04-25-1995 ~ u u ~ CITY OF EDGEWATER LIBRARY BOARD APRIL 25, 1995 SPECIAL MEETING MINUTES Chairman Jean Haughwout called the special meeting to order at 12:35 p.m. in the Edgewater Library. She stated the purpose of the meeting was to recognize the Library volunteers. Present were members: Jean Haughwout, Fran Byrne, Mary Rice, Lilian Bond-Nelson, and Jan Dudley (who had to leave early due to a family member's illness). Lauretta Shafer and Sue Shaw were absent. Also present were: Gayle Harmon, Librarian; Marilou Spencer, Coordinator of volunteer Services; Alice Haldeman, Regional Librarian; Louise Martin, Vice Mayor; and George McMahon, City Manager. Mrs. Haughwout welcomed the volunteers to the special recognition luncheon because the volunteers themselves are so special.. She pointed out the volunteers give so much of their time and talents. She expressed appreciation for Gayle Harmon and Marilou Spencer. She stated if the hours the volunteers put in were counted, we couldn't afford to pay them. Mrs. Haughwout introduced the Board members. She then delivered a blessing for the food and called a short recess for the luncheon. Mrs. Haughwout then introduced Louise Martin, Vice Mayor of Edgewater. Mrs. Martin expressed her pride in the help by the volunteers to the Edgewater Library. Mrs. Haughwout introduced Ms. Alice Haldeman, Southeast Regional Librarian. Ms. Haldeman thanked the volunteers for all they do for the library and for getting books repaired and checked in and out. She stated her appreciation for the volunteers. Mrs. Haughwout introduced George McMahon, Edgewater City Manager. Mr. McMahon gave a brief overview of the status of the lease between the County and City. He's requested the Council not enter into an agreement because the County didn't make clear why they wanted the agreement, they also did not agree to maintain the air conditioners, and it's uncertain when they could do anything about the parking. He believes the City can replace the air conditioning units. He doesn't agree with the original parking design and they do need the retention area. He thinks the City's right-of-way off Alamanda can be abandoned and be used or an agreement with Jay Moynahan to park in that area. He noted the area is grassed now and they'd have to change minor City regulations to accomplish this. He'd like to see grass paving, similar to sod blocks, with water percolating through it. He hopes to do it within tbe next year after October 1st and questions the value of a lease with the County for the building because the County would have control with no economic benefit to the City. .... v u - ~ .. (/ Mr. McMahon complimented all the volunteers and expressed gratitude from the Mayor and Council and himself. Mr. McMahon stated the taxes have been raised for past problems with the City and we're now going into a paving program and will likely have to raise taxes again. He pointed out that Edgewater operates for one-third the cost of DeLand and New Smyrna Beach, which are comparable size. He said part of that is due to volunteers, who are very dedicated and conscientious people who have made his job easier. He said the volunteers are great for the community and he thanked them. Ms. Spencer thanked all the volunteers, pointing out they are the backbone of the library. She expressed how vitally important they are to the operations of the library. She thanked Hazel Marks, who will celebrate her 90th birthday next week, and presented her with a flower basket. Mrs. Marks expressed her enjoYment with the library. Ms. Spencer presented certificates to the volunteers and Ms. Haldeman presented a special license plate for volunteers. Mrs. Harmon thanked the volunteers for coming and to have an opportunity to be recognized for their continued commitment to the volunteer program and for the many hours of work. She stated they are wonderful ambassadors because they're often the first contact with people who come into the library. She expressed pride in their work and asked them to keep up the high quality of work. She values their friendship as well. A volunteer commented on the wonderful luncheon and it was noted that Chairman Haughwout did practically all the preparation. Virginia Powers, a volunteer, stated she's heard comments that people come to this library because everyone's so friendly and has a good rapport with the public. It was noted that one lady drives from Ormond Beach to volunteer at Edgewater. Mrs. Harmon read a newspaper article regarding an expression of appreciation for Marie Givens. She noted the County presented Marie with a letter and a certificate for her good service.
