If any portion of this resolution is for any reason held or
declared to be unconstitutional, inoperative, or void, such holding shall not affect the remaining
portions of this resolution. If this resolution or any provisions thereof shall be held to be

inapplicable to any person, property, or circumstances, such holding shall not affect its
applicability to any other person, property or circumstance.
Section 7. Adoption and Effective Date. This resolution shall take effect upon
adoption.

EXECUTIVE SUMMARY
Background
The City of Edgewater has authorized preparation of this Facility Plan Update to identify
projected capital need for Reclaimed Water Extensions, Phases 1, 2-and 3 and establish
estimated costs and implementation schedules for same. It is anticipated that the City will
use the State Revolving Fund (SRF) Program to construct improvements identified herein.
This document addresses reclaimed water system elements and comports with the Facility
Plan Review Checklist. This checklist was developed by the Florida Department of
Environmental Protection (FDEP). The City may elect to utilize the State Revolving Fund
Program to address their reclaimed water system needs. This document will be submitted
for review to the clean water section of the State Revolving Fund (SRF) Program.
The City of Edgewater's Water Reclamation Facility has a permitted capacity of 2.75 MGD
and operates under FDEP permit number FL0021431. The treatment plant site is located
south of Park Ave and east of Mango Tree Dr. The WRF is the only regional wastewater
facility in Edgewater and currently treats approximately 1.3 MGD average daily flow.
Effluent is treated to AWT standards of 5 mg/L CBOD, 5 mg/L TSS, 3 mg/L TN, and 1 mg/L
TP. The plant discharges most of the treated effluent as public access reclaimed water. On
average, the City reuses approximately 85% of plant effluent as reclaimed irrigation.
During wet weather periods, the facility is permitted to discharge effluent to the Indian
River. The City has made a continued effort to reduce effluent discharged to the River and
will continue those efforts by expanding the reclaimed water system and installing a
storage reservoir with wetland outfall at the proposed Public Works Facility. The attached
figure, Figure 1, shows the City's existing reclaimed water distribution system and three
(3) proposed extensions.

Need and Justification
The project is needed to reduce surface water discharge to the Indian River by expanding
the reclaimed water distribution system. Additionally, the reservoir and wetland outfall at
the proposed Public Works Facility will provide wet weather discharge during low
irrigation periods. These improvements align with the goals of the City and SJRWMD to
protect the water quality in the Indian River Lagoon basin.
The NPDES permitted outfall is located within the Indian River Lagoon and reduced
freshwater and nutrient loading will serve to improve water quality within the lagoon. The
proposed westward reclaimed water extension project will enable connection of'dry lined'
subdivisions and land application of reclaimed water in the vicinity of City's wellfield
property. Upon completion of the 'Restoration' development project, reclaimed water and
stormwater will be used to restore natural hydroperiods within 'ditched' areas west of I-
95.
Project Description
These extensions will expand the system west along SR 442 and north to the City's
proposed Public Works Facility. The existing service areas including the Edgewater City
Limits and 2000 Census Tracts are included as Figure 2. Phase 1 will consist of
approximately 6,000 if of 12" pipe to the proposed Public Works Facility at Dale Ave. The
site plan for the Public Works Facility includes an 8 acre reclaimed storage pond with an
outfall to adjacent wetlands for augmentation of fresh surface waters. Phases 2 and 3 of the
project will include extension of the existing reclaimed water main further west on SR 442.
The second phase of reclaimed water main extensions would be from Willow Oak Dr. to
Coral Trace. This 16" reclaimed main extension will serve existing and proposed
developments with reclaimed water distribution systems. The third phase will extend the
system west of I-95 for future developments and additional wetland outfall/aquifer

recharge. Projected costs for all three (3) phases of the reclaimed main extensions are
estimated to total $3,946,800.
The Phase 1 project involves approximately 6,000 if of pipe and sitework at the City's
proposed Public Works facility. Permitting for this project will require biological work to
include jurisdictional surveys and off-site investigations for effluent discharge.The City will
engage their biological sub-consultant independently for this work. Additional laboratory
analysis of background water quality and/or effluent may also be required. The City has a
contract laboratory who can accomplish sampling and testing. QLH will coordinate this
work, City will contract directly with laboratory.The conceptual construction cost estimate
for Phase 1 is approximately$1.1M.
Phase 2 requires construction of approximately 10,000 if of 16" reclaimed water main to
Coral Trace subdivision. The conceptual cost estimate is $1.5M. Phase 3 is an additional
6,000 if of 16"water main to serve (2) future subdivisions west of I-95.The conceptual cost
estimate is approximately $1.OM. This connection will enable utilization of virtually all
effluent from the City's water reclamation facility.

1.0 PLANNING AREA, PLANNING PERIOD &. POPULATION
1.1 Planning Area Description
The City of Edgewater's proposed project is located in the eastern portion of Volusia
County, south of New Smyrna Beach and north of Oak Hill. Figure 1 depicts the location of
the proposed reclaimed water main extensions project and the surrounding areas within
the City limits.
1.2 Planning Period
The planning horizon for this Facility Plan Update is year 2035. Population and flow
projects are illustrated through 2035.
1.3 Population Growth
Traffic Analysis Zone (TAZ) data and maps, as well as the City's updated wastewater
service area map were used to generate population projections for the planning period.
TAZ data is supplied by the University of Florida Bureau of Business and Economic
Research (BBER). It provides population data for specific zones within municipal and
county boundaries. TAZ population data for years 2010 and 2035 were used. Growth
estimates for the Restoration DRI are not reflected in the TAZ data and as such, Restoration
DRI growth projections are used in place of the TAZ data for this area.
Population growth within the City of Edgewater's service area is estimated to increase over
the next decade, primarily as a result of the expanded wastewater service area and
Restoration DRI. Table 1.1 presents the projected population for the planning period to

2035 based on the City's revised service area, TAZ data, the proposed Restoration DRI and
a straight-line projection to 2035.
The population projections in Table 1.1 reflect the existing wastewater service area and the
portion of this area which directs sewage flow to the County's S.E. Regional Wastewater
Treatment Plant. As such,the wastewater population projects differ slightly from the City's
Water System Facility Plan.

1.4 Current and Historical Flows
The City of Edgewater Wastewater Treatment Facility (WWTF) is an Advanced Wastewater
Treatment (AWT) facility developed around the licensed Bardenpho treatment process.
The permitted plant capacity is 2.75 million gallons per day (MGD) annual average daily
flow (AADF). This permitted capacity was re-rated from the original permitted capacity of
2.25 in 1996. A permitted capacity of 2.75 MGD AADF categorizes the plant as a Type 1
Facility.
Flow data was obtained from the City's WWTF's Discharge Monitoring Reports (DMRs) for
the last seven (7) years from 2009 through 2015 and were compiled and compared to the
permitted capacity to review percent of the current capacity being utilized and to assist in
projecting flows. Annual average daily flow (AADF) and maximum monthly average daily
flow (MMADF) data are summarized in Table 1.2. As can be seen from this data,
wastewater flows have not changed significantly over the last seven years.

Figure 1.3 graphically presents the annual average daily flows from 2009 through 2015.
Average daily flow in 2015 was 1.50 MGD. Overall,the facility flows have increased slightly
during the last seven (7) years and remain below the permitted capacity of 2.75 MGD.

1.5 Seasonal Flow Variations
According to the Comprehensive Plan, the average annual temperature in Edgewater is
71°F. Two seasons are experienced in Edgewater, subtropical and mild. Localized
thunderstorms producing as much as two to three inches of rainfall during the summer are
not uncommon. Seasonal low flows typically occur in late fall and winter seasons, while
seasonal high usage usually occurs in late spring through early fall. Seasonal flow
variations are approximately 25%of the total and generally reflect the effects of infiltration
and inflow(1/1).

The following assumptions are made for planning purposes in projecting wastewater
flows:

➢ All new residents will be connected to the City's wastewater collection system.
➢ Wastewater flow projections include future connection of remaining homes within
the service area on septic tanks to the wastewater collection system.
➢ A 204-gallon per day per equivalent residential unit (GPD/ERU) flow basis is used.
The City's Comprehensive Plan establishes that 204 GPD/ERU be used for planning
purposes.
When comparing the observed WWTF flows and the estimated service area population
over the past seven years, the per capita MMADF ranged from about 68 - 79 gallons per
capita per day (GPCD). This range of per capita flow appears on the low side and may not
represent a sufficient basis for projecting flow for planning purposes.
Wastewater flows for 2015 are based on population but adjusted down to exclude portions
of the service area that are not tied into the wastewater collection system. The projected
flow after year 2015 is based on the 204-gpd/ERU straight line growth rate. The results
are presented in Table 1.3 and Figure 1.4. Based on this approach, the MMADF would
exceed plant capacity by 2026.
The blue line represents AADF conditions and the yellow line represents MMADF
conditions. Maximum month flows are projected to exceed the plant's rated capacity by
2026. Therefore, planning should commence for plant expansion in 2023 in order to
ensure that capacity is available by 2026.

2.0 ENVIRONMENTAL IMPACT
The Reclaimed Water Main Extensions Phases 1, 2 and 3 project will not impact any known
environmentally or archeologically sensitive areas. The approved planning document"City
of Edgewater Wastewater Facility Plan - October 2010" contains all required
documentation for the environmental assessment of the project area. This project is
needed to reduce surface water discharge to the Indian River by expanding the reclaimed
water distribution system. Construction involves only lands that have been previously
disturbed from their natural condition. There are no environmental impact concerns
associated with this project.

3.0 DEVELOPMENT OF ALTERNATIVES
3.1 General
The following sections evaluate two (2) alternatives to address the previously described
reclaimed needs for the City of Edgewater.
The alternatives considered to solve the City's reclaimed system needs are as follows:
• Alternative 1 - Reclaimed Water Main Extensions Phases 1, 2 and 3 (1.0 MGD
capacity)
• Alternative 2 - Reclaimed Water Main and Rapid Infiltration Basins (1.0 MGD
capacity)
3.2 Cost Effectiveness
A planning period of 20 years, present work cost,and operating and maintenance cost were
used to compare the various alternatives.
3.3 Alternative Evaluation
Alternative 1 -Reclaimed Water Main Extensions Phases 1. 2 and 3
The Phase 1 project involves approximately 6,000 if of pipe and sitework at the City's
proposed Public Works facility. Permitting for this project will require biological work to
include jurisdictional surveys and off-site investigations for effluent discharge.The City will
engage their biological sub-consultant independently for this work. Additional laboratory
analysis of background water quality and/or effluent may also be required. The City has a

contract laboratory who can accomplish sampling and testing. QLH will coordinate this
work, City will contract directly with laboratory.The conceptual construction cost estimate
for Phase 1 is approximately$1.1M.
Phase 2 requires construction of approximately 10,000 if of 16" reclaimed water main to
Coral Trace subdivision. The conceptual cost estimate is $1.5M. Phase 3 is an additional
6,000 if of 16"water main to serve (2) future subdivisions west of I-95.The conceptual cost
estimate is approximately $1.OM. This connection will enable utilization of virtually all
effluent from the City's water reclamation facility. Detailed cost information for this
alternative is shown below in Table 3.1.

Alternative 1 involves expansion of the existing reclaimed water distribution network to:
serve existing 'dry lined' sub-divisions, land application in the vicinity of City wellfield
property, hydroperiod restoration in impacted areas and wetland discharge during
extreme wet weather periods. It is a continuation of the City's current program with the
potential to restore impacted wetland areas west of I-95.
Advantages:
• Lowest cost
• Beneficial utilization of lowest quality source
• Ecological benefits in restoration areas
• Supports new residential and commercial development
Disadvantages:
• Additional residential connections and metering
• Variable demand during wet weather
• Potential utility conflicts
Alternative 2 -Reclaimed Water Main Extension and Rapid Infiltration Basins (RIBS).
In lieu of residential expansion, and slow rate land application west of 1-95, rapid
infiltration basins (RIBS) can provide reliable wet weather disposal. The annual wet
weather disposal volume required is approximately 180 MGY (0.5 MGD). But a design land
application rate of 1.0 MGD is required to accommodate projected wet weather peak flows.

The total land area required is calculated below:
• Total average daily flow (ADF) = 1.0 MGD
• Estimated land application rate= 2.0 GPD/SF
• Estimated land application area = 1,000,000 GPD/2.0 GPD/SF*(1/2)
= 23 AC
• Perimeter buffers = 100 FT
• Total required area= 33 AC
The total required land area is approximately 33 acres. By definition, the land must be
upland and not 'wetlands'. It is estimated that the land cost for 33 acres of contiguous
upland property is approximately$50,000 per acre.
For the purposes of this analysis, it is assumed that the land would be in the relative
proximity of SR 442. A pipe length of 10,000 LF (approximately 2 miles) is assumed;
however, the actual pipe length may vary significantly depending upon suitable property
availability and proximity. Detailed cost information for this alternative is shown below in
Table 3.2.

Alternative 2 is an effluent disposal option utilizing RIBS during wet weather periods. This
option require acquisition of land and construction of bermed RIB cells. Approximately 33
acres of upland property is required. This is an area with known threatened and
endangered (T&E) species including scrub jays and gopher tortoises. Property in the
vicinity of SR442 is preferred due to proximity within range of the existing 16" reuse main;
however, developable land near the state road is desirable for development and therefore,
more expensive.
Advantages:
• Reliable wet weather disposal capacity
• Simple operation
• Minimal long term maintenance
Disadvantages:
• Not the highest and best use of developable upland property
• No specific environmental benefits
• Highest cost alternative

In summary, Alternative 1 is the most cost effective means for construction and
maintenance of this project. Operation and maintenance costs for Alternative 1 and 2
would be the same for the 50 year life.
Therefore,Alternative 1 is the preferred option. The proposed improvements are expected
to provide positive environmental effects and to have no adverse effects upon human
health. The improvements will be constructed in existing road right-of-ways and have no
expected detrimental effects upon flora, fauna, threatened species, endangered species,
agricultural lands, or wetlands.
The improvements will require permitting with Florida Department of Transportation and
will be applied for during the design process.

4.0 PROJECT FUNDING
4.1 General
It is anticipated that the City will utilize the State Revolving Fund (SRF) Program to
construct the Reclaimed Water Extensions, Phases 1, 2 and 3 project. The estimated costs
for the preferred project are shown in Section 3, Table 3.1. The City adopted Resolution
2015-R-25 on October 1, 2015 to increase water and wastewater rates to help fund this
project. The increases include raising rates 6% per year in FY16 - FY20. In subsequent
years, rates will be adjusted annually based on the most current Rate Study or CPI (Energy
Index ad of July). Resolution 2015-R-25 is included as Appendix A.

will require a deposit(s) as outlined above.
Deposit Payments
Residential Accounts
Owner occupied locations may be billed for the deposit(s) and will have 10 days to pay said
deposit(s). If the customer does not pay the deposit(s) within the 10 day period.. utility services
will be subject to disconnection.
Tenant occupied locations are required to pay deposit in full at the time the account is
established.
An applicant for city water and sewer services will not be required to make a deposit when the
applicant meets one of the following conditions:
1) Has an existing account with good credit standing with the City. Discontinuance of
service for non-payment on an existing account will be treated as new applicants.
2) Any new customer establishing services will have their credit checked with their social
security number as verified by the. "On-Line Utility Exchange" or any other provider of similar
a
services. The City will perform one credit check. for each new account opened. Based on the
i
results, the customer may or may not be required to pay a deposit.
w, The City will not transfer a deposit from one individual to another individual. Transfers of
deposit(s) from one address to another address for the same individual will be made provided the
paccount balance at the active service location is in a current status(outstanding balance is zero).
If a customer transfers his or her deposit to an account within the system, the final bill on the old
account, if delinquent, will be transferred to the current account for collection and the current
account becomes subject to collections and disconnect procedures. Customers that are
continuously delinquent are subject to an update of their deposit requirements.
Commercial Accounts
1) The customer is required to pay the full deposit at the time the account is being
established.
2) The deposit shall be equal to a minimum of two (2) months combined utility services.
3) 'When the required combined total deposit exceeds $1,000, the applicant. at his or her
option, may furnish in lieu of cash the following instruments;
A surety bond for the full amount required: OR
k * An irrevocable letter of credit,satisfactory to the City for the full amount required.
4) In the event the above instruments mature, the City reserves the right to request cash
x (legal tender) for the required deposit.
5) Failure to comply with this requirement will result in discontinuance of service.

Refund of Deposits
The City will credit the deposit to the customer's account when:
1. Residential accounts - The customer has had no delinquencies nor been disconnected for
1 non-payment in the previous 36 months;
2. Tennant accounts—deposits will be held until the account is closed;
3. Commercial accounts—deposits are held until the account is closed.

The deposits are refundable only to the customer whose name appears thereon.

Section 14-6. Payment of bills; service charges:
The owner of each property shall be responsible for the monthly payment of all minimum base
charges relating to utilities and services provided or available whether the residence or building
is occupied or vacant unless the ciry has contracted with the o«ner's tenant at the owner's
request. These base charges shall include water, sewer, reclaimed (if available), refuse, recycling
and stonnwater based on services provided and/or available at that location.

The required commercial backflow device testing shall be conducted by the City at required
intervals as determined by the Director of Environmental Services or their designee based on the
degree of hazard for a fee of fifty dollars ($50.00) per inspection and billed on the utility bill.
When it is found that a cross connection exists that has been created by the customer. said
customer shall be responsible for the cost of bacteriological testing required to clear the potable

Chapter 19 —Miscellaneous:
a) Delinquency fee:
A delinquency charge relating to the amount due for water, sewer, reclaimed. refuse and
stormwater of five percent (5%) shall be charged if the customer has not paid the outstanding
amount due within twenty (20) days of the billing date of said charges. Should there be a failure
by the customer receiving services to not pay the bill in full for said services later than thirty (30)
days from the billing date for said service, then said service shall be assessed an additional
delinquency fee of thirty dollars ($30.00). If charges are not paid by the thirty-fifth (35`}') day
than services shall be terminated and shall not be reconnected after discontinuanee until all past
due bills are fully paid, together with said delinquency charges for past due bills. At no time
shall service be disconnected for a balance less than 44y tfnirt; dollars ($ 044 31).00),
b) Payment plans:
At the discretion of the City a payment plan may be established for accounts that are currently
disconnected or have a past due balance greater than three hundred dollars ($300.00). The
monthly payment plan shall be for a period of no longer than six months and will be in addition
to the normal monthly utility.bill. There will be no waiver.reduction of the accrued delinquency
charges and an additional administration fee of $30.00 will be charged for setting up and
administering the payment plan. Upon establishment of the payment plan, agreement by the
customer and receipt of the first payment then service can be restored. If a customer fails to
complete the payment plan in full, the City shall be entitled to take all legal action permissible,
including but not limited to, delivering the underlying utility lien to the county court for
enforcement and/or forwarding this matter to a collection agency to secure payment.
Annual Review/Increase:
There will be an annual increase of all fees/rates listed herein for water rates and sewer fees %, ith

21-325.12 - Water Capital Charges for Consumers Outside City Limits
All consumers located outside the corporate limits of the City shall be charged the. applicable
water capital charges required to be paid by all City residents along with a twenty-five percent
(25%) surcharge as allowed by applicable State Statutes.
21-327 Sewer Capital Charges
A se�.ver capital charge is hereby established at $1092 per gallon of wastewater capacity or
52,226.69 (two thousand two hundred twenty six dollars and 69%100) per ERU. Those persons.
corporations or entities who or which have previously prepaid the existing sewer capacity
charges shall be exempt from paying this se«-er capital charge (i.e. Florida Shores assessment
area).

Any personnel costs to be charged for special events, activities, call-outs shall be

associated vehicle and/or equipment charges.
2. EQUIPMENT COSTS
Any City owned equipment used in any special events, activities, call-outs and code
enforcement actions or any other activities shall be charged based on the most current FEMA
